Suitability of the property affected by the amendment for uses permitted by the district that would be made applicable by the proposed amendment: The SC Suburban Commercial zoning would allow light commercial development to have a presence along Navarro Drive and Wellborn Road, which would act as a transition from the surrounding GC General Commercial uses into the GS General Suburban, single-family land uses. 4. Suitability of the property affected by the amendment for uses permitted by the district applicable to the property at the time of the proposed amendment: The current R Rural zoning on this property would allow for a limited amount of agricultural use. 5. Marketability of the property affected by the amendment for uses permitted by the district applicable to the property at the time of the proposed amendment: The R Rural zoning on this property is not marketable as the property is too small for any significant agricultural related uses. Due to its orientation along a major road, Wellborn Road, the demand is more suited for a light commercial use. 6. Availability of water, wastewater, storm water, and transportation facilities generally suitable and adequate for the proposed use: There is an existing 8-inch water line available to serve the property, as well as a 6-inch wastewater line that would be extended to the property. Drainage and any other infrastructure required with the site development shall be designed and constructed in accordance with the BCS Unified Design Guidelines. The Thorough Plan identifies Wellborn Road as a Major Arterial. The amount of traffic produced by this development is minimal and should not have a detrimental impact on the surrounding roadways.
