Call meeting to order. 2. Hear Citizens. At this time, the Chairman will open the floor to citizens wishing to address the Commission on planning and zoning issues not already scheduled on tonight's agenda. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. All matters listed under Item 3, Consent Agenda, are considered routine by the Planning and Zoning Commission and will be enacted by one motion. These items include preliminary and final plats, where staff has found compliance with all minimum subdivision regulations. All items approved by Consent are approved with any and all staff recommendations. There will not be separate discussion of these items. Applicant: Sandra Novasad, owner Staff Recommendations: Staff recommends approval of the rezoning request. Item Summary: The existing zoning of R-1, Single Family Residential does not allow direct access from Luther Street West, which is a Major Collector Street. Therefore, the applicant is requesting this zoning change to R-4, which would allow direct access and the development of multi-family units. Comprehensive Plan Considerations: A Comprehensive Plan Amendment is presently before the Planning & Zoning Commission of this area, requesting a change in the Land Use from Single Family Residential High Density to Residential Attached. The proposed amendment would more accurately correspond to the existing zoning, existing multi-family developments, and the desired land use of the area. In addition, higher density housing in close proximity of Texas A & M provides convenient access, transportation alternatives, and an overall greater efficiency of infrastructure and development costs. With a Comprehensive Plan Amendment to Residential Attached, the rezoning request to R-4 of this property would be in compliance with the Comprehensive Plan. The property has frontage along Luther Street West, which is classified by the Thoroughfare Plan as a Major Collector Street. Item Background: The subject property was annexed in 1970. The two vacant tracts exist within an area predominantly of multi-family developments on the southeast side of Luther Street West. The property is adjacent to Fox Run Condominiums to the southwest and Melrose Subdivision to the southeast which were developed in 1998. A vacant tract of 1.3 acres zoned R-1 lies to the northwest of the subject property. Texas A & M University owns the land to the northwest across Luther Street West. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend denial; 3. Table indefinitely; or, 4. Defer action to a specified date.
