Item Summary: This item is for consideration of a site plan for a commercial parking lot in
Northgate behind Potbellies and Starbucks and a parking variance.
The newly adopted Northgate Ordinance came into effect March of 2006. With this being tied to
the original permit for facade changes this parking lot site plan is considered grandfathered
under the old Northgate Ordinance and is being reviewed under this Ordinance.
Item Background: The current parking lot is a gravel lot that was previously legally non-
conforming. In January 2006, fagade changes for Potbellies and Starbucks came before the
board, and as part of the changes, additional dumpsters would be required. Currently there is an
existing single dumpster on an unimproved surface. In order to accommodate the additional
dumpster, the parking lot is required to be reconfigured, and therefore brought up to code —
including paving for sanitation access and dumpster screening.
At this time, Potbellies is operating under a Temporary Certificate of Occupancy until this issue
is resolved.
The applicant is proposing a site plan for a new parking lot that will accommodate the dumpster,
paving, details of enclosure, landscaping/streetscape, parking islands and parking
requirements. The Design Review Board has the authority to grant variances to off-street
parking requirements set forth in Section 7.2 of the U. D. O. This parking lot serves several
businesses in this block of the Northgate District. It would be physically impossible to meet the
parking requirements set forth in Section 7.2 of the U.D.O. (1 parking space per 65 -square
feet).
Administrator Recommendations: If the Design Review Board grants the parking variance,
Staff is recommending approval of the site/landscape plan as submitted. They are meeting all
ordinance requirements set forth in Unified Development Ordinance Section 5.6 (Ordinance No.
2663 dated September 9, 2003) as well as the College Station Design Guidelines and the 1998
Northgate Guidelines.
