These comments along with our comments in italics are below. PLANNING 1) Please provide retaining wall details. The retaining wall will be required to be screened or treated to replicate stone or wood. In addition a building permit will be required. Details regarding the retaining wall shall be provided under a separate cover. 2) The spacing/throat length of the parking lot off the alley way does not appear to be adequate. Please contact Joe Guerra for any questions. After conversations with Joe Guerra, and based on the City of College Station's Unified Development Ordinance (UDO) as shown within Article 7, Section 7.3.C.7 (Geometric Design of Driveway Access), there is not a minimum throat length for driveways entering residential roadways. The UDO states minimum throat lengths for collectors, minor arterials, and major arterials; however, it does not specify throat lengths for residential roadways. We have passed Mr. Guerra's concern on to the Owner. 3) A fence will be required at the edge of the pool/retaining wall. An ornamental wrought iron fence around the edge of the pool/retaining wall has been added to the site plan. 4) Please show the proposed gate and its movement off the alley way. Please provide a fire turning radii detail for this location. The proposed gate along with its movement has been shown on the site plan. The gate will be an emergency entrance/exit gate with a Knox box. Also, provided as a separate attachment, you will find a detail depicting the fire truck turning template as shown within the B/CS design guidelines around the curve in question. 5) The sand volleyball court that appears to be on site is not shown on the site plan, please revise. The site plan has been revised to show the sand volleyball court. Also added to the site plan and bubbled is the sidewalk that leads from the clubhouse to the sand volleyball court. 6) There does not appear to be adequate space for the roll off containers to be placed at the edge of the alley way. On December 11, 2008 a representative for the Wellborn Special Utility District, Steven Cast, performed a fire flow test on the water system in the Kyle View Estates Subdivision in accordance with NFPA Standard 291. The test was also witnessed by 2 Graduate Engineers from Bleyl & Associates. The amenity area consists of Block 1 and Lot 2, Block 2 being a total of 1.761 acres (76,709 sqft). The drainage report reflects these 2 lots as falling into the following Drainage Areas (DA): DA 16A, DA 18 and DA 18A. The composite runoff coefficients used for the associated drainage areas are as follows: DA Area "c" DA16A 2.38 0.81 DA18 1.26 0.56 DA18A 0.94 0.76 The composite"c"factor for these drainage areas calculates to 0.73. The actual composite "c" for the amenity area is less than the assumed composite "c" for the same area meaning that the Drainage Report is more conservative. Table c-2 of the Unified Stormwater Guidelines lists 0.65 as the appropriate "c"factor for multi-family, commercial and industrial lots. We had met with CoCS Fire at the onset of this project and had their verbal approval on our approach. I spoke with Steve Smith this morning(1/15) to once again verify their requirements. We are providing 3 fire hydrants where less the lay length along the road is less than 300' All corners of the building are within a 150'radius of the proposed building.
