SUBJECT: SHIPLEY DO-NUTS AT CAPROCK (SP)
Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $932 processing fee will need to be submitted for the subsequent set of
three (3) reviews.
City of College Station Transmittal Letter
One (1) complete sets of site civil construction documents for the proposed
development with the revised site and landscaping plans attached (one set will
be returned to you, please submit additional copies if you want more than one
approved set)
One (1) revised landscape plan
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please call me

ENGINEERING COMMENTS NO. 3
1. The B/CS guidelines does not have requirements regarding the minimum radius
deflection for water lines that are 16-inch. Please check with the manufacture regarding
the minimum allowable deflection radius. There's currently a vertical deflection with a
radius of 386' at Station 0+71. I would assume it would require a minimum deflection
radius of a 12-inch if not greater.
2. Please remove the grate inlet that is located in the rear PUE.
3. Provide sealed engineering cost estimate.
Landscape
1. Please relocate the live oak trees in such a way that they are not within 20 feet of the
water line. There are currently 2 live oaks that have only a 10 feet clearance with the
water line.

PLANNING
1. Repeat: The laydown curb is not permitted, and will need to comply with
standard curb details of a six-inch monolithic curb. Access to the back door
should be provided in a different method. FYI this change will most likely affect
the landscape plan and the proposed plantings. Please make sure both plans
reflect any shift in the access of the loading zone.
2. Please note that any changes made to the plans, that have not been requested
by the City of College Station, must be explained in your next transmittal letter.
Any additional changes on these plans that the City has not been made aware of
will constitute a completely new review.

1. What is the purpose of the lay down curb at the end of the nine parking space row near the
building? Parking spaces are to use the standard curb detail.
2. Please show the location of the transformer and show the screening.
3. Please provide bike rack for at least four bicycles. Provide bike rack detail using the inverted
U shown in the City of College Station's Site Design Standards.
4. If parking lot light poles are going to be installed, please show the location. Please note they
cannot be located in a PUE.
5. Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter.

1. Please provide the fire flow test for existing fire hydrant.
2. Please use a curb return radii of at least 25 feet for the driveways.
3. Please fix the note regarding Spring Creek impact fee area, the entire site is included in
the Spring Creek impact fee area. The Fee per LUES is $ 144.01 which is due when
acquiring the building permit.

relocated outside the PUE.
3. Provide sealed engineering cost estimate. An engineer's estimate is attached.
Landscape

building? Parking spaces are to use the standard curb detail. The lay down curb is for
access to the back door of the building for deliveries.
- 2. Please show the location of the transformer and show the screening. Transformer location
has been added to the Site Plan.
- 3. Please provide bike rack for at least four bicycles. Provide bike rack detail using the inverted
U shown in the City of College Station's Site Design Standards. A bike rack and bike rack
detail have been added to the plans.
4. If parking lot light poles are going to be installed, please show the location. Please note they
cannot be located in a PUE. Parking lot light poles have been added to the Site Plan.

College Station must be explained in your next transmittal letter. One parking space has
been removed near the northern driveway entrance to accommodate the proposed
BTU transformer.

private and connect to a public driveway, not a public way or street. The radii shown
are the largest radii that will fit.
3. Please fix the note regarding Spring Creek impact fee area, the entire site is included in the
Spring Creek impact fee area. The Fee per LUEs is $ 144.01 which is due when acquiring
the building permit. Note 13 has been revised.
