Neighborhood park development fees were already paid on 90 lots total in sections 200 (including replats) and 201. Using the fee of $362 per lot, the amount due on remaining lots is $208,150. Because there were park improvements I subtracted the spent amount to show that $11,309.59 is still owed. Dividing that by $362 shows fees are still due on 32 lots. Parkland dedication fees of $32,500 ($625 x 52 lots) will be due upon filing of the final plat for Community Parks. Noted. 2. FYI, neighborhood park development fees of $11,584 (362 x 32 lots) will be due on the final 32 lots of the development. Can you send us your calculations? Did the developer pay the park development fee with some of the early phases? 3. Please note that you may be required to submit paid tax certificates if they are not current prior to the filing of your plat. Noted. ENGINEERING COMMENTS NO. 2 .4. Add lots 7-9 on Block 27, and lots 6-8 on Block 29 to the notes regarding compaction of fill. The note was revised on the Final Plat and Sheet 1 of the construction plans. Please show the Meter with RPBA location on the plans. The meter and RPBA are shown and they are called out on Sheet 17 of 26. Show the Fire Hydrant on Uphor Court on the Overall plan. The label was in the wrong location. The label was moved and additional labels were added for the other fire hydrants. Relocate the valve on W-8 (Etonbury Avenue) by the tee with W-15 to the other side of the tee (North-West side). The gate valve has been moved. ,.V Please provide the culvert detail by the access road & Greens Prairie Road. A profile was added to the lift station sheet(sheet 20). X. The final plat and construction drawings have been updated to show an additional 5'PUE crossing the Common Area. 2 Please provide the written documentation regarding the pipe line when the encroachment issues have been resolved. There has been correspondence with Caesar Leynes at Enterprise Pipeline. To correspond with their encroachment guidelines, the grades at Etonbury Avenue and Greens Prairie Road were changed slightly. This increased the amount of cover over the pipeline. All of these changes are shown on Sheet 4 of 26. Also, changes were made to waterline W-8. These changes are shown on sheet 17 of 26. ),6. Add a Private drainage easement that has a cross lot storm sewer line between lot 12 and 11 on Block 27, or add a junction box at the boundary of the common area to depict that anything past that junction box is privately maintained. Also add a note stating whose responsibility it is to maintain the private drainage easement. 3. Please add the FIRM Panel number in the FEMA note. 4. The existing PUE for the force main crossing the common area is shown as 25 feet wide on the final plat, but it is shown as 20 feet wide on Construction documents. Please fix. 12. Please provide elevation every 25 feet along the cul de sac. 13. Waterline W-8 at Station — 40+00 to 42+00 exceeds depths of 5 feet. Please note that lines can't be shallower than 2 feet of depth and that lines that are less than 4 feet are required to be changed to ductile iron pipe with cement stabilized sand backfill. The sections that would not have enough cover over storm sewer lines are fine. 14. Please provide encasement for sewer and water line crossing on Etonbury Avenue. 15. The minimum force main size is 4" 16. Please provide the water service connection, and RPBA location. 17. See the following comment from Utility regarding the spillway & lift station access road: "We do also have the discretion to require access during a 100-yr storm. I'm not sure of BFEs in this area with respect to the floodplain and if elevations would work for this, but I know we would be concerned with this spillway potentially washing out our access to the Lift Station. If elevations work out, I think we'd be looking for some concrete reinforced access road/culverts/low water crossing type structure within our road to ensure we'll always have access with larger trucks/equipment... and don't have to worry about getting stuck in a soggy road." 18. The Utility department has expressed their concern regarding the waterline on Greens Prairie Rd might end up being under the pavement after the future expansion of the road. Please relocate the waterline out of the ROW and dedicate a PUE and please make sure that the detention pond's berm does not encroach the dedicate PUE for the waterline. 19. Check sewer Analysis spreadsheet, MH 1303 to MH 1302 is showing 62 lots contribution. 20. Has there been any study done on the creek that's adjacent to the lift station for a 100 year storm event? 21. The time of concentration determined on Apendix A2 does not correspond with the time of concentration used in Appendix Al. 22. The current culvert designs have a Headwater elevation of less than 1 foot clearance with the embankment. Please address this issue. 23. Detention Pond summary is showing a pond water surface elevation of 310.9 feet for clogged condition & top of berm elevation of 311.5 feet. According to the developer the park development fees were also paid for section 202. On December 14, 2012 the developer paid $37,506 for the 38 lots in section 202. Please increase the vertical curve at the intersection of Etonbury Ave. & Greens Prairie Rd. to a minimum of 3xDesign speed of major collector(40 mph). The curve was increase to 120'. This changed some grades in the area. 2. Please include the correspondence with the pipeline company approving the proposed design. I have attached an email from Caesar Leynes. We made all the necessary changes to the plans to meet his companies standards. We have yet to receive any official document for the encroachment. I have attached to this submittal a geotechnical report from CSC Egineering & Environmental Consultants specifying 7"Reinforced Concrete Pavement as constructed with the previous phases. The existing PUE for the force main crossing the common area is shown as 25 feet wide on the final plat, but it is shown as 20 feet wide on Construction documents. Please fix. The label on the Final Plat was a typo. The PUE for the force main is a 20' PUE crossing the common area. Please note that the PUE is 25' when it is parallel to Etonbury. yTPlease provide elevation every 25 feet along the cul de sac. The elevations are shown on the corresponding insets. 12. The pipeline company requires a minimum of 2' of clearance between the pipeline and the waterline. Please provide encasement for sewer and water line crossing on Etonbury Avenue. Encasements were added for the water line crossing Etonbury. Please note that some bends were moved to accommodate the casing. Sewer line crossings of Etonbury in previous sections of the subdivision were not placed in encasement pipes. Therefore we are requesting that the sewer lines not be placed in encasement pipes. 5. If elevations work out, I think we'd be looking for some concrete reinforced access road/culverts/low water crossing type structure within our road to ensure we'll always have access with larger trucks/equipment... and don't have to worry about getting stuck in a soggy road." The Utility department has expressed their concern regarding the waterline on Greens Prairie Rd might end up being under the pavement after the future expansion of the road. The values on the Engineer's Estimate have been revised. W. Check sewer Analysis spreadsheet, MH 1303 to MH 1302 is showing 62 lots contribution. Some of the small drainage areas that have a minimum time of concentration of 10 minutes are included in Appendix Al but not Appendix A2. y,22. The current culvert designs have a Headwater elevation of less than 1 foot clearance with the embankment. Please address this issue. The culverts were lowered so that the 100-year storm event resulted in a headwater clearance of 1+ foot. Detention Pond summary is showing a pond water surface elevation of 310.9 feet for clogged condition & top of berm elevation of 311.5 feet. Appendix Cl is showing discharge at up to elevation 311.5 feet. Please address this issue. The elevation-discharge table needs a value above the expected maximum water surface elevation so that the water surface elevation can be calculated. The maximum water surface calculated is 310.9. ? . Please check HEC HMS output summary on Appendix Cl. It does not correspond with the output data from Appendix C2. The drainage areas for the post development condition were incorrect in the HEC-HMS model. The model was run with the correct drainage areas and the revised output printed out. 2 copies of the revised summary table from the drainage report and Appendices C1 and C2 are included with this submittal. The revised model produced essentially the same results as previously presented in the report. A. Regarding the OP request, the Utility department wants to extent the current OP line to tie into the Regal Oaks Drive to prevent the dead end line on Greens Prairie Rd W.
