SUBJECT: 4205 Norwich Drive (REZ)
Staff reviewed the above-mentioned rezoning map as requested. The following page is a list of
staff review comments detailing items that need to be addressed. Please address the comments
and submit the following information for further staff review and to be scheduled for a future
Planning & Zoning Commission meeting:
One (1) 24"x36" copy of the revised Rezoning Map;
Thirteen (13) 11"x17" copies of the revised Rezoning Map;
One (1) copy of the digital file of the revised rezoning Metes & Bounds on diskette
or e-mail to pdsdigitalsubmittal(a cstx.gov.
Please note that this application will expire in 90 days from the date of this memo, if the applicant
has not provided written response comments and revised documents to the Administrator that
seek to address the staff review comments contained herein. If all required items are not received,
your project will be not be scheduled on the P&Z agenda. Your project may be placed on a future
agenda once all comments have been addressed and the appropriate re-advertising fees paid.
Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

PLANNING
Rezoning Map
1. A neighborhood meeting regarding the rezoning request is recommended before the project
is taken before the Planning &Zoning Commission. Barbara Moore, the Neighborhood and
Community Relations Coordinator can help to coordinate the meeting. Her email is
bmoore@cstx.gov. Based on discussions at the neighborhood meeting, staff may
recommend revisions to the PDD.
2. Please add the volume and page to the common area across Norwich Dr., Volume 10906
Page 268.
3. Please remove the A-O zoning label along Victoria Avenue.
4. Please add right-of-way to Victoria Avenue, 77'.
5. Please provide meets and bounds description for the property. This area should be revised
to extend the full length of lot 13R.
Concept Plan
6. Parking removal is a request that goes before City Council separately and cannot be
granted with the rezoning. Please remove language regarding parking removal along
Norwich Dr.
7. The language on sheet two of the concept plan should match the language on the zoning
request document. For example, the concept plan indicates a buffer will not be required but
the rezoning modifications say it will be provided.
8. Please add permitted uses, operational restrictions, additional requirements, and signage to
sheet 2.
9. If you would like the rezoning request to be more conforming with GC General Commercial
zoning district, the following would need to be added under variations,
a. UDO Section 12-7.2.H Single-Family Height Protection
b. UDO Section 12-7.3 Off-Street Parking Standards
c. UDO Section 12-7.7 Buffer Requirements
d. UDO Section 12-7.10 Non Residential Architectural Standards
10. It is recommended that proposed buffer plantings be extended the full length of the southern
property border.
11. Please label existing site features (i.e. outdoor patio, buffer area, fencing, sign).
12. Please add date of submittal to sheet 1.

I reviewed the above-mentioned Rezoning application and determined it to be incomplete. The
following is the preliminary list of items needed to complete the submittal. Please submit the
following information so this application can be forwarded for review:
The application states if a property is owned by a company, proof of authority
for the company's representative must be provided. Provide proof of authority
documents for Sandie Miller to sign on behalf of Homeowners Association of
Castlegate II, Inc.
Please be aware that if this application is not completed before Monday, May 11, 2015, it will
expire and a new application and fees will be necessary to continue the rezoning process.
