The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. STAFF REVIEW COMMENTS NO. 1 Project: COCS UTILITIES TRAINING BLDG (SP) — 07-00500217 PLANNING 1. FYI: C1.1 is the sheet that will be kept with the planning files. It should show all of the minimum requirements of a site plan. 2. Provide a vicinity map of a larger area. Cannot tell where the site is in relation to other roads and sites. See the example below. Provide a legal description on page 01.1. igt. ili 4. Show zoning of property on page C1.1. 5. Show ownership of property on page C1.1. 6. Show the gross square footage of the building on page C1.1. 7. Show the building height on page C1.1. 8. Show phase line for the limits of the improvements that are being made in relation to the entire site. Phase line should be 20 feet away from all improvements being made to the site. This will also be used in the area calculation for landscaping requirements. 9. Provide note for 100-year floodplain on page C1.1. 10. Show the limits of the 100-year floodplain on page C1.1. 11. Clearly show the firelane striping on page C1.1. 12. Provide curb and pavement detail in compliance with the Site Design Standards. 13. Provide gross square footage for all buildings on site. If total square footage is over 50,000 square feet on site, then a 10 foot sidewalk with tree wells is required along all facades facing a ROW (See UDO, Section 7.9) 14. Provide standard detail for area for bicycle parking in compliance with UDO Section 7.9, and the Site Design Standards. If the plot has over 50,000 sf, parking for 8 bikes is required. The minimum area is 9' x 6' per UDO Section 7.9. 15. Provide the number of parking spaces required and existing for the entire building plot. Provide the number of required spaces for the new facility. There should be enough existing parking to cover the required spaces for the new facility. This should be noted on sheet C 1.1. 16. Show all easements. Our records show a 20 foot PUE running through this site. 17. Show the FDC on sheet C 1.1. And the fire hydrants. If the building is to be sprinkled, the FDC should be easily accessible and within 150 feet of a fire hydrant. 18. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 19. Provide material and color samples of all materials being used on the building. 20. Please identify how you are meeting the requirements of the Non-Residential Architectural Requirements. I can identify the wall plane projections, however I do not see the awning/sun shades that were discussed in the pre-application meeting, only an overextended eave, 21. Is there any accommodation being made for solid waste? 22. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Lindsay Boyer Date: September 15, 2007 LANDSCAPING/STREETSCAPING/BUFFER 1. Phase area should also include the changes to the parking area being made adjacent to the existing building. 2. If building plot is over 50,000 sf of building area, then landscape points are doubled. 3. If building plot if over 50,000 sf of building area, tree wells are required along the 10 foot sidewalks along facades facing a ROW. 4. I only counted 66 Indian Hawthorn on the plan not the 86 noted in the legend. 5. I only counted 7 Crepe Myrtles on the plan not the 32 noted in the legend. 6. Which trees are being barricaded? The legend does not indicate any existing trees being used. 7. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Reviewed by: Lindsay Boyer Date: September 15, 2007 MISCELLANEOUS 1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING COMMENTS NO. 1 1. Submit Development Permit application. Fees will be waived. 2. Submit Fire Flow Report. 3. FDC is located further than 150 feet from the fire hydrant. Relocate the FDC or add an additional fire hydrant. 4. Indicate that the water line crossing the exiting parking lot/drive aisle will be by bore. 5. As shown, the 6" water line is a public main. Profile is required. 6. Denote isolations valve and specify lockable lid as Ampro USE LL562 Lockable Lid or City Approved Equal. 7. You are calling out a ductile iron 90 bend. This should be mechanical joint. 8. Utilities would like the domestic service to come from the water line along Birmingham. Show location(s) of proposed parking lot curb cut(s) and provide associated permanent erosion control methods for stormwater runoff from these curb cuts. 10. Clearly state finished floor elevation. 11. Add note to Site Plan stating that all disturbed areas will be seeded or sodded. 12. Please cross out or remove details that don't apply to this project. 13. What is the sheet of TxDOT details for? 14. Add note to Site Plan and Utility Plan to state that all construction will be in accordance with BCS Unified Design Guidelines, Details and Specifications. 15. Add pertinent BCS Unified Standard Details. 16. Provide "Letter Acknowledging City Standards". 17. Revise Keynotes to refer to appropriate detail and sheet. City will provide drawings for conduit installation. 3. Contractor provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Contractor provides all conduit and labor to install conduit. 5. Contractor pours transformer pad(s) per City specs and design. 6. Meter will be located on transformer. Service wire furnished and installed by contractor. 7. Contractor installs pull boxes as per City specs and design (pull boxes provided by the City). 8. Please provide. Many of the details are not needed on C1.1 such as the column, stair sections/plan, and handicap signs that could be moved to another sheet to make room for a vicinity map and the other items required on sheet C1.1. v. Repeat Comment: Please note the zoning on page C1.1. It is A-O, Agricultural Open. e Repeat Comment: Please note the ownership of the property on page C1.1. It is the City of College Station. 6 Label the phase line. Phase line needs to include all of the proposed improvements. This includes the area being proposed for the parking reconfiguration to the north. I realize that this parking reconfiguration is an alternative, however each alternative needs to r meet the requirements of the Unified Development Ordinance. FbrtI ZM Pao�h 25. Repeat Comment: Provide note for 100-year floodplain on page C1.1. 2 / Per previous comment number 11 about the firelane — striping is not required per Fire arshall's office. A legend should be provided showing that there is enough existing parking on site to cover the new building. J4‘. There are a number of labels on sheet C1.1 that do not appear to be labeling anything. ✓ could not locate the FDC on sheet C1.1, please provide a label. Eaves and cistern are not considered elements that meet the requirements of the Non- Residential Architectural Standards. The sunshades do not meet the intent of the canopy or overhang requirement and will also not be counted as meeting the architectural elements. Please provide elements in compliance with section 7.9 of the Unified Development Ordinance or seek a variance from the Design Review Board. 14. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Landscape legend is incorrect. I only calculated 1970 points provided on site 2. I'm now only counting 38 Indian Hawthorn, not the 47 noted in the landscape legend.
