The volume and page information has been added. 1 (Original Comment) C1/C6—Per Water Services, a 15-ft separation is required between the building and the water&sanitary sewer lines. The only exception to this is the sanitary sewer line adjacent to the southern property line, which may remain in its existing location. Additional pavement repair will likely be needed. Please verify that the sewer line has been visually inspected and there are no flows through the line. V (Original Comment) Water Report— The Fire Marshal requires that the actual fire flow test produce the necessary fire flow per the IFC. This fire flow cannot be based on a theoretical calculation of potential flowrate. FYI...The Water Dept. is going to be running another simultaneous fire flow test this next week. We will forward results as soon as possible. Noted, attached is the revised Water Report with the updated fire flow data provided by the 1City. (Original Comment) Drainage Report—Please include a detail of the pond in the report and indicate how water will collected and routed to the detention pond. Details showing how the stormwater will be routed to the pond need to be provided in the drainage report and civil construction plans, not just the building plans. Additional information has been added to sewer line removal and '4ClO anhole repair. — FYI...These are preliminary comments regarding Traffic Control, as Public Works is ill reviewing the plan. Noted, a meeting has been held to discuss traffic control. . C10 — Where will the staging area and laydown yard be for this project? Were you still proposing to utilize all of Cherry St.? If so, this plan needs to reflect that. The contractor will be leasing the lots across Cherry Street for Construction Offices and laydown yard. The traffic control plan has been revised per meeting comments, including the closure of Cherry Street c 71, C10—Based on this plan, parking will need to be temporarily removed on one side of Boyett. This will also need to go to City Council for approval. Based on traffic control plan meeting 1emporary removal is not needed for Boyett Street. C10 — The intersection of Cherry/Boyett will need to be partially or completely closed at some point to install the storm sewer. Please provide traffic control for this scenario. Cherry Street will be closed completely during construction. Construction activities requiring lane closures will be temporary and roads will be reopened to two way traffic at night. ?y . C10 — Note #9 references "appropriate signage" is going to be up at night. Should the appropriate signage be specified?Note 9 has been revised. 11'5./Gate Variance — How will visitors know that they do not have access before attempting to enter the garage? Is there enough space to add a bailout lane so that there isn't a backing maneuver on the street by one or more cars in the queue?A "Residential Parking Only"sign will be located at the entrance. There is not enough room for a bailout lane. ,I. Gate Variance— How will the gate open/close? (i.e. swing gate, sliding gate, etc.) The gate // will be an arm style gate with an up & down open/close action. 1/l. Gate Variance — Where will the call box be located? There is no call box, the gate will be / controlled by remote gate FOBs. 1Y8. Gate Variance — The letter indicates that there will be visitor parking along Cherry St., however, parking is proposed to be removed in that location. Please revise letter. The unit mix has been added to the site plan. 2. Please add general note to show the required floor-to-area ratio of 1:1 is met by the proposed square footage. This calculation does not include easements, setbacks, and sidewalk. General Note 4 has been added to show floor to area ratio is met. 3. I have looked at the administrative adjustment briefly to see the proposal. Please formerly submit the application for full review. The administrative adjustment is attached to this response to comments. 4. Parkland dedication in the amount of$209,408 ($1,636 x 128 Units) will be due prior to issuance building permits. Noted. 5. Please label existing and proposed street lights and include label in the legend. Existing and proposed street lights have been labeled. 6. Please revise site plan comment 14 to say it is a compactor and indicate gate clearance. Note 14 has been revised. 7. Please revise bicycle count. More bike racks should be provided. Area between the building façade and sidewalk to be used to install bicycle racks is a potential location. Additional bicycle racks have been added to compensate for the 18 space reduction requested by administrative adjustment. 8. Please add color to detail for benches. Black or bronze (Brown) powder coating color are permitted. Bench color has been added to detail. 9. Please change building orientation on sheet 2 to match sheet 1. Building orientation on sheet 2 has been revised. 10. The throat depth for the gated entry requires a minimum 100-foot from Boyett. The current design does not meet that. Refer to the attached letter regarding throat depth. 11. Brick pavers on Cherry should follow the running bond pattern with the long side parallel to Cherry. Noted, detail shows running bond pattern with long side paralleling roadways. The hatching has been revised to reflect the correct pattern. 12. Where tree grates are not along the back of curb, please place benches on the same side. Benches have been relocated to match tree grate location on sidewalk. • All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Traffic control plan have been added. This site is smaller than 5 acres of disturbance and does not require an NOI. The small construction site notice will be submitted prior to release of construction plans. 26. Cost Estimate— It appears that public storm, sidewalk, and street repair are missing from the estimate. A revised engineer's estimate is attached. 27. Cl — Show and label all easements on or adjacent to the site (include volume & page number). All easements have been labeled with information available. 28. Cl —Add a note with the building size, material, whether or not it's sprinkled, and the required fire flow. Site specific note 3 gives information above. 