Please update the preliminary plat to reflect this. All easements should be labeled with a v/p if existing. 2. Birkdale Drive should be shown as completed with this phase. The preliminary plat currently shows the portion past Pablo Creek Drive as a "future extension." Please correct. As stated in each previous review, Birkdale should be continued along the full length of lot 107. 3. Note: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. It appears that the floodplain delineation on Lot 104 is actually floodway, and the floodplain limits extend further into the property. 2. You will need to clearly note on the plat that no modification of floodway is allowed including fill, landscaping, or fencing. 3. Because rear lot PUE crosses floodway, indicate that underground utilities will need to be installed by bore. Thank you for providing the zoning boundaries on the preliminary plat; however what you have shown is not consistent with the official zoning map. Ordinance 2752, which rezoned this area from A-O to R-1 did not include all of the subject property. 2. All of the property shown in the Phase 9 Master Preliminary Plat needs to be included in this phase. If you choose to rephase, the entire property owned by Mr. Young needs to be included in a master plan. 3. As a reminder, the following information was asked for on the first review: In reference to note #4, how many lots have been final platted? 4. Metes and bounds provided do not close. Reviewed by: Jennifer Prochazka Date: September 29, 2008 ENGINEERING COMMENTS NO. 2 1. Until there is a floodway determined for AC-1, no fill will be allowed in the floodplain. Since the City of College Station cannot monitor fill placement on an individual homeowner's property once developed, please remove the floodplain from the encroached lots or establish a conservation easement or buffer to cover the floodplain. The associated notation will need to indicate that no fill can be placed in these areas. 2. Since the City of College Station does not issue permits for fencing unless over 8' in height, the note on the plat about fencing should state that no construction or fencing shall impede, constrict or block the flow of water in any easement or natural drainage course including floodplain areas. 3. PUEs are required along the rear of all lots. You will need to submit a variance request; however, it appears that the PUE might be needed for electric. 4. Offsite PUE required for storm sewer outfall between Lots 97 and 98. 5. As shown, the continuation of 10' PUE for sanitary sewer line is warranted offsite from Lot 106 along Pablo Creek Drive to intersection with Birkdale Drive. Please provide the zoning boundary on the plat. 3. Birkdale should be continued along Lot 107. The extension of the thoroughfare is required as the adjacent property is developing. 4. Is the property to the east master planned? How and when will Birkdale be extended across the floodplain, in compliance with the Thoroughfare Plan? 5. Please better delineate the edge of Phase 9G. It seems that there is a left over "no man's land" between this phase and Phase 9G. This area should be incorporated into this preliminary plat. 6. In reference to note 4, how many lots have now been final platted? 7. If easements are existing, please provide volume and page (of the plat, if dedicated by plat). How will you ensure there will be no fill on Lot 104, blocking or redirecting flow of Tributary AC-1 to Alum Creek? 4. What provisions have you made for fencing requirements on property lines in the floodplain? 5. 4" water main cannot extend longer than 500 feet without looping. 6. Delineation of proposed sidewalks is not clear on Preliminary Plat. Reviewed by: Carol Cotter Date: September 12, 2008 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. All easements on site are existing. Electric facilities will be designed within existing easements. 2. Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights). 3. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. 4. If applicable, the following easements will be required: v Additional 10' Easement along the the rear property line of lots 94, 95, 96, and 97 of block 25. Easements will be needed for streetlights. The location of these easements are yet to be determined. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to bread@cstx.gov. 9. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 40 weeks. 10. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 11.
