SUBJECT: FISH DADDY'S (SP) — Color Elevations
Staff reviewed the above-mentioned elevations and reply comments as requested. Below is a
list of staff review comments detailing items that need to be addressed.
Staff Review Comments:
1. No further comments regarding the building elevations.
2. Only 5 additional offsite parking spaces would be required for the use of the Fish
Daddy's Main Patio as an outdoor seating area. There have been 83 spaces provided
on site and 88 spaces would be required (5,282+438= 5,720/65 = 88 spaces).
3. The parking calculations listed for the Cheddar's restaurant differ from the approved site
plan. The approved site plan states that 117 spaces are required (7,575/65=117) while
129 spaces were provided. In either case, it does not appear that the outdoor patio area
was considered when calculating the required number of parking spaces. When
including the Cheddar's patio, the restaurant does not have extra parking spaces to
share in a parking agreement with Fish Daddy's. Unless resolved in some other
manner, the Main Patio in front of Fish Daddy's cannot be utilized for outdoor seating.

Staff reviewed the above-mentioned elevations as requested. Below is a list of staff review
comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
One (1) revised set of color building elevations
Staff Review Comments:
1. The Non-residential Architecture Standards (UDO Section 7.9) limit the amount of
Stucco/EIFS, etc to 75% on a façade. Please revise the North elevation to fit this
limitation.
2. In the revised building permit application (submitted back in February but not yet
approved), the main patio area in front of the South elevation illustrates outdoor seating.
As per General Site Plan Note 5 on the approved site plan, if any outdoor seating is
added, additional parking will be required. Please account for this.

PLANNING
Please be aware that a portion of the building and the dumpster enclosure are being shown
in the existing 15-foot PUE. The building and dumpster enclosure will need to shifted or the
easement must be abandoned. Structures, including dumpster enclosures are not permitted
in any easements.
4. An easement abandonment application and all supporting documents will need to be
submitted to for processing to be placed on a City Council agenda for approval.
/i. An easement dedication sheet will also need to be submitted with all supporting documents.
(0. Please be aware that staff review comments#2&3 above will need to be fully addressed prior
to site plan approval. (The abandonment cannot be approved until the electric lines are
relocated and a replacement PUE dedicated. As submitted, the Site Plan cannot be
approved until PUE is abandoned.)
(5. Please show the nearest existing fire hydrant for this site, if it is not located on this site then
please show the distance and direction of the nearest hydrant.
(6. Please identify the water meter on the site plan.
7. Under the General Site Notes on the site plan, #3 states:"all existing parking spaces are 9'x8'

"Please adjust to 9'x18'.
The dumpster opening only appears to be 10-feet. Sanitation needs at least a 12-foot clear
opening to access the dumpster. Please adjust accordingly.
,/9. The interior parking island along University Drive does not currently exist. Please identify this
as proposed on the site plan.
y.10. Please provide a note on the site plan stating: "That in the event that seating is added to any
outside portion of this building, additional parking will be required and a new parking plan will
need to be provided for review".

Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.

existing shrubs (height & species) on the landscape plan with points accrued. (Possibly
bubble the proposed plantings). It appears from a site visit that what is being shown as

(Due to the lack of information submitted staff could not provide a comprehensive review.) Below is a list of
comments from a cursory review from Staff with the information that was turned in. (Please be aware the
following comments would not be required if the site was not being altered. If the building was the only thing
being changed then the Non-Residential Architectural Standards would be the only requirement)
PLANNING
1. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from
view or isolated so as not to be visible from any public right-of-way or residential district within 150' of
the subject lot,measured from a point five feet above grade. Such screening shall be coordinated with the
building architecture and scale to maintain a unified appearance.
2. This project does involve site changes, therefore will be required to turn in a site plan application for
review of the site, landscape and elevations of the proposed building. (Application faxed to Michael
Twichell 6/21/06).
3. Parking for a restaurant without a drive through is 1/65., with 5,590 square feet this will require 86
parking spaces. Currently this site would not meet the parking requirements. Please provide a parking
legend on the site plan. (Parking required and parking provided)
4. Please show all existing and proposed utilities.
5. Please show all existing and proposed P.U.E's.
6. Please provide curbing and parking detail for revised parking areas.
7. Please provide a dumpster detail on the site plan. Dumpster pads are required to be a minimum of
12'x12'. Please be aware that if bollards are being placed in the dumpster enclosure they are required to
have 12-feet of clearance on the width and depth. (Gates are required)
8. Please provide colored elevations with a legend providing colors, materials and percentages of materials
for each facade per Section 7.9 Non-Residential Architectural Standards.
9. The correct zoning for the subject property is C-1 General Commercial located in the 0-V Corridor
Overlay District. Please provide the correct zoning on the site plan.
10. Please provide building setbacks.
11. A 180 square foot end island is required at the end of every parking row. It appears that the parking
space next the dumptser is not 180-square feet.
12. What is being proposed next to the dumpster
13. The drive going into the shopping center is not Glenhaven Drive, it is a private drive. Please remove
Glenhaven.
14. There is a transformer where the dumpster is being proposed. Are there plans to relocated the
transformer?
LANDSCAPING/ST REET SCAPING/BUFFER
15. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a
perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback,rights-
of-way,and adjacent property disturbed during construction.

provide existing landscape information along with all new landscaping.
17. All plantings must be irrigated.

Back Flow Device, or a Double-Check Back Flow Device,and installed as per City Ordinance 2394.

6. If conduit does not exist at designated transformer,developer to furnish and install conduit

1. Please put all easements back on the site plan.
2. Cleary note on the site plan that the existing 15-foot Public Utility Easement where the existing
electrical runs through the property and a portion of the proposed building is to be removed and
electrical is to be relocated prior to Certificate of Occupancy.
3. Please clearly depict on the site plan where the relocation of the 15-foot Public Utility Easement
and electrical will be relocated too.
4. Please be aware that the relocation of the electrical and PUE's will be required prior to
Certificate of Occupancy.
5. The parking legend should reflect the gross square footage (5,282).
6. Please reflect (18) number of parking spaces along University Drive. This parking legend should
reflect 83 parking spaces provided.
7. On the landscape plan under "existing landscape" the legend reflects "10 - 5 gallon DWF. Wax
Myrtle valued at 10 points for a total of 130 points" Please adjust the total points as 100.
8. Under new landscape the legend reflects the 1-gallon Daylilly & Bermuda as 10 points a piece,
however the total points are correct. Please adjust the individual point value as 1 point a piece.