29. Cl — Label the meter sizes, fire line, and isolation valve. Based on the size of the meter, a meter vault needs to be provided. Inset has been added to sheet Cl. 30. C1/C6 — Per Water Services, a 15-ft separation is required between the building and the water& sanitary sewer lines. An easement application for the blanket easement is being prepared and will be submitted separately. 32. C1/C6 — It looks like the irrigation line dead-ends on the north side of the property. Is that the correct or is does it have another connection? The irrigation system will extend to property line to provide irrigation to proposed landscaping. 33. C2/C5 — Provide "Sidewalk Section at Tree Grates" details for sections where the tree is set back away from the back of curb and sections that are sidewalk only without the tree. Additional details have been added. 34. C2 —Why does the "Tree Grate Detail" specify that the 4-inch drain line should be within tree bedding areas only? The Tree Grate Detail has been revised to remove the wording specifying the 4"drain only be within tree bedding areas. 35. C2/C5 — Include the street tree detail showing the cross-section of the trees/sidewalk parallel to the street (shown on page 49 of the Site Design Standards). Street tree detail from site design standards have been added. 36. C2 —The Site Design Standards allow for an engineered alternative to structural soil. The specified Bedding Mix alternative and structural design should "bridge the bedding material by tying the sidewalk into the curb and back to undisturbed soil & provide enough structural support to handle vehicles parking & driving on the sidewalk." Please provide a letter certifying that these objectives are achieved with the proposed alternative design. A letter certifying the alternate sidewalk design is attached. 37. C3 — It seems like additional pavement removal & replacement will be needed for areas where water and sanitary sewer are being relocated. Pavement removal is shown on the Pavement and Demolition Plans. No additional pavement removal and replacement is proposed. 38. C3 —The limits of the sanitary sewer line removal are unclear. Are you proposing grout filling a portion of the sewer between manholes/cleanouts and removing a portion? The sewer line through the lot and down Cherry will either be removed or abandoned and grouted in place. The contractor is requesting the flexibility to determine between the two approved methods shown on the demolition plan. A portion of the 8"sewer line will be removed. 39. C3 — How do you propose detouring pedestrian traffic while the sidewalks are closed during construction? The pedestrian traffic will be detoured to College Main. Refer to the traffic control plan. 40. C3 — Include a note regarding the contractor coordinating with Water Services, CSU, and Atmos well ahead of disruption of service and/or removal of utility lines. Note#9 has been added to sheet C3. 41. C3 — It appears that the proposed waterline on the north side will require part of the street to be removed in order to be installed in that location. We are proposing removal of the curb and gutter along Second Street for the installation of the proposed waterline. No additional pavement removal is proposed. 42. C6 — It is difficult to tell the difference between proposed lines & lines that are proposed to be removed. Please distinguish. Lines to be removed have been taken off sheet C6 and are shown on sheet C3 Demolition Plan. 43. C6 — Clearly label private irrigation, storm, and sanitary sewer lines. Additional labels have been added to sheet C6. 44. C6 —Water and sanitary sewer lines need to be at least 3-ft horizontally from other utilities (storm, electrical, gas, etc.). Noted, utilities have been adjusted to provide horizontal clearances. 45. C7 —The scale of the plan drawings are too small and difficult to read. It is unclear which lines the labels correspond to. This will need to be reviewed again once the scale is more legible. The plan view scale has been increased, to provide more clarification. 46. C7 —There should be at least a 1-ft vertical separation between storm and water lines. The water line has been revised to provide 1'clearance. 47. C8 — Specify how much riprap should be added at the storm outfall? No rock riprap will be provided. The detail has been revised. 48. C8 — Please label all flowlines. Storm sewer flowline labels have been added to sheet C8. 49. C8 — Provide more details for the detention pond including cross sections. It is unclear how water will actually enter the detention pond. Additional details have been added on sheet C8 and C9. Storm water captured from the roof and interior drains will be piped directly to the detention facility. 50. C9 — It appears that the top of JB101 is above existing ground based on the profile. The top of JB101 has been adjusted to match existing ground. 51. C9 — It needs to be clearly labeled that everything upstream of JB102 will be private. Additional labels have been added to clearly label private infrastructure. 52. C9 — Please add a note regarding the ownership and maintenance of the private storm/detention. Note 4 has been revised to clarify owenership and maintanence of detention and private storm improvements. 53. Water Report— Since the parking garage will be a different building material type from the remainder of the building and typically unsprinkled, Appendix B of the International Fire Code requires that a combination fire flow be calculated. The parking garage is required to be sprinkled. The fire flow was calculated using the total building square footage at the more intense fire demand use. 54. Water Report— Provide an exhibit showing the existing water system surrounding the property including fire hydrants that will serve the site. A water exhibit is attached. 55. Water Report—The report should indicate how many fire hydrants are needed to serve the site and the required spacing of them. The report has been revised to indicate fire hydrant requirements. 