(^� ct Lu > cc z w• .,. 0f Planning &Zoning Commission Page 2 of 4 May 21, 2015 DEVELOPMENT HISTORY Annexation: 1969 Zoning: Neighborhood Business District C-N upon annexation, partially rezoned Townhouse-Rowhouse District R-3 (1978), Rezoned T Townhouse and NAP Natural Areas Protected (2014) Site development: In 2008, a preliminary plan was approved for an 8.255 acre tract containing this piece of property. However, a final plat was never submitted. The subject property is currently undeveloped. COMMENTS Water: The subject tract is will be served by College Station Utilities for water. There is currently a 24 inch water main along Harvey Mitchell Parkway South, which will provide water service to the site. Public waterlines will be required to comply with the B/CS unified Design Guidelines with the Final Plat. Sewer: The subject tract will be served by College Station Utilities for sanitary sewer. There is currently a 42 inch main running along the Bee Creek Tributary which will provide service to the site. Public sanitary sewer lines will be required to be extended to all lots in accordance with the B/CS Unified Design Guidelines with the Final Plat. Off-site Easements: None required Drainage: On-site storm water detention facilities are proposed with this development. The proposed development will be required to comply with the B/CS Unified Design Guidelines. Flood Plain: No portion of the townhouse lots lie within the floodplain. The floodplain is contained within the NAP Natural Areas Protected portion of the tract. Greenways: None proposed or required for this development. Pedestrian Connectivity: Sidewalks are required for this development along both sides of all streets within the development except for alleys and the bulb of the cul-de-sac. Bicycle Connectivity: There is an existing multi-use path along Harvey Mitchell Parkway South. There is also a future multi-use path that is expected to run along the western boundary of this property through the Bee Creek Tributary B. No portion of the proposed multi-use path is required to be built with this development. Streets: Access to the development will be provided Harvey Mitchell Parkway South, a future 6-lane Major Arterial, and a private driveway connecting to Southwood Drive, a 2-lane major collector. Compliance with Comprehensive Plan and Unified Development Ordinance: The proposed Preliminary Plan is in compliance with the Comprehensive Plan and Unified Development Ordinance. 2. Compliance with Subdivision Regulations: The proposed Preliminary Plan is in compliance with the Subdivision Regulations contained in the Unified Development Ordinance. The waivers requested with this application cannot be addressed as a waiver to the Subdivision Regulations as those requirements are tied to the dimensional standards under section 5 of the Unified Development Ordinance. To proceed with a request to seek relief from those standards, being minimum lot size and setbacks, would require a hearing and approval from the Zoning Board of Adjustment. If you would like to proceed the request would need to be made before meeting with the Planning and Zoning Commission. 2. Please provide a revised application with the waiver requests removed. Once resubmitted appropriate refunds will be processed for the initial waiver request. 3. Sidewalks are required for this development along all streets within the development except for alleys and the bulb of the cul-de-sac. Please show the sidewalk layout on the Preliminary Plan. 4. The private alleys need to be shown through a private access easement on the Plan. Please also provide a note on the plan that all private access easements l7 and common areas related to the development are going to be owned and maintained by the Homeowners Association. V`t'S� 5. These options should also be noted on the Plan as a general note. 7. Street lights are required and should be indicated on the Preliminary Plan. 8. Please provide a note on the Preliminary Plan stating the required setbacks for each lot. Front setback is 25', Side Setback is 7.5', Side Street setback is 15', and Rear setback is 20'. Where parking is provided in the rear the front setback can be reduced to 15'. 9. There is an existing fire hydrant shown in the road where Big River Street is connecting to the existing access road. Please add 'to be moved' to the label if they hydrant is being moved to make way for the new access. 10. All block corners, angle points, and points of curves, and all corners of boundary lines should be labeled with a monument or corner marker. Please add these markers to the Preliminary Plan. 11. Line 13 of the line table reflects a measurement of 17.07 feet. There is already a dimension of 5.76 feet labeled within the boundary of Line 13. Please revise the measurement to account for the existing label. 12. Please change Zoning for the property to state `Townhouse' instead of Townhome. 13. Please change the Development name in the Title block to reflect the project name as stated on the application. 14. FYI...Parkland Dedication at a rate of $1,636 per residential lot will be required to be paid prior to filing the Final Plat. 15. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review and to be scheduled for a future Planning & Zoning Commission meeting: One (1) 24" x 36" copy of the revised Preliminary Plan; and Thirteen (13) 11" x 17" copies of the revised Preliminary Plan. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein.
