SUBJECT: 12 AT ROCK PRAIRIE PH 2 (PP)
Staff reviewed the above-mentioned preliminary plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review and to be scheduled for a
future Planning & Zoning Commission meeting:
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

PLANNING
1. I neglected to mention this on the first round comments, but please be aware that parkland
dedication fee in lieu of $1,261 per residential lot will be due prior to the filing of each final
plat phase.

ENGINEERING COMMENTS NO. 2
2. Please check note # 20. There appears to be a typo since it's referring to Lot 1 Block 2
which is on the previous 12 at Rock Prairie phase.
3. Please remove note # 21, and add a note that the curb and sidewalk on Ryans Landing
is to be repaired when the emergency access road comes in with phase 3. (The note
may be added to note# 19.)
4. The water line in Sageway Court appears to end in the pavement. Please move it out of
the pavement, the blow off valve would stick out in the middle of the pavement. Maybe
switching the Sewer line's location with the waterline's location may be a more viable
option.
5. FYI...The water line crossing Summerway Drive going through Sageway Court appears
to be only a 4" main. Please note that this may be required to be upsize to a 6" if it is
determine that a hydrant is required on the street.

PLANNING
1. General note 9 is referencing Block 7 as having all lots zoned GS General
Suburban, please revise.
2. Block 7, lots 1-21 is also being shown as Block 8, please revise.
3. Note 17 is stating Phase 2 of 'Equinox Subdivision'. Please change this to 12 at
Rock Prairie.
4. Please remove the zoning line from the Preliminary Plan figure.
5. There is a small triangular piece of land at the corner of Block 8 Lot 1. I believe it
is supposed to be Right-of-Way for Towers Parkway. Please provide a label or
hatching showing that piece as right-of-way.
6. Please identify Line 13 from the line table. I was unable to identify it on the plan
figure.
7. Please change the total acreage in the title block to reflect the acreage for Phase
2 and 3 as indicated in the application.
8. The metes and bounds description of the boundary line a N47 44' 50W-721.50' is
showing a length of 704.00 feet. Please verify the length of this boundary.
9. The label of Summerway Drive that is indicated within Phase one is misspelled.
Please revise the label.
10.As required under the Subdivision Regulations outlined in the Unified
Development Ordinance. A second access is required when there are more than
30 lots on one point of access. This access can be considered as a remote
emergency access if approved as a discretionary item at the Planning and
Zoning Commission hearing.

NOTE: Any changes made to the plans which have not been requested by the City of
College Station, must be explained in your next transmittal letter. Any
additional changes on these plans that have not been pointed out to the City
will constitute a completely new review.
ENGINEERING COMMENTS NO. 1
1. Use updated firm Panel from 4/2/2014 when determining if tract is in flood plain.
2. Please provide a vicinity map on the preliminary plan.
3. Block 8 is shown twice with the same lot numbers. See western side of tract.
4. Provide a 20' PUE along the rear lots of 1-6, Block 7(?) & lots 1-5, Block 8.
5. Lots 14-16, Block 4 require a 20' rear PUE.
6. Add a note that lot 1, Block 7(?) & lot 5, Block 8 can't have a driveway access on
Ryans landing. Unless a temporary turnaround is planned to be provided on the
construction documents.

7. Please specify the dimension of the emergency access Road.
8. To delineate the maintenance responsibility for the public and HOA, please add
junction boxes at the edge of the PUE or ROW for the storm sewer lines going to
the Detention Pond.
9. Remove the "Temporary turn around for Phase 1" leader form the preliminary
plan.
10.FYI... a temporary turn around at the end of Papa Bear Drive (by Future
Barracks II Phase 202) is going to be required with the construction Documents.
11.Are cross lot drainage planned with this phase? If it is, please show the private
drainage easement, and add a note stating whose responsibility it is to maintain.
And a note stating that grading, landscape, fences, etc. cannot impede the flow.
