Staff reviewed the above-mentioned rezoning as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review and to be scheduled for a future Planning
& Zoning Commission meeting:

Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If all required
items are not received, your project will be not be scheduled on the P&Z agenda. Your project
may be placed on a future agenda once all comments have been addressed.
Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be

TRANSPORTATION
1. This development would be responsible for the addition of a west bound right turn lane at
the intersection of Texas Avenue and 2818. During the AM peak hour, of which the site
contributes 5% of the traffic at this intersection, the delay for that movement almost doubles
based on the site traffic. Please provide a letter to attach to the TIA stating that the
developer will construct the turn lane with development of the site.

ENGINEERING COMMENTS NO. 1
1. FYI...Per our previous discussions and comments, portions of the floodplain may be
reclaimable, but a No Adverse Impacts flood study will need to be provided with the site
plan/development permit application. Please note that although some portions of the
floodplain are proposed to be rezoned, further drainage analysis may determine that all of
these areas may not be developable.

1. Driveway locations will be reviewed with the site layout.
2. Please show the 2016+site conditions with only the improvements that are proposed by the
development. Please provide the program outputs for this scenario. The text was
somewhat confusing for what improvements the development would be constructing.
3. Driveway C would require a right turn lane due to the volume. With a speed limit greater
than 40 mph, a driveway with 25 vph would require a right turn lane.

Response: Noted. Two scenarios are presented in the updated TIA: S+F with "site-
required improvements" and S+F with "all improvements". It should be noted that
"site-required improvements" were made to maintain the existing LOS at all locations.
Further recommendations to achieve LOS D are evaluated under the "all
improvements" scenario. Additional text and figures were added for clarification.

Response: Agreed. A right-turn deceleration lane is recommended in the updated
TIA.
