Awnings-The blue that has been selected is not on the approved color palette. Due to the fact that the building is part of a building plot larger than 50,000 SF,an accent color can not be more than 10%of the facade. If the awnings are less than 10% per facade,a waiver will not be needed and they may proceed. Otherwise a variance may be sought from DRB. Article 7 Section 7.9-E.2 2. Outside Coverings- Being a part of a building plot over 50,000 SF prohibits EIFS or stucco to be used on 100%of a facade. Any facade facing a public right-of-way must have 25% natural stone,fired brick,tile,granite, marble,or any concrete product that has an integrated color and is textured or patterned (not aggregate material) to simulate natural stone,fired brick,tile,granite, marble. Article 7 Section 7.9-B.3.a and Article 7 Section 7.9-D (which also applies to building plots of 50,000 SF) 3. Sign-If this building is able to meet the requirements of a stand along site, as a pad site in the larger building plot, and has 75 feet of frontage, it may be permitted a low profile sign of no greater than 60 SF and 4 feet in height. This low profile sign must be setback 10 feet from a right-of-way.Article 7 Section 7.4-N.10 Special conditions regarding signage do apply since this site is within the Overlay District on University Drive. Signs shall include no more than three colors and two lettering font styles. At least one color must match a predominant color on the building. Article 5 Section 8.9-A.2 With only one public entrance in use,the building will be allowed "140 SF of attached signage. Because of this a number of NRA and signage requirements are applicable. The center(i.e.,the building plot)is permitted a single sign that may include advertisements for various tenants. Additionally,each pad site(which the CVB may qualify as)is permitted a low-profile sign not exceeding 60 square feet in area and 4 feet in height. To qualify as a pad site the site must have all of the development standards that permit it to stand independent from the remainder of the building plot,such as meeting its own parking requirements. We do not currently have this information and it would need to be supplied by the contractor/engineer. The bottom line is it appears they will be permitted a low-profile sign. Lauren will continue to work with the contractor on this item. Also of note is that it may not be possible for them to replace the wall sign(including logo)as it previously existed as it appears to be in excess of what the ordinance permits. We have not been provided actual dimensions of the previous nor proposed wall sign, so it is difficult at this time to make that determination. I am working with Lauren on the other items Dave asked about and will get the information to you as soon as possible. As a side note had the CVB talked with us about their remodeling plans prior to initiating removal of many of these items we could have alerted them to the ordinance ramifications of some of the items they are asking about and perhaps could have avoided some of the challenges they are now facing. I understand that the man doing the renovation on the building has some issues that are costing the CVB more$than it should. While I am not in position to share the reason why the renovation needs to be temporary (2 or 3 years), I think that some renovation is justified. Here are the issues: 1. Awnings--Blue has been the color of the cloth awnings and they will be replaced with metal awnings because the wind kept tearing the cloth awnings. The report is that blue is not acceptable. 2. Outside coverings--A stucko has been planned. Now it is stated that a rock needs to be used instead. For the temporary nature, it seems that the extra expenses for rock is not justified. 3. Sign--The old sign came down with IKE. There is a 4 X 8 sign inside the door of the CVB that needs to be outside somewhere. Even if just outside on the building, it would be much better. It says that the CVB is open and doing business. Inside the door, it is almost useless until someone drives into the parking lot. Being the visitor center means that folks need to be able to find the building easily. I expect that some of these problems stem from a lack of understanding on the part of those who have been working with the city. It is hard to explain the temporary nature of the renovation without revealing the use planned for the building. We asked Oscar to go out there and tell them to stop facade work and contact planning. I talked to the contractor, Jeff Cantrell, this morning. They have demo'd the facade (they have a demo permit...who knew!?!) and are turning in building plans today to begin construction of the new facade. I informed him of the NRA requirements... unfortunately, now that the facade has been demo'd, it will need to come into full compliance.
