The following page is a list of staff review comments detailing items that need to be addressed. Please address comments and return the following document in order to be scheduled for a Planning & Zoning meeting; One (1) 24"x36" copy of the revised Comprehensive Plan Amendment map, and Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If all comments have not been addressed your project will not be scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a future agenda once all the revisions have been made. Where you have future land use designation labels, please spell out the designation. (Ex: RS should say Restricted Suburban) 2. Update the label to the right of Holleman to show existing zoning: N/A— ETJ. 3. On the subject tract, please reverse the font sizes for zoning and future land use designation. Then add current land use designation as Suburban Commercial and proposed land use designation as General Commercial. The proposed zoning should show only PDD. FYI —As previously discussed, staff has concerns regarding the request to change the land use designation from Suburban Commercial to General Commercial in an area with existing rural character. a. Land Use Designation — General Commercial should be used in concentrated areas that are large in size and located near arterials and freeways. Suburban Commercial should be used on smaller areas, adjacent to arterials and collectors. Considering these factors, the size of the subject area, and the surrounding residential land use designations, the proposed area change is more conducive to Suburban Commercial. b. Infrastructure -While located at the intersection of a future Major Collector and a future Minor Collector, both thoroughfares are currently built to rural standards. At this time, there are concerns regarding the impact of this land use on current infrastructure. Reviewed by: Jessica Bullock Date: 3/16/15 ENGINEERING COMMENTS NO. 1 .7 1. Provide confirmation from Wellborn SUD that they intend to serve this tract and that there is adequate capacity to support the proposed land use. 2. FYI...As previously discussed, there may be floodplain/floodway on the site which may significantly affect the development of this tract. This will need to be evaluated further with site development. 3. FYI...Since this tract is proposing an OSSF, you may want to get a septic survey (once floodplain has been determined) to verify that there is adequate usable area for the system to operate.
