ACTION: Both buildings will be served via the existing FDC per note 11 in the
general construction notes. The existing FDC has been called out on the
site plan.
►OMMENT #3: Section 7.9.13.6 states that where parking or drive isles are located
between the building and public right-of-way there shall be a minimum ten
foot (10) setback from the public right-of-way line and the parking area.
The new parking as shown, does not meet this requirement.
ACTION: v"The new parking has been revised to meet this requirement. The general
layout and grading patterns however are the same.
COMMENT #4: Please identify the square footage of all parking islands.
ACTION: Refer to the notes indicating parking island areas on the site plan.
/COMMENT #5: Provide a general note on the site plan that states the following: Exterior
building and site lighting will meet the standards of Section 7.10 of the
Unified Development Ordinance. The light source shall not project below
an opaque housing and no fixture shall directly project light horizontally.
Fixtures will be mounted in such a manner that the projected cone of light
hall not cross any property line.
ACTION: V Note 18 was added to the general construction notes.
COMMENT #5: Please note that any changes made to the plans, that have not been
requested by the City of College Station, must be explained in your next
transmittal letter and "bubbled" on your plans. Any additional changes on
these plans that the City has not been made aware of will constitute a
completely new review.
ACTION: Duly noted. To the best of my knowledge and belief, all changes made to

Does the illustrated water service line to the building support both the

"fire line" please illustrate. Likewise, if there is a separate proposed "fire
line" for the new structure, please label that as well.
ACTION:
Both the existing and proposed buildings will be served via a single
sprinkler system. There is an existing 6" "fire line" that has been
illustrated on the site plan. The water service line shown will serve as a
domestic water supply only.
MENT #4:
Please explain how the emergency outfall will function.
ACTION:
Please refer to the response for Engineering Comment No. 5 below.
6W MENT #5:
It appears that the top of berm on 2 sides of the detention facility is the
finished floor of the existing and proposed structure is the finish floor of
the existing and proposed structure. The 12 inch outfall pipe may have a
tendency to clog, how can or how has this been addressed?
ACTION:
The 12" outfall pipe shall be maintained over time so that it does not
become clogged. The maximum water surface elevation in the 100 -year
storm is 290.45. This allows 1.05' of freeboard to the finished floor
elevation. However in the instance that there is a sudden clog in the 12"
line, at an elevation of approximately 291.20 water will begin to flow out
of the pond and around the existing building.
IIMENT #6: Please re -submit the permit application for the proposed drainage
improvements in TxDOT R.O.W. using a driveway access permit. I will
need 5 sets of the application and supporting documentation. TxDOT will
likely require drainage calculation to accompany the permit application.
ACTION: Five (5) sets of the driveway access permit application and supporting
documents have been included with this submittal.
IMENT #7: Stormwater management requirements are as follows, any questions may
be diected to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375.

The following is in response to your "Landscape" review comments for the above
9% referenced project dated August 3, 2009.

1. The Streetscape calculations have been revised to eliminate the visibility triangles.
The landscape calculations have not. The site is not a rectangle, but is trapezoidal
in shape.
2. The Lacebark Elms have been removed from the Streetscape calculations. Burr
Oaks have bee use to replace these points. The Lacebark Elms are being used for
the total landscaping points.
Arkitex 3. A general note is already on the drawings regarding coverage. It is note #6 in the
lower left hand corner of the sheet.
4. The tree protection fencing for the existing trees to be used for point calculations
are in now shown as "closed".

a) End islands are required to be a minimum of 180 square feet in area. (Section 7.2.D.1)

LAN DSCAPING/STREETSCAPING/BU HER
1) The Landscape points Calculations provided are not correct. Based on my measurements
the site measures 55,490 sq/ft and would require a total of 3,213 pts (1,665 landscape
points, plus an additional 1,548 pts for streetscape points.)
a) Landscape Calculations:
310 ft. X 179 ft. = 55,490 sq.ft
55,490 sq.ft. / 1,000 =55.49
55.49 x 30 pt = 1665 pts
b) Streetscape calculations:
310 ft. frontage — 52 ft. driveway = 258 ft
258 ft. / 50 = 5.16
5.16 X 300 = 1,548 points
i) Visibility Triangles must be located within the boundaries of the property lines in
order to be subtracted from the amount of total frontage required for streetscape
i -
calculations. Based on AASHTO Standards, the visibility Triangles are not located on
this property.
ii) The driveway located on the Northeast side of the property runs along the property
line. You can only apply the portion of the driveway that is on this property to the
redu ti f required streetscaping.
2) Th Lacebark Elms d Pecan trees that are located within 50 ft of ROW line along the
frontage ro annot be counted towards the Streetscape Requirements of Section
7.5.D.1.a. They are not listed as allowable canopy trees for Streetscaping requirements on
the City of College Station Approved Plant List found in the Site Design Standards.
a) They are allowed to count towards general landscaping points, just not number of
canopy trees required per 25 feet of frontage in order to meet the streetscaping
requirements.
3) Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights-of-way, and adjacent property disturbed during
construction.
4) The tree protection barricades must be "closed" in order to receive points for existing trees.
Please add tree barricades on the landscape plan to show that they are completely
enclosed.
a) Protected trees can be grouped together if the required barricade radii overlap.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for
construction activities under the Texas Pollution Discharge Elimination System. The
general permit (TXR150000) is for construction activities disturbing at least 1 but less
than 5 acres or is part of a common plan of development disturbing at least 1 but less
than 5 acres.
You will need to follow these steps to discharge storm water from your construction site
to the City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance
with Part III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to
the operator of any Municipal Separate Storm Water Sewer System (MS4) into
which storm water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly
owned, designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to
discharge storm water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this
option—as long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2013.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer provides load data to CSU as soon as it is available for existing tansformer
loading studies. Existing transformer may require upsizing.
3. Existing Meter is on located on existing transformer. Service conduit and wire to be provided
and installed by developer/contractor.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to:
gmartinez@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

I reviewed the above-mentioned site plan and development permit applications turned in for the
July 22, 2009 deadline and determined them to be incomplete. The following is the preliminary
item needed to complete the submittal so that staff may conduct a thorough review. Please
submit the following information by 10 a.m. on any Monday for review that week:
A complete Non -Residential Architectural Standards application.
Please be aware that if these applications are not completed before September 7, 2009, they
will expire and new applications and fees will be necessary to continue the site planning
process.
