RE: Variance Request for Gated Residential Communities (Geometric Design
Guidelines)—Second Street Apartments
Dear Mr. Gibbs:
The purpose of this letter is to initiate the variance request for the Gated Entrance
Geometric Design for the above-referenced project. We are requesting a variance to the
UDO Section 8.3.V Private Streets and Gating of Roadways due high density
requirements of the NG-3 Zoning and the limited space in order to meet the building and
parking densities on the site. We will provide a one car queuing space for vehicles of
residents entering the site. The parking garage is designed for residence parking and
access only, eliminating the need for the public to enter the site. On street parking is
allowed on Cherry S eet for visitor parking.

RE: Alternate Sidewalk Design— Second Street Apartments
Dear Mr. Gibbs:
The purpose of this letter is to request an alternate sidewalk pavement section for the
above referenced project. The alternate sidewalk section between street trees will bridge
the bedding mix material and consist of 5"reinforced concrete pavement, 1" sand
cushion and brick pavers.
The pavement section will provided is capable of providing support for standard
passenger vehicles parking and driving on the sidewalk.

Cherry Street On-Street Parking Removal

Agenda Caption: Presentation, public hearing, discussion, and possible action regarding an
ordinance amending Chapter 10, "Traffic Code," of the Code of Ordinances of the City of
College Station, Texas, to restrict parking along the 300 Block of Cherry Street.
Relationship to Strategic Goals: Core Services & Infrastructure
Recommendation(s): Staff recommends approval of the ordinance.
Summary: If approved, this item will amend Chapter 10 "Traffic Code," by removing
parking from the 300 Block of Cherry Street.
This parking removal request is to allow aerial fire access to the proposed Second Street
Apartments development.
Letters were mailed to the property owners adjacent to the parking removal. Additionally,
on March 17th, the applicant held a meeting with the property owners to discuss the plan.
Budget & Financial Summary: The "No Parking" signs will be installed by the contractor
as part of their development.

We are ready to receive sets for stamping on the project for Cherry Street Apts. I have two remaining comments as
follows:
• Site Plan: Please add note in parking table that additional bicycle parking spaces are provided to help with the
decrease in vehicular parking spaces.
• Building Elevations Sheet A4.18:There is a 40-foot section as shown below that needs to elements of
architectural relief. Mr. Dabbs, if you have questions on this feel free to give me a call.
Please submit the following:
• PUE dedication application (prior to site plan approval);
• PIP Removal Fee = $4,820 (prior to site plan approval);
• DP Fee Balance = $1,117.97 (should be submitted by contractor when picking up Development Permit);
• TCEQ Site Notice (should be submitted by contractor when picking up Development Permit);

The requirements for filing with the Federal Aviation Administration for proposed structures vary based on a
number of factors:height,proximity to an airport,location,and frequencies emitted from the structure,etc.For
more details,please reference CFR Title 14 Part 77.9.
You must file with the FAA at least 45 days prior to construction if:
your structure will exceed 200ft above ground level
your structure will be in proximity to an airport and will exceed the slope ratio
your structure involves construction of a traverseway(i.e.highway,railroad,waterway etc...)and once
adjusted upward with the appropriate vertical distance would exceed a standard of 77.9(a)or(b)
your structure will emit frequencies,and does not meet the conditions of the FAA Co-location Policy
your structure will be in an instrument approach area and might exceed part 77 Subpart C
