TEXAS AVENUE BRYAN, TEXAS 77803 Brad Kerr Telephone: Registered Professional (979)268-3195 Land Surveyor#4502 (979)691-8904 FAX April 6, 2015 .. pp TO: Alan Munger, County Engineer and County Commissioners RE: DMR Acres Final Plat Sirs, On behalf of our client we are requesting a variance to the County Subdivision Regulations requiring a 20' Public Utility Easement around the exterior of the subdivision submitted as DMR Acres for only the southeast exterior line of the proposed Lot 2. We are asking that the required 20' easement be decreased to 10' in width due to an existing mobile home that would create an encroachment into the 20' width. As the adjoining property is currently unplatted, any future development of the adjoining property requiring a platting procedure would create the remainder of the required 20' width. There are no existing plans for any public utilities to be placed within this easement area. This property is located within the ETJ of the City of College Station, and the city has indicated that a 10' Public Utility Easement meets their minimum requirements for a final plat. Your consideration of this variance request is appreciated. I have attached a marked pdf file to address some of the comments at addressed below. Planning 1. We will add 10'to the ROW dedication and adjust the lot boundary for Lot 2 accordingly to make sure of the 1+acre size 2. Please see the notes on the original plat addressing the pipeline easements as indicated on the attached pdf file—there are no defined easements crossing this tract and no active pipelines on the tract Brazos County 1. The owner plans to use a shared driveway between Lot 1 and Lot 2—we will create a "private shared access easements"to cover this 2. We will show the nearest location of the city limits on the vicinity map with the submittal of revisions 3. New addresses will be: lot 1-12234 North Dowling Lot 2—12236 North Dowling Engineering 1. Brazos County Subdivision regulations require a 20' easement centered on all interior lot lines and the boundary of the subdivision. Unless the County will agree to a 10' easement then the 20' will need to remain. 2. We will be sending the field crew back to the property to locate the creek channel(s)on the ground 3. Drainage easement will be created over the creek channel as located on the ground 4. Water lines were already labeled—see the attached marked pdf file for verification 5. The fire hydrant was located on the ground. Note that I have indicated the 750' radius from the fire hydrant on the attached pdf file. This should be more than adequate for the existing and proposed development on Lot 2. 6. A copy of this preliminary plat was sent to Wellborn SUD,911 and the Health Department for review. These parties should be providing the necessary documentation. 7. See "planning" note 2—there are no pipelines or easements that cross this tract—all of the defined easements listed on the title report lie southwesterly of this tract. If there are any other comments please contact me to discuss. I will be submitting the revised copies of the preliminary plat once we have the field work done for the drainage issue. The side lot easements can be reduced to 10-ft. 2. Please show and label Hopes Creek Tributary No.11 crossing Lot 1. 3. A drainage easement is required for water courses crossing the property. Please show and label and/or add a note regarding this easement. 4. Label the existing waterline size. 5. The rural residential fire flow requirement is 1,000 gpm from a fire hydrant within 750-ft of the structure. It appears that the existing fire hydrant is not close enough to cover the existing structures, so a fire hydrant would need to be added. Please show a proposed fire hydrant on-site. 6. Provide a letter from Wellborn SUD indicating their intent to serve these properties in the future. 7. Our records indicate that there is a Southwestern Gas Pipeline crossing the tract. Please verify and show/label the pipeline/easement (if confirmed). Box 250 Wellborn, Texas 77881 RE: Jeremy Boyd Service Study N Dowling Rd. and Rock Prairie Rd, W Development Dear Stephen: The current KYPipe model for the Wellborn SUD Main System was used to perform a water service analysis for a new service for Jeremy Boyd to be located on a one acre tract near the corner of N Dowling Rd, and Rock Prairie Rd. W, in the extraterritorial jurisdiction of College Station, Texas. Our analysis indicates that service is available to this location and that the Wellborn SUD system is capable of providing the minimum fire flow requirements for the City of College Station, The City's fire flow requirement for residential service is to provide 1,000 gpm from a fire hydrant at a minimum operating pressure of 20 psi while supplying the peak demand of 0.76 gpm per connection to the system. Mr. Boyd will need to be sure that the structure(s) to be constructed on the property are within 500' of a fire hydrant. The existing fire hydrants in that area may be used, or a new hydrant may need to be installed on one of the water lines in that area. Depending on the orientation of the property and location of the structures, it appears that the property can be served from existing 8", 12", or 18"lines in that area.
