RE: Kyle View Estates (SP)—Site Plan
Below is a listing of the comments received June 1, 2009 regarding the site plan for the referenced
project. These comments along with our comments in italics are below.
PLANNING
1) Please provide retaining wall details. The retaining wall will be required to be screened
or treated to replicate stone or wood. In addition a building permit will be required.
Details regarding the retaining wall shall be provided under a separate cover.
2) The spacing/throat length of the parking lot off the alley way does not appear to be
adequate. Please contact Joe Guerra for any questions. After conversations with Joe
Guerra, and based on the City of College Station's Unified Development Ordinance
(UDO) as shown within Article 7, Section 7.3.C.7 (Geometric Design of Driveway
Access), there is not a minimum throat length for driveways entering residential
roadways. The UDO states minimum throat lengths for collectors, minor arterials, and
major arterials; however, it does not specify throat lengths for residential roadways. We
have passed Mr. Guerra's concern on to the Owner.
3) A fence will be required at the edge of the pool/retaining wall. An ornamental wrought
iron fence around the edge of the pool/retaining wall has been added to the site plan.
4) Please show the proposed gate and its movement off the alley way. Please provide a
fire turning radii detail for this location. The proposed gate along with its movement has
been shown on the site plan. The gate will be an emergency entrance/exit gate with a
Knox box. Also, provided as a separate attachment, you will find a detail depicting the
fire truck turning template as shown within the B/CS design guidelines around the curve
in question.
5) The sand volleyball court that appears to be on site is not shown on the site plan, please
revise. The site plan has been revised to show the sand volleyball court. Also added to
the site plan and bubbled is the sidewalk that leads from the clubhouse to the sand
volleyball court.
6) There does not appear to be adequate space for the roll off containers to be placed at
the edge of the alley way. Please confirm. The containers can be positioned on the slab //��,,

without extending into the alley way, so we believe that the space provided for the
containers is sufficient.
7) Please note that any changes made to the plans that have not been requested by the
City of College Station must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review. The only additional item that has been
added to the site plan that was not requested by the City of College Station was the
additional sidewalk that has been built and leads from the clubhouse to the sand
volleyball court. This item has been bubbled accordingly.

Re: Fire Flow for the Kyle View Estates Community Amenity Area
Dear Ms Cotter,
This letter is in response to the your request for an updated fire flow analysis based on actual flow
data, construction type and flow demands for the structure at the Amenity Area per the City's Fire
Code.
On December 11, 2008 a representative for the Wellborn Special Utility District, Steven Cast,
performed a fire flow test on the water system in the Kyle View Estates Subdivision in accordance
with NFPA Standard 291. The test was also witnessed by 2 Graduate Engineers from Bleyl &
Associates. The following data were obtained:
Hydrant Location Colorado Ct/Treeline Dr
Static Pressure Reading 50 psi
Piezometric Pressure Reading 55 psi
Residual Pressure Reading 42 psi
Flow 1240 gpm
The structure at the Amenity Area is V-B Classification having 8,015 sqft. The resulting fire flow
demand per Appendix B, Table B105.1 of the Fire Code amendments is 2,500 gpm. This flow will be
supplied by the 3 hydrants at the following locations: Treeline Dr. at Aspen Heights Blvd, Aspen
Heights Blvd at Capstone, and Treeline Dr at Denver Ct.
Utilizing the following equation:

Based on this data, I certify that the installed water system in the Kyle View Estates Subdivision
meets the City of College Station's requirements of providing at least 2,500 gpm flow under fire flow
conditions while maintaining a system pressure of not less than 20 psi.

Re: Proposed Impervious Cover on Kyle View Amenity Area
Dear Ms Hitchcock,
This letter is in response to your comment regarding the impervious cover, as shown on the Site Plan
for the Kyle View amenity area, versus the proposed impervious cover assumptions in the drainage
report.
The amenity area consists of Block 1 and Lot 2, Block 2 being a total of 1.761 acres (76,709 sqft).
The drainage report reflects these 2 lots as falling into the following Drainage Areas (DA): DA 16A,
DA 18 and DA 18A.
The composite runoff coefficients used for the associated drainage areas are as follows:

DA18A 0.94 0.76
The composite"c"factor for these drainage areas calculates to 0.73.
As shown on the Site Plan for the Kyle View amenity area, the following impervious areas were
determined to be:

Using "c" = 0.95 for the impervious areas and "c" = 0.26 for the grassed areas, the composite "c" for
the entire amenity area equals 0.59.
The actual composite "c" for the amenity area is less than the assumed composite "c" for the same
area meaning that the Drainage Report is more conservative. Table c-2 of the Unified Stormwater
Guidelines lists 0.65 as the appropriate "c"factor for multi-family, commercial and industrial lots. This
factor is also less than the 0.73 used for the initial calculations and greater than the actual.

Dear Mr. Robinson,
These are our responses to your comments of 1/14/09.
PLANNING
o Revise site/landscape plan title block to reflect the acreage changes made on the site plan. Should read
1.87 acres.
Change made.
o A revised copy of the building elevations are required to meet Non-Residential Architectural Standards.
The copy that was enclosed with the building plans appears to meet all requirements/ addresses
comments that were previously made. Please provide a copy for our files.
Copy provided.
o FYI, the additional tree added was not necessary due to the landscaping point requirement already being
exceeded.
Thank you for that input. As the tree has already been shown on the plan, we will keep it shown as such.
o As an FYI, all trees indicated to be preserved will be required to have the protective fencing up prior to any
construction activity.
This information has been relayed to the owner and contractor.
Please note that any changes made to the plans, that have not been requested by the City of College Station,
must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes
on these plans that the City has not been made aware of will constitute a completely new review.
No bubbling needed.

ENGINEERING COMMENTS NO. 2
o Meters shall be located in PUE. It appears one of the proposed meters is outside PUE limits.
Meters moved.
o Add inlet protection to Denver Court on Erosion Control Plan.
This has been added to the ECP. Currently, these inlets are being protected. This protection will remain
in place during construction.
o Verify all three hydrants required for fire protection are within maximum distances from structure as
specified by Fire Code.
We had met with CoCS Fire at the onset of this project and had their verbal approval on our approach. I
spoke with Steve Smith this morning(1/15) to once again verify their requirements.
We are providing 3 fire hydrants where less the lay length along the road is less than 300' All corners of
the building are within a 150'radius of the proposed building.
A graphic has been provided to demonstrate these distances.

Thank you very much for the meeting yesterday. It was extremely helpful. I have listed the
comments addressed below as some revisions resulted in additional adjustments.
o Comment: Add interior island.
Revision: interior island added. This revision resulted in adjusting the 5 parking space lot on the
southwest corner to a 6 parking space lot. The Parking Area figure was revised to 11,685 sqft.
o Comment: Revise parking space data.
Revision: data revised.
o C size.
evision:menta LotLot information revised. Community Amenity Area. Block 1 is 1.10 acres and Lot 2,
Block 2 is 0.77 acres. This revision resulted in an increase in site plan area and the need for
additional landscaping points. One additional canopy tree was added to the landscaping plan to
comply with the adjusted area. Calculations for total points required and total points claimed
were adjusted as well.
o Comment: Add site lighting note.
Revision: note added.
o Comment: Trees in PUE.
Revision: trees relocated.
o Comment: Dimension parking spaces.
Revision: spaces dimensioned.
