Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $932 processing fee will need to be submitted for the subsequent set of
three (3) reviews.

STAFF REVIEW COMMENTS NO. 2
Project: Victoria Center (Sp) - 14-00900241
PLANNING
Please be aware that the comments below are the same comments that were submitted on the
previous round of comments sent back on October 3, 2014. Upon review, the comments were
not addressed. Please review the following and make the appropriate changes.
1. Please revise building setbacks to show 25 feet front setback (off of Graham Rd.), 15 feet
side street setback (off of Victoria), 15 feet rear setback, and 7 feet and 5 inch side setback
(opposite of Victoria).
2. Please show location of fire hydrants and fire lanes on the property.
3. Please assess building square footage calculations or dimensions and adjust to show
correct total building area. The table at the top of the plans seem to be off.
4. Please provide the volume and page for all public utility easements and identify them on the
site plan.
5. Please provide curb line work along the edge of the five (5) new parking spaces, at the front
of the building continuing along that sidewalk edge along the entire front façade.
6. Please remove the sheet for the previously approved site plans. The very first sheet is not
needed for the consideration of the proposed site plan.
7. Please remove all details that are noted as `existing' on sheet 3 of the site plan.
8. Please identify the zoning of the properties adjacent to the property. FYI... the zoning to the
rear and side of the property is General Suburban (GS).
9. As required under the Unified Development Ordinance, Site Design Standards for non-
residential buildings, each building shall provide a facility capable of storing a minimum of
four (4) bicycles. The area provided for such facility shall be approximately fifty-five (55)
square feet in area, approximately nine (9) feet by six (6) feet, or as approved by the
Administrator. Please add the bicycle parking detail to the site plan.
10. Provide a general note on the site plan that all roof and ground-mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance.
11. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.11 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
12. Please note that any changes made to the plans that have not been requested by the City
of College Station must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

1. Buffer Landscaping does not count toward the required landscaping points. Please revise
the landscape point calculations to show the calculations that were approved on the
previous site plan that noted this change.
2. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights-of-way, and adjacent property disturbed during
construction.

PLANNING
1. The building is shown at a height of twenty-one feet nine inches. According to the UDO
Section 7.2 H Height, with the exception of NG, RDD, and P-MUD districts, no multi-family
or non-residential structure shall be located nearer to any property line adjacent to a single
family use or townhouse development than a horizontal distance of twice the vertical
distance of the structure. At the buildings current proposed height the building should be a
minimum distance of forty-three feet six inches (43'6") away from the adjacent single family
homes.

MISCELLANEOUS
1. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure
Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City
Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. Specify the grade for proposed sewer service lines. FYI the minimum grade is
1%.
2. Please provide the proposed elevation inflow and existing outflow elevation for
the existing manhole. FYI if elevation difference between sewer inflow & outflow
is 2' or greater, a drop connection is going to be required.
3. Please provide grading and erosion control plan.
4. Please provide fire flow demand & building type on site plan.
5. Please include standard details for water service connection.
6. Please include standard detail for sewer manhole connection.

SANITATION
1. Sanitation is ok with this project. Just want to make sure that gates open 180

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format,
version of plat and / or site plan as soon as it is available. Email to:
wdavis@cstx.gov.
2. The scope of project as shown on submittal does not appear to require the extension
of new electrical infrastructure, or the modification of existing electrical infrastructure.
Service will be extended from existing metering point by private electrician. If the
scope of the project changes to require the addition or modification of electrical
infrastructure, then all comments listed here will be in effect.
3. LOAD DATA: The developer will provide load data to CSU as soon as it is available.
This information is critical for CSU to accurately determine the size and number of
transformers, and other equipment, required to provide service to the project. Failure
to provide load data will result in construction delays and, due to clearance
requirements, could affect the final building footprint. Delivery time for transformers
and other equipment not in stock is approximate 26 weeks.
4. EASEMENTS: All easements on site are existing. Electric facilities will be designed
within existing easements.
5. EASEMENTS: If existing easements do not cover any required primary conduit
routing or device, the Developer will provide descriptive easements for electric
infrastructure as designed by CSU.
6. If easements are existing, the developer will be responsible for locating easements
on site to insure that electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs
riser.
4. Developer will intercept existing conduit at designated transformers or other existing
devices and extend as required.
5. If conduit does not exist at designated transformer or other existing devices,
developer will furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or
other device, per CSU specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design,
Pull boxes and secondary pedestals provided by CSU.
8. Final site plan must show all proposed electrical facilities necessary to provide
electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations,
and conduit routing as designed by CSU.
