The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. This item has been rescheduled for the April 13, 2007 Design Review Board meeting at 11:00 a.m. Please address the comments and submit the following information by Monday March 26th at 10:00 am for further staff review: Seven (7) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached (one set will be returned to you, please submit additional copies if you want more than one approved set) Two (2) revised site plans One (1) landscaping plan One (1) 11x17 grading and erosion control plan Ten (10) 11x17 site and landscape plans If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Attachments: Staff review comments Case file #06-00500166 STAFF REVIEW COMMENTS NO. 2 Project: POTBELLIES/STARBUCKS (SP) - 06-00500166 PLANNING 1. Page 18 in the Northgate Design Guidelines where it talks about sidewalks, it states "All sidewalks in Northgate should be constructed with brick pavers where feasible". It does not appear that any brick pavers are being proposed. Staff will be recommending this as one of the conditions for approval to the Design Review Board. U; 2. The two parking spaces that parallel Lodge Street will need to be screened with three foot shrubs. a,3. The Northgate Guidelines state "that dumpsters shall be screened with 8 -feet in height fences and also screened with surrounding landscaping. Staff would recommend that additional trees or very tall shrubs be installed around the dumpster screening wall. 4. The Northgate Guidelines state "Where wood is used, it should be coated with a water sealant". Please not this on the plans that it is a requirement. »/5. Please be aware that there must be a 24 -foot clearance inside the bollards on the dumpster enclosure. 6. Please provide a detail of the fence that is being proposed (must be 8 -feet in height). ,/1. It appears that the dumpster pad and fence will be constructed over an existing underground electrical line. Please note on the site plan that; `7n the event that the electrical lines need to be dug up for any reason, the property is 100% responsible for the replacement of the dumpster pad and fencing". ,`8. On the application a parking variance is being requested. A letter will need submitted; stating the reasons why you feel the parking variance is justified. P STAFF REVIEW COMMENTS NO. 1 Project: POTBELLIES/STARBUCKS (SP) — 06-00500166 PLANNING 1. Provide a general note that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 2. Please fill out and turn in the appropriate application (Design District Site Plan review Application) An additional $200.00 Special District Review Fee will need to be submitted with this application. 3. Please provide a key map on the site plan. 4. Please provide the site plan to an engineering scale and identify what the scale is supposed to be on the site and landscaping plans. 5. Please provide current ownership and zoning of the subject property on the site plan. 6. Please identify all existing and proposed sidewalks depicting the widths. Please show all proposed sidewalks in accordance with Page 18 of the Northgate Design Guidelines. (Sidewalks placed against the curb, the width should be six feet) If you swap the six foot green space/streetscape and the sidewalk, then the side walk is allowed to be four feet. 7. Please show all utility easements and identify what utilities are in them, noting sizes. 8. Please show existing meter locations. 9. Please provide building setbacks on the site plan. 10. Please provide a parking legend showing parking spaces provided. 11. Please provide drive isle width. 12. All dumpster must be screened from all rights -of -ways. Gates will be required on all proposed dumpster enclosures. 13. The single dumpster location at the corner of Patricia and Lodge does not appear to be meeting the radius requirements for the sanitation trucks to be able to access the enclosure. 14. Please provide a dumpster detail for the dumpster enclosures 15. Please provide a pavement and curb detail. 16. All paved areas are required to be curbed with a 6 -inch curb. 17. Section 7.2.9.D End Islands requires that 180 square foot island be placed at the end of every parking row. Please provide a note on the landscape plan that an irrigation plan is required to be submitted for review, approval and installation prior to Certificate of Occupancy. • All screening shrubs are required to be 3 -feet in height at planting stage and must be an evergreen species. Irrigation system must be protected by a Pressure Vacuum Breaker or a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 2. All Back Flow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING COMMENTS NO. 1 1. Please identify all existing public infrastructure. There appears to be a 6 -in public sanitary sewer main and manhole located within this proposed parking area. There also appears to be a 2 -in public water main within this proposed parking area. Please locate and identify the end treatment for this public water main. 2. Please identify all existing easements. 3. Please identify the location and size of the proposed irrigation meter. The meter must be located within a public easement. The irrigation meter must also include a back flow preventer. 4. Please submit grading and erosion control plan. 5. Will the parking lot be marked as fire lane, as to be used for an emergency vehicle hammer head turnaround? 6. Please provide a detailed paving plan. The parking lot should be built of concrete or asphalt, and be structurally sound to carry sanitation vehicles. 7. Please provide detail for the sidewalks, driveway apron, etc. Or provide a copy of the BSC Unified Construction Document detail. Attachments: Staff review comments Case file #06-00500166 AGENDA ITEM NO. 4: Presentation, possible action and discussion on a site plan for a commercial parking lot, located at 400 University Drive (JR 06-500166). Jennifer Reeves presented the staff report stating that the applicant is proposing a site plan for a new parking lot in Northgate behind Starbucks and Potbellies. The new parking lot will accommodate the dumpster, details of enclosure, land scaping/streetscape, parking islands and parking requirements. Also, the applicant is requesting a parking variance to the off-street parking requirements set forth in Section 7.2 of the Unified Development Ordinance. Nancy Sawtelle motioned for approval of the parking variance. Hunter Goodwin seconded the motion; which passed unopposed (4-0). Nancy Sawtelle motioned for approval of the site plan as submitted.
