According to the Unified Development Ordinance Section 3.15, the Administrator has the authority to authorize adjustment of up to 10 percent from any numerical zoning standard set forth in Articles 5, 6, or 7 of the Unified Development Ordinance. Based on the requirements within the Bryan College Station Unified Code 2008, Gessner Engineering utilized the Rational Method to conduct a comparison study on the existing and proposed drainage. The design was based on a 100 year frequency with an intensity of 8.14 inches per hour. A runoff coefficient used for impervious areas was 0.90 and 0.15 for grass or landscape areas. Based on final calculations comparing the proposed site to the existing, the proposed construction will not increase the impervious area. The proposed construction shall be a two story brick veneer structure with a footprint of approximately 10,600 square foot. The proposed site shall provide seventy-nine parking spaces, bicycle storage, sidewalks, and landscape islands. The existing three story Gessner brick veneer sorority house demolished had only a footprint of approximately 5,200 square foot. The typical wood framed structure supported on a slab-on- grade with drilled piers foundation will have approximately 20,525 square feet. The proposed sorority house will have a sprinkler system built in. With the proposed construction type and square footage, Table B 105.1 found in the appendix B of the International Fire Code estimates the fire flow to be 3,750 gallons per minute. Table C 105.1 of the International Fire Code states this type of flow requires four (4) fire hydrants. The fire flow test information provided to Gessner Engineering in regards to the fire hydrants adjacent to the proposed Zeta Tau Alpha Sorority House can be found in the table below, Table One. The fire hydrants are located at 1501 Athens, at the southeast corner of the Gessner property, and 1000 Bayou Woods, across Munson on the northeast section of the property. Based on the information of the City of College Station GIS system, the easement located within the property of 1403 Athens Drive is referenced on Volume 352 page 291. Gessner Engineering found this volume and page number to address the First Baptist Church of College Station on the plat of Parkway Plaza, Phase II. After additional research, the plat for the Greek Village-Correction Plat was found on Volume 408 page 815. This plat did not show an easement within the property of 1403 Athens Drive. Within the same Greek area, Gessner Engineering found the plat for the Greek Village under the same volume, Volume 408 page 241, to show a drainage Gessner easement and utility easement. Therefore, it is under the assumption of Gessner Engineering that this easement on 1403 Athens Drive is no Engineering longer an active easement. 1712 Southwest Pkwy Gessner Engineering also requested information from the Brazos Suite 105 County Appraisal District to confirm this assumption. All information provided to Gessner Engineering however, did not confirm the location College Station,Texas 77840 of the site easements. Unfortunately, the existing plats did not show Po.Box 10763,77842-0763 the easement locations. However, on the proposed site plan the FDC location is slightly over the 150 feet requirement. We had a meeting with Jerry Duffey on September 8, 2008 at 2 pm to discuss fire service to the building and he said that that FDC distance would be acceptable and we would not be required to modify the location in order to meet the 150' distance requirement. He also directed us with the location of the 36' wide fire lane and the layout for the rest of the fire lane on the site.
