Is Sewer line S-8 really needed? Seeing how the tract has changed to single family and the contours are grading down towards north. Wouldn't it be easier to have a sewer line to serve the single family connect with the future 12" sewer line that is crossing General Parkway & Old Wellborn? If the current option is still preferred please encase the sewer main. Also is there a particular reason why the line is shown in an acute angle instead perpendicular? Sewer line S-8 has been removed. An updated engineer's estimate is included in this submittal. 2. (Sheet 10/14) — On the profile for Pipe 730, a sewer service line appears to have a conflict with the storm sewer. The sewer service was lowered to avoid the conflict with Pipe 730. 3. Please note that the public infrastructure associated with this plat must either be constructed and accepted by the City or the design approved and financial surety provided to guarantee the infrastructure in order for the plat to proceed to the Planning & Zoning Commission for consideration. ENGINEERING COMMENTS NO. 2 X Fix street sign table & label for Deacon Dr. West 100 @ General Pkwy 3500 to Deacon Dr. West 100 @ General Pkwy 3600. The street sign table has been updated and the leader has been updated. X. Please provide a Drainage Addendum for Detention Pond 1 showing that it is still adequately sized without the Detention Pond modification shown by Kimley Horn's "Modifications to The Barracks Detention Facility." A development permit was turned in to start construction on the detention ponds required for this development. The development permit is in accordance with the report "Addendum 1 to the Modifications to the Barracks Detention Facility"dated 1- 16-2015 prepared by Kimley-Horn. The detention facility modifications will be constructed prior to the completion of Phase 107. / On the Final Plat & construction documents, add a note regarding requirement for compaction of fill or engineered slab for affected lots that have greater than 2 feet of fill. List the lots that would not require this since it appears that most lots are affected. A note has been added to the Final Plat and the construction documents. It appears the water elevation of the public alley for a 10-year storm is 4" deep. The standard alley detail shows a cross section depth of 1" minimum and 6" maximum. How do is it ensured that the contractor will build the alley adequately to handle the 10-year storm? Also, the 100-year storm in the alley has to be contained within the ROW. Note #2 on Sheet 4 was changed to specify a depth of 6"for the alley. With 6" of depth of the alley and the additional 2 feet on either side of the alley set at 2%, the allowable depth in the alley is 6.04"for the 100 year storm. Inlet S721 did not contain the 100 year storm in the ROW. An additional inlet is required in this location. A revised engineer's estimate is included in this submittal. A revised Appendix B2 is also included in this submittal. �. Comparing Storm sewer sheets with the street and profile sheet for public alley, it appears the top of grate inlet elevations are roughly 0.5 feet below the elevation shown on the Public Alley street profile. Address this issue and make sure that the Grading Plan & Street and profile sheets & storm sewer sheets are corresponding with each other. They should correspond with each other. The profile for the public alley is in reference to the edge of pavement. It is labeled in the lower left corner of the profile. The alley center line is 0.5 feet lower than the edge of pavement. That is why the inlet rim is 0.5' lower. In the case of Inlet 5721, there was a problem with the reference. It has been corrected and it should show up correctly 0.5' lower than the low point elevation on the profile. .,‘ The public alley has a note referring to ST1-01. Is a curb & gutter being proposed at the edges of the alley? The public alley should only refer to note ST1-06. The note has been corrected. X. The grading sheet is showing a line type for proposed lot contours along Old Wellborn Rd. What is this supposed to represent since it's overlapping with proposed contours? That is in reference to the proposed contours of Phase 108. They have been removed adjacent to Old Wellborn Road to avoid confusion. .1 Provide a revised Engineer's cost estimate if changes occur. The only change is to inlet 721. A revised engineer's estimate is included in this submittal. 414. Please submit a PIP application. Also include Phase 108 with it. A PIP application is turned in along with this submittal _1-2: Offset the sidewalk 3 feet with the back of curb on Kimber Lane and have only the portion in front of the dumpster enclosure have an offset of 1 feet with back of curb. The sidewalk alignment on Kimber Lane has been changed. 13' During the design of Deacon Drive West, has there been any consideration and evaluations regarding the ultimate design of Deacon Drive's future crossing over the railroad? Is the current design in such a way that minimal improvements will be required in the future? We want to limit the reconstruction on Deacon Drive West and avoid future retaining walls, etc. At the meeting with the city it was agreed that additional right of way would be dedicated to accommodate the future of Deacon Drive West. The plat and plans show the increased right of way. The right of way width was increased by 15'to each side of Deacon Drive at its intersection with Old Wellborn Road. The Metes and Bounds do not close. Please revise. The bearing call across public alley 3 was changed to N47 45' 44"W. This closes the boundary to within 0.02'which is acceptable according to the Surveyor. 2. Parkland dedication fees for Community Parks in the amount of $39,375 (63 lots x $625/lot) will be due prior to filing the final plat. Noted. 3. Please adjust Line #9 (L9) to show an end point. L9 is shown differently to better illustrate its intent. 4. Please clarify Alley number in General Note #10. Note #10 has been revised. 5. Please update date of preparation in the title block. The date has been revised. 6. Please note that any changes made to the plans that have not been requested by the City of College Station must be explained in your next transmittal letter and "bubbled" on your plans. Noted. 