56. Water Report— Provide velocity and pressure information for the surrounding water system when subject to multiple hydrants being flown simultaneously and peak domestic demands. Velocity and pressure information for the existing system has been modeled and added to the water report. 57. Water Report—The Fire Marshal requires that the actual fire flow test produce the necessary fire flow per the IFC. This fire flow cannot be based on a theoretical calculation of potential flowrate. The water services department was contacted and the flow test requested. Water services replied that they could not perform this test. 58. Drainage Report— Please include a detail of the pond in the report and indicate how water will collected and routed to the detention pond. A detail of the detention facility has been added to the drainage report. Water will be piped directly into detention facility as shown in the Building Construction Drawings. 59. Drainage Report— Provide an analysis of the ponding in the parking area. There will be no ponding in parking areas. 60. Drainage Report—What is the 100-year clogged WSE? There should be 6-in of freeboard between the clogged WSE and the top of the outfall. In the case of the outlet clogging the water will overflow the outlet structure through the grate on the top of the structure and discharge into the public right-of-way. 61. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and /or site plan as soon as it is available. Email to: sweido(c�cstx.gov. CAD files have been provided. 63. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. Load data has been provided. 64. EASEMENTS: Developer provides temporary blanket easement for construction purposes and upon completion of project must provide descriptive easements for electric infrastructure as designed by CSU. Noted. 65. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. Noted. 66. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. Noted. 67. We are proposing removal of the curb and gutter along Second Street for the installation of the proposed waterline. No additional pavement removal is proposed. 42. C6 — It is difficult to tell the difference between proposed lines & lines that are proposed to be removed. Please distinguish. Lines to be removed have been taken off sheet C6 and are shown on sheet C3 Demolition Plan. 43. C6 — Clearly label private irrigation, storm, and sanitary sewer lines. Additional labels have been added to sheet C6. 44. C6 —Water and sanitary sewer lines need to be at least 3-ft horizontally from other utilities (storm, electrical, gas, etc.). Noted, utilities have been adjusted to provide horizontal clearances. 45. C7 —The scale of the plan drawings are too small and difficult to read. It is unclear which lines the labels correspond to. This will need to be reviewed again once the scale is more legible. The plan view scale has been increased, to provide more clarification. 46. C7 —There should be at least a 1-ft vertical separation between storm and water lines. The water line has been revised to provide 1'clearance. 47. C8 — Specify how much riprap should be added at the storm outfall? No rock riprap will be provided. The detail has been revised. 48. C8 — Please label all flowlines. Storm sewer flowline labels have been added to sheet C8. 49. C8 — Provide more details for the detention pond including cross sections. It is unclear how water will actually enter the detention pond. Additional details have been added on sheet C8 and C9. Storm water captured from the roof and interior drains will be piped directly to the detention facility. 50. C9 — It appears that the top of JB101 is above existing ground based on the profile. The top of JB101 has been adjusted to match existing ground. 51. C9 — It needs to be clearly labeled that everything upstream of JB102 will be private. Additional labels have been added to clearly label private infrastructure. 52. C9 — Please add a note regarding the ownership and maintenance of the private storm/detention. Note 4 has been revised to clarify owenership and maintanence of detention and private storm improvements. 53. Water Report— Since the parking garage will be a different building material type from the remainder of the building and typically unsprinkled, Appendix B of the International Fire Code requires that a combination fire flow be calculated. The parking garage is required to be sprinkled. The fire flow was calculated using the total building square footage at the more intense fire demand use. 54. Water Report— Provide an exhibit showing the existing water system surrounding the property including fire hydrants that will serve the site. A water exhibit is attached. 55. Water Report—The report should indicate how many fire hydrants are needed to serve the site and the required spacing of them. The report has been revised to indicate fire hydrant requirements. 56. Water Report— Provide velocity and pressure information for the surrounding water system when subject to multiple hydrants being flown simultaneously and peak domestic demands. Velocity and pressure information for the existing system has been modeled and added to the water report. 57. Water Report—The Fire Marshal requires that the actual fire flow test produce the necessary fire flow per the IFC. This fire flow cannot be based on a theoretical calculation of potential flowrate. The water services department was contacted and the flow test requested. Water services replied that they could not perform this test. 58. Drainage Report— Please include a detail of the pond in the report and indicate how water will collected and routed to the detention pond. A detail of the detention facility has been added to the drainage report. Water will be piped directly into detention facility as shown in the Building Construction Drawings. 59. Drainage Report— Provide an analysis of the ponding in the parking area. There will be no ponding in parking areas. 60. Drainage Report—What is the 100-year clogged WSE? There should be 6-in of freeboard between the clogged WSE and the top of the outfall. In the case of the outlet clogging the water will overflow the outlet structure through the grate on the top of the structure and discharge into the public right-of-way. 61.
