The following page is a list of staff review comments detailing items that need to be addressed. Identify the retaining wall that wraps the northeast side of Building A, including material type. The retaining wall at the rear of the property is identified with Note 182 as a landscape block wall. There is a detail on Sheet C7.2 that shows a concrete wall, which over 6 inches of untreated concrete is not permitted unless screened. Please reconcile and label the wall. 2. The parking added with Phase 3 has changed. Update the total and ADA space counts in the Parking Analysis on Sheet C1.4. Also, the total parking provided from each phase equals 943 but it is not clear if the ADA spaces are included in those totals. Please reconcile. 3. There has been discussion but revised building elevations need to be submitted for review. 4. Please note that any changes made to the plans that have not been requested by the City of College Station must be explained in your next transmittal letter. Reviewed by: Jason Schubert Date: May 11, 2015 ENGINEERING COMMENTS NO. 2 1. FYI... The written agreement regarding the retaining wall in the PUE is required before a Development Permit can be issued. 2. Additional easement by separate instrument for the sewer lines is required before the Development Permit can be issued or a temporary blanket easement can be applied for, but the easement dedication needs to be filed prior acquiring the Letter of Completion. 3. Please clearly label proposed and existing easement on the sewer sheets. 4. Due to the sewer depth for sewer section Station 0 00 to the manhole (Station 5 25), please provide a 25' total easement centered over the Sewer's center line. 5. Provide a sealed, signed, dated letter stating that B/CS guidelines have been met. List any items that can't meet the B/CS guidelines, and provide reasoning for why they can't be met and how the proposed design is a sufficient alternative. 6. The Fire Hydrant (Key Note 17) is still less than 50' away from the building. Relocate the Fire Hydrant, or provide reasoning in the letter explaining why this guideline can't be met. 7. It appears there is no FDC for Building A. Is it key note 7? I can't locate it on the plans. 8. FYI...On future site plans/construction documents please separate the key notes for different pages so that water plans are only showing key notes related to water, sewer key notes on sewer plans, etc. The current plans are really hard to review. 9. FYI the fire department only takes 50% fire flow credit for buildings with sprinkler systems. 10. The manhole spacing is currently exceeding the allowable 500' spacing. 11. Please provide an explanation in the letter stating why the B/CS' guidelines for sewer slopes can't be met. 12. The sanitary sewer profiles are showing the proposed grade being 2' to 3' different from the existing grade. Are the parking elevation changing with the sewer construction? 13. Provide capacity calculation for the proposed 8" sewer line using the proposed grade. 14. On SWP3 sheet, relocate the silt fence at the rear of Building A beyond the sewer and proposed masonry wall location to prevent silt going to the neighboring property. It is currently shown on the proposed parking lot location. 15. Please relocate the service line (31 a) to the end of the dead end line next to the FDC and Fire hydrant to prevent a dead end line. TCEQ has a lot of requirements for dead end lines that does not circulate the water. In reviewing the correspondence from Bob Cowell in May 2011, the layout of the previously approved and now expired site plan will be honored as the term `vested' appears to have been understood to be 'as approved.' This, however, is not the correct application of the term. Changes to the design must be reviewed and approved under current ordinance and practice along with adherence to current building, fire, and engineering codes. 1. According to the building elevations that were provided, Building B has been divided into Buildings B and F. Revise the building footprints on the site plan to reflect the new footprints. Also, label the amount of square feet for each building and revise the parking calculations as necessary. Building Footprints Revised —total SF revised, parking analysis revised 2. Provide a note on the site plan that it is for Phase 3 only. Notation Added on Site Plan Sheets C1.1-C1.4 3. Add a Site Specific Note on Sheet C1.4 that states "Exterior building and site lighting will meet the standards of Section 12-7.11 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Please gray out all existing items so that we can determine what is being proposed with this submittal. The current submittal is hard to review. 3. C1.3 is not to be included in stamping sets. It is not needed for Phase 3 plans. 4. Retaining wall in a PUE behind building A. 5. Please label existing easements with volume and page number. 6. Please+3 identify the squares with a darker circle around in front of Building A. 7. Please provide bike racks for each building and located so no tenant entrance is more than 150 feet from bike rack. 8. Please remove the parking space at the end of the 8 space row behind Building B as it is located in the required buffer area. 9. Remove the labels referring to the placements of wheel stops along the phase line. 10. Building elevations show Building B separated into Building B and Building F. Please revise the site plan to show the updated building footprints. 11. Provide a general note on the site plan that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 12. In General the Sewer line is required to be at least 5.5 feet away from the PUE boundary, depending on the provided sewer profile additional PUE may be required. 4. Public Utility is still analyzing if there is sufficient capacity downstream for the proposed sewer demand with this development. 20. Provide Bryan-College Station Standard detail and remove: Silt Fence, Construction Entrance/Exit, and Hay Bale Detail. 21. Move the canopy trees away from the existing sewer line. The appropriate distance should take into account the tree roots and the trenching requirement if the sewer line were to require maintenance.