7. ENGINEERING COMMENTS NO. 1 FINAL PLAT ,1' Please show existing PUE's adjacent to the phase (Volume/Page). Leaders have been added to the Final Plat showing adjacent PUE's ,i Please add a private drainage easement to cover cross lot drainage on the rear lots of Block 23. Also add a note stating whose responsibility it is to maintain and stating that fences, grading, and landscape cannot impede the flow of the private drainage easement. A 10' PDE was added to the Final Plat. A 10' PDE was added to the Phase 108 Mylar. Note 12 was added to the Final Plat. 3. Please provide 10 feet PUE along Deacon Dr. due to the depth of the sanitary sewer line. (Please show the PUE lines on the construction documents.) The PUE has been offset 12.5' from the centerline of the sewer line giving enough clearance for the depth of the existing sewer line. Dimension labels were added to illustrate the 12.5' distance from the center of the sewer line to the edge of the PUE. On the street sign table, the block range for Old Wellborn Rd is 11000. The table and the leaders have been updated showing the correct block information. ,5! The street light on Deacon Dr. does not seem to have adequate clearance with the adjacent 12-inch sewer line. Please make sure underground utilities have a minimum clearance of 3 feet with public utility lines. The street light was moved adjacent to the transformer to provide adequate clearance. gPlease provide a 3 feet clearance from the back of curb with the sidewalk along Kimber Lane, Block 22. The rest of the subdivision has a 1 foot clearance from the back of the curb to the sidewalk. The developer would like to continue this alignment for the sake of continuity. A revised letter of acknowledgement is included in this submittal stating that the sidewalk alignment is not in compliance with city standards. Beware of double stacking parking in alley cannot extend into 20' fire lane. Noted. ,le Please provide a drop connection for manhole # 100, 200. The service into MH No. 200 was completed with the construction of Phase 105&106 (sheet 24 of 26). The service into MH No. 100 is a drop service. ,9' Due to the depth of the Sewer line S-6, please provide an additional 5 feet PUE along lots 16-21, Block 23. The PUE was increased to 10' wide across the entire block. Dimensions were added to the plan to illustrate the necessary distance for the depth of the sewer line. A'6 Check flow line of MH# 16. The information shown on our plans is from previously approved plans. X. Please move manhole #71 that is adjacent to the storm inlet to prevent conflict. Manhole #71 was moved 2 lots over to not disrupt any of the water services. Services were moved around to accommodate the manhole movement. Yi• Please verify and place note on plans that water services will be left between 2 and 3 feet deep at the point of terminus by developer's contractor. Also note that a ball valve is required at the point of terminus. Notes #6 & #7 were added to both water sheets (11 & 12) X. On exhibit B in Sewer System report, the actual slope from MH 200 to MH 100 & from MH 100 to MH 16 are not corresponding with the construction plans. The information has been updated on a revised Exhibit B. A revised Exhibit B is included in this submittal. The drainage report specified that drainage design's runoff coefficient of .75 for developed lots is being used. However, appendix Al & B1 show that a runoff coefficient of .65 is being used for area 706. Why's a lower runoff coefficient being assumed in this particular area? Please provide justification. We calculated the C value of this area due to the increase in grass because of the alignment of Deacon Road. With the road, sidewalk and building accounting for 52% of the area (0.95 C value) and the grass accounting for 48% of the area (0.30 C value). This comes out to an overall C value of 0.638. We rounded up to 0.65 C value as a more conservative value. 3 On appendix Cl in Drainage report, pipe 713 is not flowing the minimum design velocity of 2.5 feet per second to prevent clogging. Please adjust the design to acquire the minimum design velocity. We revised Pipe 713 to have a 0.80% slope. This results in a 2.07 ft/sec velocity in the 10-year storm event under peak flow conditions. During normal flow conditions, the velocity will be much greater than 2 fps, therefore having the necessary velocity to keep sediment from builing up in the pipe. y6. Junction boxes are required for storm drains in 300 feet intervals. Please see storm sewer pipe # 700. The location of the junction box and the daylight of pipe 699 were changed to limit the pipes less than 300 feet in length. Appendix C1 has been updated with this information. 17. On Appendix B2 grate Inlet design summary, what is the meaning of the calculated depth? Is this the waterspread across & along the alley? ,,/ The calculated depth is the maximum water depth in the Alley. i The revised drainage report by Kimley-Horn has not been approved. We are currently awaiting response to the sent out comments. The report has to be approved, and the detention pond platted prior the approval of this phase. Noted. See attached Addendum report from Kimley-Horn addresses the runoff from this phase. l As currently shown the runoff seems to bypass the detention pond. How's the runoff being drained into the detention pond at the same location as the outfall? In the Addendum report prepared by Kimley Horn the runoff from this phase that is directed towards this outfall is bypassing the detention. According to the report, the combined outfall of the detention pond and the outfall from this phase is less than the pre-development conditions. The storm sewer has been revised to stop the storm sewer 250' from future detention pond 5. The storm infrastructure will be designed with Phase 401 and at that time the discharge will go into detention pond 5. V. Please change or confirm that the existing two manholes at the outfall of the detention pond on Old Wellborn Rd. have water-tight rings. Leaders have been added to the plans for the two manholes to install water tight manhole covers. 0. It is recommended to provide a private cross lot drainage between the townhomes for maintenance purposes. Noted. ,. How does the fill in the ditch on Wellborn affect the capacity? The amount of water being diverted away from the Old Wellborn ditch has decreased the runoff in the ditch. The ditch has capacity. 23. Please provide an updated engineer's cost estimate. A revised engineer's estimate is included in this submittal. ADDRESSING 1. Addresses for this project will be verified and distributed after the final plat has been approved and filed at the Brazos County Courthouse. Noted. 2. The proposed street names have been preliminarily approved and will be re-verified prior to filing any plats to ensure no duplicate street names are being created within Brazos County. Noted. 3.
