Since the project will be phased during the site planning process, note #3 may be removed because it no longer applies. Response: Note#3 has been removed from the plat. 2. Note #4 needs to be removed from the plat. All signage is permitted separately, and any construction will require a separate review. Response: Note#4 has been removed from the plat. 3. Please change the title of the document to state, "Final Plat of Fairfield Subdivision Lot 1, Block 1." This will replace, "Final Plat Lot 1, Block 1 Fairfield Subdivision." Thanks! Response: The title has been changed. 4. FYI...If dumpster screening is placed within an easement, please be aware that the property owner is responsible for replacement if the screening must be removed for utility maintenance or construction. Additionally, as part of the FM 2818 overpass project(starting early in 2009) there will be a 1-way westbound ramp (2,200') from the UPRR tracks to approximately 600' east of Holleman Drive along the north ROW. Also, there will be a raised median on FM 2818 from Holleman Drive east for approximately 4,700'. It would be recommended that access should be to Jones-Butler & Holleman Drive. Please show and dimension all existing and proposed easement, and show the volume and page number for each. Response:All existing easements have been shown, dimensioned and the volume and page number for each is shown. We will not be dedicating any proposed easements on this preliminary or final plat except for those surrounding the perimeter of the lot as requested by Electrical, so new easements that will be located within the lot have not been shown. We will dedicate those either by separate instrument easement or replat as we see which is easier. t A note needs to be added that references the 100 year floodplain. Response: A note has been added to clarify the location of the 100 year floodplain. a . Please extend and revise the vicinity map to show the near by city limit to the south of the property. Response: The vicinity map has been revised to show the nearby city limits line. Since this plat does not qualify for a minor plat because of either a proposed road to break block length or a variance request that must go to the Planning and Zoning Commission, please revise the City Planner Certificate to be the Approval of Commission Certificate. Response: We have changed those accordingly on the final plat. (8. Parkland dedication is determined at the time of building permits for multi-family units. Please inform staff of when and from what application the applicant is determining themselves vested for parkland dedication. Response: The first application for this property took place with the first application which would probably be the Preapplication Conference which took place on January 17, 2007. \a• Please show proposed and existing sidewalks. Response: Improvements are not usually shown on the final plat. Items such as waterlines, sidewalks, streets are usually just shown on the preliminary plat. We have not shown these on this final plat. 4Q. Please show the plat on a larger scale, if at all possible. Response: The plat has been increased in scale. 14 Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Response: Understood. 1"2: The construction documents and reports are still under review and may affect the plat. Response: Understood. 1'3. FYI... To avoid the need for a blanket easement. Please dedicate all easements that will be needed for the future development of the Exchange Apartments II. Response: We would prefer to dedicate a blanket easement and dedicate site specific easements once construction is complete. ENGINEERING COMMENTS NO. 1 4, 'Please increase the scale of the plat since it is difficult to read at the given scale. Response: We have increased the scale as requested. 2. Based on the 1"=100' scale, the given call lengths seem to be incorrect. Please revise. Response: We have revised the scale so it is now correct. 3. Lot corners should be labeled and tied to the City's horizontal control monument. Response: Corner control points are now clearly shown and described in a legend and the tie to the City's horizontal control system has been shown. 4. Please show and label all proposed PUEs. Response: We will only be dedicating proposed PUE's around the perimeter of the property. Those are shown as requested by the Electrical Department. We do have one concern and have noted that in the notes section on the preliminary and final plats. We already had planned a bus shelter and sign along Holleman Drive and those will be in the easement as requested by Electrical. The Electrical Department said they are willing to allow those two items in the easement if we will dedicate it. So we have added a note stating those items will be allowed to be constructed within the easement but still must obtain permits prior to construction. 5. Please label "Existing PUEs" as such, and provide recordation information for each. Response: All existing easements have been shown, dimensioned and the volume and page number for each is shown. We will not be dedicating any proposed easements on this preliminary or final plat except for those surrounding the perimeter of the lot as requested by Electrical, so new easements that will be located within the lot have not been shown. We will dedicate those either by separate instrument easement or replat as we see which is easier. 6. Our records indicate an existing 30-ft PUE (vol.729, Pg.373) along the western and northern property lines of your property. Please revise. Response: We have researched this easement and it does not affect our tract. 7. Please clearly show the limits of existing Holleman Dr., Jones-Butler Rd., and Harvey Mitchell Pkwy. Right-of-ways. Response: We have added dimension lines which should help identify both sides of the right-of-ways for each of these streets. 8. Please provide the right-of-way width of Harvey Mitchell Pkwy. along your property. Response: The right-of-way width of Harvey Mitchell Parkway has been dimensioned along our property line. 9. Please address previous comments regarding construction documents, along with the following additional construction document comments. Response: We will address all previous comments as instructed. ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines. Response: We will be dedicating a temporary blanket easement for construction purposes and a descriptive easement after construction. 2. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. Response: Understood our surveyor will locate all improvements upon completion of construction and prepare metes/bounds easements based upon those as-built conditions. 3. If applicable, the following easements will be required: ➢ A 20' PUE along Holleman Dr. > A 20' PUE along Harvey Mitchell Pkwy. ➢ A 20' PUE along Jones-Butler Rd. ➢ A 10' PUE along Northern property line. Response: As we discussed on the phone we will be providing the following on the final plat: • A 20' PUE along Holleman Dr. with exceptions written on the face of the plat regarding the sign and bus stop • A 15'PUE along Harvey Mitchell Pkwy. • A 20'PUE along Jones-Butler Rd. • A 7.5'PUE along the Northern property line GENERAL ELECTRICAL COMMENTS 1. This section of FM 2818 is shown as a freeway section on the thoroughfare plan. Given the tract configuration and the thoroughfares in the area, the Texas Department of Transportation (TxDOT) would not grant access from FM 2818 to construct a new driveway. Regarding the block length requirement on Jones-Butler, breaking up the block length at this location would create a cul-de-sac that would only serve the Fairfield development, therefore not serving the intended purpose of the block length requirement. Please include the following with the previous comments: 1)Sheet 11 -Our GIS system shows a 6-in waterline stubbed out across Jones-Butler to your property. The plans are indicating an existing 12-in. Please clarify and/or revise. 2)Sheet 11 -It is hard to see what is going on at the waterline tie in to the existing. Please provide a detail of that area. 3)Sheet 5-One of the callouts for the existing sanitary sewer line mentions an"Error In Survey"and provides"assumed" flowlines for the remainder of the line. Please clarify. 4)It seems that the profile for the 27-inch RCP from the detention pond to the existing storm sewer system is missing. Please revise drainage report as well to include this line. Regarding your questions from our meeting yesterday: *Comment 19-Disregard comment. As long as the silt fence is installed properly,we're fine with it. *Comment 30-The single tap on the main will be fine as long as the isolation valve is placed on the line after the service meter. Additionally,we ask that all public lines be at least 15-ft from all buildings. I have included my additional construction plan comments with the final plat comments you will be receiving tomorrow. I'm really sorry! I dont know how they got left out before. Please let me know if you have any questions.
