SUBJECT: BREEZY HEIGHTS ADDITION LOTS 9A, 9B & 9C BLK1 (FP-REPLAT)
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review by Thursday, April 2, 2015 at
1:00pm to remain scheduled for consideration at the Thursday, April 16, 2015 Planning &
Zoning Commission meeting to be held at 7:00pm at College Station City Hall:
/ One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 11"x17" copies of the revised final plat;
Revised page 3 of the application to request the waiver to average lot width in
the block;
$233 waiver request fee;
Revised page 3 of the application to request the waiver to average lot width in
the block;
Schematic and/or calculation of the average lot width in the block for Block 1;
Parkland Dedication in the amount of $2,522 must be submitted prior to the filing
of the final plat;
One (1) Mylar original of the revised final plat (required after P&Z approval); and
One (1) copy of the digital file of the final plat on diskette or e-mail to:
pdsdigitalsubmittal(a)cstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not
remain scheduled for the Planning & Zoning Commission meeting. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate readvertisement
fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report
can be accessed at the following web site on Monday the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1
Project: Breezy Heights Lots 9A, 9B & 9C BIk1 (FP-Replat) (15-00900066)
PLANNING
1. This replat is subject to the requirements of Unified Development Ordinance (UDO) Section
12-8.3.H.2 Platting and Replatting within Older Residential Subdivisions. In addition to a
minimum of 8,500 square-foot lot size, this section requires proposed lots to meet or exceed
the average lot width of all lots in the block. It appears the proposed lots do not meet this
minimum. As such, submit a revised page 3 of the application to request a waiver to allow
lot widths smaller than the average lot width in the block. Also, as provided on the
application, submit the $233 waiver request fee and provide a schematic and/or calculation
of the average lot width of all lots/building plots in the block including the width of the current
Lot 9 so the extent of the waiver request is known. The calculation is to be based on the
front of all lots/building plots in Block 1 along Hereford Street and Welsh Avenue. See
attached page 3 of application and Block 1 Schematic.
2. The proposed replat will create encroachments of the existing structure onto proposed lot
lines. As such, if the plat is to be approved it will need to be conditioned that these
encroachments into the side setbacks are removed before the plat can be filed for record.
See previously submitted renderings showing the proposed changes to the existing
structure.
3. The plat states it is at a 1:20 scale though it does not measure to this scale. Revise the
depiction of the Original Plat and Replat figures as needed to achieve the stated scale. See
Revised Replat.
4. Delete the Certificate of City Planner. As a waiver is required for the proposed replat, the
Planning & Zoning Commission must consider the plat and it does not qualify as a minor
replat that can be approved by staff. See Revised Replat.
5. Provide a note that each lot will be required to provide a minimum of two (2) trees of at least
two inches (2") in caliper or one (1) tree of four inch (4") caliper per Ordinance No. 3222.
See Revised Replat.
6. Please note that as two additional single-family lots are proposed to be created, fee in lieu of
parkland dedication of $2,522 (2 lots x $1,261) will be due prior to filing the plat for record.
Duly Noted.
7. Please note that this property is subject to the supplemental standards of the front
contextual setback of UDO Section 12-7.2.D.1.e, which requires new single-family dwellings
to be set no closer to the street or farther back from the street than the nearest neighboring
units. Duly Noted.
8. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat. Duly Noted.
9. Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter. Duly Noted.

ENGINEERING COMMENTS NO. 1

1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: gmartinez@cstx.gov ,
sweido@cstx.gov , or wdaviscstx.gov Duly Noted.
2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks. Duly Noted.
3. If easements are existing, the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries. Duly Noted.
4. The following easements will be required: See Revised Replat.
➢ 5' PUE on all interior lot lines on each side of said lot lines, for a total of 10' for joint
service ditch if needed
GENERAL ELECTRICAL COMMENTS - Duly Noted.
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.
