You are correct; a blanket easement does still exist on the entirety of Lot 1. Sotty for the confusion. 2. Both pages are titled "Site Plan (1 of 2). 3. Please provide the curb/pavement detail on the site plan. 4. I believe that the WPC dedication area was dedicated to the COCS, is this not the case? 5. The bus stop was not approved with phase 1, but is currently under review as a PIP application. 6. The minimum interior island size is 180 square feet. The minimum exterior island size is also 180 square feet. In any case where two end islands are required (ie: where two parking rows meet at a corner), their minimum square footage is required to be 360 square feet. 7. Please label the height of the clubhouse on the site plan (I think that one of the items labeled "pool" on the phase 2 plan is actually the clubhouse?). 8. In regards to note 12, it is understood that all site improvements within the phase will need to be complete prior to the issuance of the first C.O. (ie: flat work complete, landscape bonded, etc.). In addition, no units will be CO'd that would require residents to drive through an active construction site (as the way Phase I was done). Please contact me if you or the contractor wish to discuss this further. 9. Has site area for pool / clubhouse area been included in landscape calculation? It is blacked out on the plan (I do see the second page detailing the plantings). 10. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Please correct the ownership of the WPC park area on sheet 1 of 2. 2. As the clubhouse height is indicated on the site plan (32'-5"), it necessitates an aerial access way within 15 to 30 feet of the building. The building plans submitted to the City show an elevation with a maximum building height of approximately 30'-9". Please either correct the height or provide the aerial access way. 3. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Reviewed by: Lindsay Kramer Date: November 19, 2008 STAFF REVIEW COMMENTS NO. 1 Project: RIVER OAKS TOWNHOMES PH 2 (SDSP) — 08-00500214 PLANNING 1. Sheet 01 and Sheet 02 are not both needed. One site plan with all of the needed information will suffice. If a second sheet of the site plan is needed, please indicate that the site plan is two pages (ie: page 1 of 2). Since some of the information was provided on only one of the sheets, you may have addressed some of the following comments on one of the sheets, but not the other. 2. Will all of the structures shown be constructed in a single phase or will individual buildings be built and be ready to occupy before others on site are completed? Does the site need to be further phased? 3. The improvements shown for phase III need to be part of this site plan (ie: dimensioned, square foot, etc.) 4. There are symbols used throughout the site that are not defined. A legend may help clarify. 5. Please include the address, location and legal description of the property in the title block. 6. Please also include the total site area in the title block. 7. Please update the site plan to include all new information about the property and surrounding properties. The property owners and the platting status have changed for some of the surrounding properties. 8. Please show the R.O.W. as it exists. The "existing" and "proposed" R.O.W. lines are no longer valid since the property was dedicated with the plat. 9. Please include the proposed curb and pavement detail. 10. Please include the volume and page of all filed easements (the v/p of the plat, if dedicated by plat). 11. Please label all easements widths and types (ie: 20' Public Drainage and Access Easement). 12. Please provide all water, sewer, and irrigation meter and transformer locations on the site plan. 13. Since dumpster enclosures are planned in Public Utility Easements, please provide the following note on the site plan: Because the dumpster screens are located within utility easements, the property owner will be responsible for the replacement of the screens if it becomes necessary to remove them for utility construction and/or maintenance. 14. Please indicate the overall height of the buildings. 15. The space provided at the ends of both parking areas do not meet the minimum turning radius requirements for our fire engines. 16. Please relocate all FDCs to the fire lane side of the building. 17. Please indicate the material to be used at the far east edge of the property (looks like brick pavers). This should meet the 26' fire lane requirement in order to access the entire structure. 18. Is it possible to move the proposed fire hydrant (located on the western end of the eastern part of phase II), to the end island on the eastern edge? 19. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Jennifer Prochazka Date: October 6, 2008 LANDSCAPING/STREETSCAPING/BUFFER 1. The landscape plan should be phased in the same manner that the site plan is phased. Each phase should meet all requirements by itself. The landscape points and plant numbers have been provided for the site as a whole, but the first phase has been blacked out—cannot verify accuracy. 2. Please provide a note addressing proposed irrigation. 3. The following are additional elements required to be on a landscape plan: existing property lines and dimensions of the tract, topographic information and final grading, location and dimensions of all site features and structures, the location of existing and proposed utilities and easements, indication of adjacent land uses and roadways, an irrigation system plan or note addressing irrigation. 4. Are existing trees proposed to remain in this phase? If so, please provide tree barricade details. 5. All above ground utilities (including transformers) need to be screened. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING COMMENTS NO. 1 1. Show locations of construction ingress/egress. You may need to rework existing locations. Any inlets in path of construction access will need protection. 2. Clearly indicate that storm sewer is private. 3. Reviewed by: Wally Urrutia Date: September 24, 2008 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes. 2. Developer provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights). 3. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to: gmartinez(cr)cstx.qov. 9. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 40 weeks. 10. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 11.
