The item before you is a City-initiated Comprehensive Plan
Amendment for almost 90 acres at the intersection of Luther West
and Harvey Mitchell Parkway.

This amendment is to bring the-Ha to compliance with the type of
growth that has occurred in this area. The entire area is primarily
made up of apartments, duplexes, and townhomes, with a small

These developments came in before the Comprehensive Plan was
adopted by ordinance, and were all supported by staff for their
compliance with the policies of the Comprehensive Plan for the
location of Multi-family development.
Staff is recommending to amend the current comprehensive plan

Residential Attached, Planned Development, and Neighborhood
Retail. (point out where) However, the 2.9 acres shown as
Neighborhood Retail is already zoned R-4 and can be developed as

This amendment would affect only 4.9 vacant acres. The following
item is a consideration of a rezoning for 0.5 acres of the vacant
property.
A property owners meeting was held on February 23rd where staff
met with a handful of property owners to go over the plan and explain
the changes. I have also received 8 phone calls inquiring amt the
proposed changes, no one has been in opposition to the changes.
