ENGINEERING: COMMENT#1: Please show limits of floodway and floodplain. It appears that the floodplain delineation on Lot 104 is actually floodway, and the floodplain limits extend further into the property. ACTION: See revised preliminary plat. COMMENT #2: You will need to clearly note on the plat that no modification of floodway is allowed including fill, landscaping or fencing. ACTION: See general note 11 on revised preliminary plat. COMMENT #3: Because rear lot PUE crosses floodway, indicate that underground utilities will need to be installed by bore. ACTION: See revised preliminary plat. PLANNING: COMMENT #1: Since the last review in 2008, Phases 9G and 9H have been filed for record. Please update the preliminary plat to reflect this. All easements should be labeled with a v/p if existing. ACTION: See revised preliminary plat. COMMENT #2: Birkdale Drive should be shown as completed with this phase. The preliminary plat currently shows the portion past Pablo Creek drive as a "future extension". Please correct. As stated in previous reviews, Birkdale should be continued along the full length of Lot 107. ACTION: See revised preliminary plat. ENGINEERING: COMMENT#1: Until there is a floodway established for AC-1, no fill will be allowed in the floodplain. Since the City of College Station cannot monitor fill placement on private property once develop, please remove the floodplain from the encroached lots or establish a conservation easement or buffer to cover the floodplain. The associated notation will need to indicate that no fill can be placed in these areas. ACTION: The revised floodplain lines shown on the preliminary plat reflect the new floodplain lines established by the revised digital FEMA maps. The amount of floodplain on the proposed lots has been reduced and a floodway is established with the new maps. Therefore we have not put an easement or buffer on the lots that back up to the creek. COMMENT#2: Since the City of College Station does not issue permits for fencing unless over 8' in height, the note on the plat about fencing should state that no construction or fencing shall impede, constrict or block the flow of water in any easement or natural drainage course including floodplain areas. ACTION: See revised preliminary plat. COMMENT #3: PUEs are required along the rear of all lots. ACTION: See revised plat. COMMENT#4: Offsite PUE required for storm sewer outfall between lots 97 and 98. ACTION: See revised plat. COMMENT#5: As shown, the continuation of 10' PUE for sanitary sewer line is warranted offsite from Lot 106 along Pablo Creek Drive to intersection with Birkdale Drive. ACTION: See revised preliminary plat. ACTION: See revised preliminary plat. COMMENT#3: How will you ensure there will be no fill on Lot 104, blocking or redirecting flow of Tributary AC-1? ACTION: A note will be added to the plans and final plat describing that no work is to be performed in the floodplain. ACTION: Due to the uncertainty of the exact location of Birkdale Drive in relation with the \.l future development on the west side of the creek, the owner prefers not to extend \&V it at this time. We have removed Lot 107 from this preliminary plat. V, COMMENT#4: Is the property to the east master planned? How and when will Birkdale be extended across the floodplain, in compliance with the Thoroughfare Plan? ACTION: The property across the floodplain is master planned as single family residences. However, the current land use plan shows this are to be Industrial R&D. The owner does not believe there is a sufficient market at this time to support Industrial R&D sales of the property, and cannot extend the road until either the market changes or the property is allowed to be rezoned to residential. COMMENT#5: Please better delineate the edge of Phase 9G. It seems that there is a left over "no man's land" between this phase and Phase 9G. This area should be incorporated into this phase.
