Dear Ms. Hill:
This letter is to inform you that the above referenced property has been denied an administrative
adjustment of six(6) parking spaces.
According to the Unified Development Ordinance Section 3.15, the Administrator has the authority to
authorize adjustment of up to 10 percent from any numerical zoning standard set forth in Articles 5, 6,
or 7 of the Unified Development Ordinance. To approve the application for an administrative
adjustment, the Administrator shall make an affirmative finding that specific criteria, as outlined in
Section 3.15.E of the Unified Development Ordinance, have been met.
The Administrator has found that:
Granting the adjustment will materially or adversely affect adjacent land uses or the physical
character of uses in the immediate vicinity of the proposed development because it will result in a
continuation of excessive on-street parking on local residential streets and reducing the ability for
residents on that street to utilize parking in close proximity to their home; and
Granting the adjustment will not be generally consistent with the purposes and intent of this UDO,
specifically, Article 7, Section 2A to eliminate the occurrence of non-resident on-street parking in
adjoining neighborhoods.
Appeals of a denial of an administrative adjustment may be made to the Zoning Board of
Adjustments (ZBA). An appeal must be made within 30 days of the date of this letter. The next
available meeting of the Board is November 11"'. An application must be made by October 6"' in
order to be placed on the November 11th agenda.

Dear Ms. Bridges:
Gessner Engineering was requested to conduct a drainage study for the
proposed Zeta Tau Alpha Sorority house located in College Station, Texas.
Based on the requirements within the Bryan College Station Unified Code 2008,
Gessner Engineering utilized the Rational Method to conduct a comparison study
on the existing and proposed drainage. The design was based on a 100 year
frequency with an intensity of 8.14 inches per hour. A runoff coefficient used for
impervious areas was 0.90 and 0.15 for grass or landscape areas.
Based on final calculations comparing the proposed site to the
existing, the proposed construction will not increase the impervious
area. The proposed construction shall be a two story brick veneer
structure with a footprint of approximately 10,600 square foot. The
proposed site shall provide seventy-nine parking spaces, bicycle
storage, sidewalks, and landscape islands. The existing three story Gessner
brick veneer sorority house demolished had only a footprint of
approximately 5,200 square foot. The existing site provided Engineering
approximately only seventy-six parking space, sidewalks, and

Considering the surrounding existing drainage and the minimal
elevation drop across the site, Gessner Engineering choose to utilize College Station,Texas 77840
an alternative parking system, Grasspave2, in multiple locations. This Po.Box 10763,77842-0763
parking was utilized in areas that were anticipated to be used only
once a week for meetings and other full sorority events. This would 979.680.8840
decrease the impervious area on the site and will decrease the existing

approximately 0.73 cubic feet per second (cfs) as presented in the

Re: Delta Zeta House landscape plan revisions
We are submitting the attached revisions to the Delta Zeta House landscape plan previously
reviewed&approved for compliance on 10-15-2008.
Changes made are as follows (reference clouded areas on attached plan):
1) At the front of the building on Athens Dr., (4) Italian Cypress trees are being
substituted for(4)Crape Myrtles.
2) At the front of the building on Athens Dr., (2)Crape Myrtles are being deleted.
These changes are being made in order for the landscaping to better compliment the
architecture of the building. The Italian Cypress trees will be more in scale with height of the
building than the originally proposed crape myrtles. Deleting the (2)crape myrtles from the
front walk will keep open the view of the grand columns and second story porch and railing.

Dear Ms. Bridges:
Based on the descriptions provided in the International Building Code, the
proposed Zeta Tau Alpha Sorority House will be constructed as a Type VA
structural frame. The typical wood framed structure supported on a slab-on-
grade with drilled piers foundation will have approximately 20,525 square feet.
The proposed sorority house will have a sprinkler system built in.
With the proposed construction type and square footage, Table B 105.1 found in
the appendix B of the International Fire Code estimates the fire flow to be 3,750
gallons per minute. Table C 105.1 of the International Fire Code states this type
of flow requires four (4) fire hydrants.
The fire flow test information provided to Gessner Engineering in
regards to the fire hydrants adjacent to the proposed Zeta Tau Alpha
Sorority House can be found in the table below, Table One. The fire
hydrants are located at 1501 Athens, at the southeast corner of the Gessner
property, and 1000 Bayou Woods, across Munson on the northeast

Dear Ms. Boyer:
Gessner Engineering was requested to provide proof that the existing easement
shown on the City of College Station GIS system within the middle of the
proposed Zeta Tau Alpha Sorority site is an abandoned easement.
Based on the information of the City of College Station GIS system, the
easement located within the property of 1403 Athens Drive is referenced on
Volume 352 page 291. Gessner Engineering found this volume and page
number to address the First Baptist Church of College Station on the plat of
Parkway Plaza, Phase II.
After additional research, the plat for the Greek Village-Correction Plat
was found on Volume 408 page 815. This plat did not show an
easement within the property of 1403 Athens Drive. Within the same
Greek area, Gessner Engineering found the plat for the Greek Village
under the same volume, Volume 408 page 241, to show a drainage Gessner
easement and utility easement. Therefore, it is under the assumption
of Gessner Engineering that this easement on 1403 Athens Drive is no Engineering
longer an active easement.

Gessner Engineering also requested information from the Brazos Suite 105
County Appraisal District to confirm this assumption. All information
provided to Gessner Engineering however, did not confirm the location College Station,Texas 77840
of the site easements. Unfortunately, the existing plats did not show Po.Box 10763,77842-0763
the easement locations. Therefore, based on the most recent plat

information.

Dear Ms. Bridges:
Gessner Engineering understands the FDC is required within 150 feet of the fire
hydrant. However, on the proposed site plan the FDC location is slightly over the
150 feet requirement. We had a meeting with Jerry Duffey on September 8,
2008 at 2 pm to discuss fire service to the building and he said that that FDC
distance would be acceptable and we would not be required to modify the
location in order to meet the 150' distance requirement. He also directed us with
the location of the 36' wide fire lane and the layout for the rest of the fire lane on
the site.
