The proposal is to extend an existing tower to allow for improved range and service availability related to cellular telecommunications. The tower extension will be constructed to allow for collocation of other telecommunications providers. 2. The proposed use shall be consistent with the development policies and goals and objectives as embodied in the Comprehensive Plan for development in the City. The subject tract is shown on the Comprehensive Plan Future Land Use and Character Map as General Commercial. This land use designation is generally for areas that include services for the entire community and its visitors. Enhancing the capability and functionality of an existing service would be meeting the intentions outlined within the Comprehensive Plan. 3. The proposed use shall not be detrimental to the health, welfare, or safety of the surrounding neighborhood or its occupants, not be substantially or permanently injurious to neighboring property. The applicant is looking to improve overall coverage including indoor coverage and adding capacity to prevent dropped calls. It is approximately 256 feet away from neighboring R-6 High Density Multi-family zoning and 220 feet from the commercial structures to the north. These distances exceed the minimum requirements of the UDO. 4. The proposed site plan and circulation plan shall be harmonious with the character of the surrounding area. The proposed tower is located approximately 455 feet from Texas Avenue with the base being screened by a 6-foot fence. Access is taken from an existing driveway on the site. It is located in a GC General Commercial zoning district allowing it to be harmonious with the character of what would be permitted in the immediate surrounding area. 5. The proposed use shall not negatively impact existing uses in the area or in the City through impacts on public infrastructure such as roads, parking facilities, electrical, or water and sewer systems, or on public services such as police and fire protection, solid waste collection, or the ability of existing infrastructure and services to adequately provide services. The proposed tower will be an unmanned facility which will not require either water or wastewater service. The tower will have minimal impact on the surrounding infrastructure or public services. 6. The proposed use shall not negatively impact existing uses in the area or in the City. The GC General Commercial zoning district provides land for a multitude of retail, and sales services to meet the needs of the entire community. The tower extension is not expected to negatively impact the existing uses in the area, but is working to improve conditions related to cellular communication services and availability. The tower is proposed as an extension of an existing 35 foot tower that is located on .0148 acres generally located at 2504 Texas Avenue,just south of the intersection of Southwest Parkway and Texas Avenue. The subject tract is currently zoned GC General Commercial which provides land for a wide range of commercial activities. It is also designated as General Commercial on the Comprehensive Plan Future Land Use and Character Map. The applicant is looking to extend the existing tower to a new height of 70 feet.This would allow for increased service range and connectivity. With the extension the tower will also be equipped to collocate antennas as required under the Unified Development Ordinance. On your screen is the enlarged elevation showing the extension with the base and associated equipment being screened by an 8-foot fence. And here is the plan view of the site. Next I am going to go through a series of pictures that show the visual impact of the tower extension. First is from the Southwest in front of the nearby multi-family development, The next is from across Southwest Parkway at the Parkway Square Shopping Center. The third images is from the intersection at Texas Avenue and Southwest Parkway And the final view is from Texas Avenue. The site is located approximately 455 feet from Texas Avenue, 256 feet from the neighboring R-6 High Density Multi-family development, and 220 feet from the closest General Commercial structure, all of which are exceeding the minimum distance requirements for this type of facility. The planning and zoning commission unanimously recommended approval of the conditional use permit at their March 19th meeting. As of today there have not been any calls of inquiry or calls for or opposing the conditional use. I am available for questions, as is the applicant.
