I reviewed the above -mentioned SITE PLAN — COMMERCIAL and NON-RESIDENTIAL
ARCHITECTURE STANDARDS application and determined it to be incomplete. The following is
the preliminary list of items needed to complete the submittal so that staff may conduct a
thorough review. Please submit the following information by 10 a.m. on any Monday for review
that week:
Submit the building elevations for the Non -Residential Architecture Review
Submit the $600 Development Permit application fee for the site plan. The
Development Permit fee for the final plat (12-18) was for the plat -related review
and infrastructure. This fee is for this application which is a separate permit and
review.
Please be aware that if this application is not completed before Monday, June 4, 2012, it will
expire and a new application and fees will be necessary to continue the site development
process.
Please note that I will be out of the office from Friday, April 13tn through Wednesday, April 18tn

Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site and one (1) landscaping plan;
One (1) set of complete civil construction documents
Easement Dedication Sheet and required documents (please note that the Site
Plan will not be stamped approved until the Blanket Easement, or all other
appropriate easements, have been dedicated to the City of College Station).
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

STAFF REVIEW COMMENTS NO. 1

PLANNING
Please contact me at your convenience to schedule a facilitation meeting. Due to the
number and nature of comments, the next submittal will be reviewed as a first submittal.
This may result in new comments.
1. An engineering scale must be used on the site plan. In general, please check all
dimensions that are labeled to verify for accuracy.
2. Remove the future building and improvements, and instead that area as a future phase
area. Landscaping that is counting for this project does not need to be located within this
area. Also, FYI ... future drive-thru lanes will result in the loss of parking that is being shown.
3. The dumpster enclosure must have an interior clearance of 12'xl2' not including the spaces
needed for the proposed bollards. The gate must be able to swing 180 degrees. Please
show a detail of the dumpster enclosure treatment.
4. The fire lane, easements, lot perimeter, the driveway width off Hwy 40, the sidewalk along
Hwy 40, rear setback, setback to canopy, parking setback (10' from right-of-way per
LIDO Section 7.9.13.6), setback to fuel pumps (50' from right-of-way), and buffer yard must
be labeled and dimensioned.
5. The meters, fire hydrants, utilities, curb return radii at the driveway entrances, distance to
nearby driveways, detention area, retaining wall, building height, building square footage,
and underground fuel tanks must be labeled.
6. Please add a curb and pavement detail, and a bike rack detail.
7. The title block needs to be revised to include the owner's phone number, the engineer's
phone number, name, and address, the site area, submittal date, and legal description.
8. A key map of the area must be provided.
9. Please add a note that concrete over 6" in height must be screened or treated to resemble
stone, brick, or an alternative approved by the Administrator.
10. The retaining wall in the detention pond area must be treated.
11. Parking islands calculation need to added to the site plan. Each island must be labeled with
its square footage. The minimum island square footage is 180.
12. Parking calculations using a 1 space/250 square foot of building area ratio must be
provided.
13. According to the PDD zoning district, there must be gate in the concrete wall where the
pedestrian path (sidewalk) meet the wall for neighbors to utilize.
14. Private light poles cannot be located in the public utility easement.
15. Please provide sidewalk ramps where the sidewalk ends at a curb.
16. All paved areas must be curbed with a 6" monolithic curb.
17. End islands must be the full length of the parking space.
18. A sidewalk cannot be located in the buffer yard behind the building.
19. Four inverted U bike parking spaces are required on a 9'x6' concrete pad.
20. Please add a note that all signage must be permitted separately. FYI ... the ground tile sign
shown does not need a permit since it is not visible from the right-of-way.
21. Remove the past submission legend since this is the first submittal for the site plan.
22. Please add a note that Chicks College Station Subdivision is considered a building plot of
less than 20,000 square feet in building area for the purpose of signage, landscaping, and
Non -Residential Architectural Standards.
23. Provide a general note on the site plan that all roof and ground -mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance.
24. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
25. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

1. Buffer plantings are required per Section 7.6 of the Unified Development Ordinance.
2. Notes 4 & 6 and 5 & 7 are repetitive.
3. The scale is 1 "=20'. Please revise the two legends provided.
4. The total number of landscaping points required for this site, not including buffer plantings, is
6136. This requirement is being met, but please revise the calculations shown.
5. Parking spaces must be screened when abutting the right-of-way. This includes the sides of
parking spaces.

1. The proposed access drives to FM 2154 and SH 40 will be required to meet TXDOT's current
"Regulations for Access Driveways to State Highways". Location must consider the posted
speed and the distance between existing, proposed and adjacent access points. Sufficient
information is not included denoting the access drives' location in relation to adjacent access
drives and roadway intersections. This information is necessary for further evaluation. No
access permit can be approved prior to receipt and approval by TxDOT of this information.
2. Proposed access drives should include right -turn deceleration lanes.

exists on the property.

The Landscape Plan by McClure & Browne is also labeled Site/Grading Plan. Please
clarify.
Al — Please show the driveway connection to W.D. Fitch Pkwy. on the site plan.
Al — Show and label the rights -of -way and property lines.
Al — Show and label all public and private water, sanitary sewer, electrical, and stormwater
infrastructure. Label size, pipe material, and slope (if applicable).

14. FYI ... A building permit will be required for the proposed retaining wall.
15. FYI ... Since the previous infrastructure plans from the final plat were incomplete (they didn't
include all the required City standard details), they should be incorporated with this set of
plans. Copies for stamping will need to include all applicable City and TxDOT standard
details.

FIRE
1) Fire lanes are not shown on the site plan
2) No combustibles will be allowed on site until all-weather roads and fire hydrants have been
accepted by the City.
3) A site plan shall not show any part of a structure over one hundred and fifty feet (150') from
an approved access road.
4) If a fire lane extends more than one hundred feet (100'), an approved turn -a -round or "T" will
be required.
5) No more than a six percent (6%) grade is allowed on any length of fire lanes.
6) Fire lanes will be constructed using the "Fire Apparatus Turning Radius Template" and have
a fire lane sign at the entrance. Curbs to be marked "Fire lane, No Parking, Tow Away Zone"
with a minimum of four (4") letters.
7) A "Knox Box" security key system is required on all buildings and a Knox Switch is required
on all gated entrances.
8) Commercial construction requires a fire hydrant within three hundred feet (300') from the
main entrance and within four hundred and fifty feet (450') from any part of a structure.
9) Aerial Access Easement Roads having a twenty-six foot (26') width are required on
structures thirty feet (30') or more in height.

PLANNING

3. The proposed canopy is not meeting the required canopy setback off WD Fitch (40'),
parking setback (10' from right-of-way per UDO Section 7.9.B.6), and the setback to fuel
pumps (50' from both rights -of -way). The parking setback includes all paved area (drive
aisles included).
4. The fire must extend through the parking to both Wellborn Road and WD Fitch.
5. The meters, building height, and building square footage must be labeled.
6. Please add bike rack detail.

ELECTRICAL ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable, including street lights)
3. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
4. If applicable, the following easements will be required:
20' PUE IN FRONT OF PROPERTY ALONG WELLBORN RD.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
ehorton@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.
