A public access easement must be dedicated to the City along University Drive. The easement should extend from the property line to the building façade. 2. As discussed previously, Staff has not received documentation regarding the ownership of the lot north of Aquarium Bar. An easement cannot be dedicated on this property until the ownership is resolved. There are also utility improvements being made to this property, and so the owner should be involved. 3. The staircase at the rear of Schotzi's extends outside of the access easement. 4. Is the bench along University Drive being installed? A waiver was approved by the Design Review Board. 5. Mechanical equipment must be screened 100% from view. The staircase will not adequately screens the air conditioning units. 6. Please show the property line of the subject property. There does seem to be a space between Schotzi's and Aquarium Bar that will require groundcover. 7. Please indicate the distance to the near fire hydrant. 8. Has it been discovered that the existing sewer line is claytile? 9. Please identify the building height and square footage. 10. Four bicycle parking spaces are required, plus one additional spaces per 1000 square feet of building area when the building exceeds 2000 square feet. 11. All new planting must be irrigated. Irrigation plans must be sealed by a licensed irrigator. 12. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Also, the fire line has not been included in the Patricia St. Waterline Design and will need to be included with this project. 11. (Repeat Comment) Construction Docs — FYI...In addition to meeting all requirements in BCS Design Guidelines, the fire flow report will need to show that the velocity within existing or proposed mains does not exceed the 12 ft/s maximum limit. • The Fire Flow report needs to be submitted with this project. 12. By the nature of the design the Owner/ Developer will be responsible for maintaining the overhead electrical service wiring to Zapatos and City Barber Shop. 3. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 4. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 26 weeks. 5. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 6. (Repeat Comment) Site Plan — Please provide water and sanitary sewer demands on the site plan. • Based on the 2009 International Plumbing Code - Table E103.3(3) that was provided to you, it looks like the average water demand would be about 49 gallons per minute. This would make the peak demand 196 gpm. Please look at the International Plumbing Code and confirm these numbers. 3. (Repeat Comment) Site Plan — Please show the full extent of proposed waterline including where it ties into the existing main on Boyette St. • The fire line has not been designed and needs to be shown on the site plan as well. 5. (Repeat Comment) Site Plan — Please label all proposed waterlines with size and material and the existing main on Boyette St. with its size. Please also clearly label the fire hydrant as proposed. • The domestic waterline and fire line need to be labeled with size and material. 6. (Repeat Comment) Site Plan —The FDC connection needs to be shown and labeled on the site plan at the back of the building facing the fire lane. • This needs to be shown and labeled on the site plan. The current location is not facing a fire lane and will not be accessible for the fire department. • The FDC must be connected to a separate waterline from the proposed fire line as shown. Please revise. 7. Site Plan — The fire hydrant is required to be within a public utility easement. Easement dedication documents will need to be submitted and executed by the private property owner prior to site plan approval. • Please provide blank spaces for the volume and page number to be filled in after they are filed. As a reminder, they must be filed prior to CO. • The Electrical Dept. has indicated to me that a 5-ft Public Utility Easement on the adjacent property and along the back of the Aquarium Bar lot will be sufficient to provide access to public infrastructure. The private fire line should not encroach in this easement. 8. (Repeat Comment) Site Plan — Please provide a letter stating that you have been granted permission to place the proposed utilities (public and private) on private property. • Please provide a private utility easement for the private fire line or a letter from the property owner granting permission for utilities to be placed on his property. 9. (Repeat Comment) Construction Docs — Please provide engineer signed and sealed construction drawings (including plan and profile) for the proposed waterline extension and fire hydrant. • As a reminder, the Patricia St. Waterline will need to be built and accepted prior to issuance of CO. 10. One of the methods for determining these demands is "Method 1 — Fixture Count Determination," which will give you a peak demand based on the City's adopted Plumbing Code. Please let me know if you need help determining these demands. 4.
