Please show property on the Location Map. 2. There are architectural plans referenced on the site plan that were not submitted for review. There may be additional site and layout comments once staff has had the opportunity to review the additional plans. 3. Please show labels and ROW widths for Rock Prairie Road and William D Fitch Parkway. 4. Please show existing utility easements on the property. 5. The limits of disturbance needs to be extended to incorporate all areas being disturbed on the property for the construction of utilities or drainage with the additional 20-foot buffer. 6. Please show the overall height in feet of the building on the site plan. 7. What is the 30' by 100' area adjacent to the proposed dumpster pad? 8. Please provide the dumpster screening detail. 9. The Paved area to the South of the building is showing a laydown curb on the eastern edge. This is not allowed and needs to be replaced with the standard 6-inch monolithic curb. 10. Please clarify the Fire Lane detail within the legend is an 8" red stripe or curb. 11. Show the entire driveway with curbing connecting from Rock Prairie Road. 12. What are the rectangular lines that protrude out from the proposed driveways extending toward the drainage and detention areas indicating? 13. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.11 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 14. Please note that any changes made to the plans that have not been requested by the City of College Station must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Mark Bombek Date: 03-09-2015 LANDSCAPING/STREETSCAPING/BUFFER 1. The limits of disturbance needs to be extended to incorporate all areas being disturbed on the property for the construction of utilities or drainage with the additional 20-foot buffer. 2. Is the area not being touched by the development being left in its natural state as identified on the site plans from the Transportation Center? If so, please provide a label within that area defining it as a natural area. 3. Provide landscape and streetscape calculations for the area that is being added to phase 1 of the property. Please also show and differentiate from proposed and existing landscaping that is either being preserved or was required for the Transportation Center (There are plantings missing that were added as required landscaping for the Transportation Center). There may be additional comments once staff is able to completely review the Landscape Plan and calculations. 4. How is the parking lot and loading area being screened from Rock Prairie Road and William D Fitch Parkway? 5. The property line indicated on the Landscape plan is showing the property line from before the property was platted. Please show the new lines as filed under the Final Plat from 2013. 6. The Landscape Plan should include the following additional information: dimensions of the tract along the property lines; label and dimension proposed structures, drives, fences, utility areas to be screened, all proposed utility line locations, all proposed easements, roadway right-of-way, zoning and use of adjacent properties, etc. 7. Provide a general note on the Landscape Plan that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. 8. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 9. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Reviewed by: Mark Bombek Date: 03-09-2015 ENGINEERING COMMENTS NO. 1 1. As proposed, water line is adding two additional dead end lines that will require monthly flushing and testing in accordance with TCEQ. Design needs to provide for a looped system that eliminates the dead end segments. 2. Relocate waterline out from bottom of drainage channel. 3. Station fittings in profile. 4. Confirm radius of curvature for water pipe is not less than 400 feet. 5. 4' minimum cover required on waterline. Pipe material shall meet AWWA C-900 standards. 6. Provide easement dedication documents for water line. 7. The sanitary sewer extension for this site will be private. Portion of line that you are tying in to is private. Clarify that manhole lid shall not be labeled as City of College Station. Need to provide watertight lid since in area of inundation. 8. Since it does not appear you are providing additional detention with this project, how is it that the post developed flow is less than the pre-developed? 9. Define the limits of 100-year floodplain on the property. Did your drainage calculations account for floodplain tailwater? 10.Please provide more explanation on the modeling of the main channel. From drawings it appears to be modeled as closed system storm pipe. 11.Does water stay within main channel during 100-year storm event? Does it overtop driveway from Fitch? 12.1s channel properly lined to protect from flow velocities? Is velocity dissipation needed? 13.Where is location of downstream outfall? Were culverts under existing driveway off WD Fitch included in modeling? 14.Report indicates 3-42" RCP for pedestrian crossing, construction plans label culverts as 3-36" RCP. 15.Provide culvert sizing calculations. 16.Need to insure construction exit does not block upstream drainage. 17.Hay bale check dams may not be the appropriate BMP for the flows anticipated. If does not work, contactor needs to be aware that he will need to use alternate method. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and / or site plan as soon as it is available. Email to: gmartinez@cstx.gov , or bkillion(c�cstx.gov. 2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. 3. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. 4. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other device, per CSU specs and design. 7. Developer installs pull boxes per CSU specs and design, Pull boxes and provided by CSU. 8. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing as designed by CSU. 9. In addition to comment number 9 made in the first round of staff review comments Sheet C4.00 was not revised as the site plan was. There are details and illustrations on that sheet that identify Laydown curbing along the pavement to the south of the building. Please revise and or remove these details from the plan document. • C4.00 revised 2. In response to comment number 12 made in the first round of staff review comments. I do not see where the label was made for the rectangular shapes protruding from the driveways. My assumption is that they are drainage areas conveying water from the drive aisles. If this is correct is anything going to be placed as a barrier along the aisle boundary being that those rectangles measure 10 ft. in width? The biggest concern is the parking area at the front of the building being that there could be potential for a car to fit in that space causing a safety concern. • Bollards added in front of curb cut in front parking lot 3. Regarding the dumpster enclosure detail added to the revised plans. The fencing is identified as 8 ft. tall chain link fence with solid slats. The fence must be a wooden fence or solid masonry wall. Chain link fencing is not allowed as a permitted screening method. Please revise accordingly. • Revised 4. Can you please explain what the storage area is being used for? Depending on the items being stored may require certain surfacing materials. • Alternate for crushed limestone was not accepted and sheets have been removed. Area will be concrete pavement. Landscape Plan 1. The site area for the purchasing warehouse should be included as additional site area from the Transportation Center phase. The area I have for the Purchasing Warehouse is 1,435,174 SF. The area for the Transportation Center on the approved plans is 1,477, 027 SF. Please confirm the site area of the new Purchasing Warehouse and add it to the Transportation Center site area for the landscape point calculations. • Revised Reviewed by: Mark Bombek Date: 4/29/2015 ENGINEERING COMMENTS NO. 2 1.
