Dear Ms. Bridges:
Please be aware that Hope Evangelical Free Church has not hired an
architect, designer, or contractor. All we have at this time is a
preliminary design based upon a building constructed by Rhodes Building
Systems for a church in Somerville. That is a free span metal structure w�lrllt�
and that is what I believe is indicated by Mr. Gibbs email pasted below

of December 12, 2007. The preliminary design is for a 4,000 sq. ft.
structure.

Please note that both of the letters from J.F. Fontaine regarding the
water test are attached.
The letter of April 15, presented to Alan Gibbs and Lance Simms at our
meeting in late April and presented to Molly Hitchcock in August
indicates that the system can supply 1500 GPM in paragraphs 3 and 5.
The letter of August 26 indicates the NFPA 291 procedures as requested
in April communication with Mr. Gibbs and the initial response to plat
application dated September 3. The April letter also indicates residual
pressure of at least 20 PSI.
I am not an engineer but it appears to me that the combined letters
indicate data requested. I will however forward your request to Mr.
Stephen Cast at Wellborn Water as they administer Brushy Water System
and see if he can supply a "Water System Flow Test Report".
Please also be aware that this property was purchased by a small group
of church members with no awareness of platting requirements in 1978.
We are trying to rectify that oversight. We have been engaged with Mr.
Simms, Mr. Gibbs and Ms. Hitchcock since August of 2007 in regard to
this project. Although somewhat unwillingly, we have tried the best we
can, within the resources of our small congregation, to meet the
requirements place before us by the city.

The previous letter dated August 26, 2008 does not indicate that the
fire flow meets the minimum requirements under the City's Subdivision
Regulations. Please indicate the building construction type and size to
verify that 1500 gallons per minute is sufficient fire flow in
accordance with the International Fire Code(Appendix B) requirements.
Once this has been determined, we will need a letter certifying that the
required fire flow can be obtained with at least 20 psi residual
pressure. Please also provide a copy of the "Water System Flow Test
Report"from Brushy Water System.
Without the requisite fire flow, the subdivision does not meet minimum
requirements of Subdivision Regulations and cannot Plat. Platting is
required before any building expansion can occur.

Buildings of type IIB construction are required to be constructed with non-combustible materials(steel,concrete,etc.).Specifically,
the structural frame,exterior load-bearing walls,floor,and roof must all consist of non-combustible material.Interior walls may be
framed with metal studs or fire-retardant-treated wood studs.
A typical example of a building of type IIB construction is a metal"pre-engineered"building with interior walls as described above.
For more information on type IIB construction,please refer to chapter 6 of the International Building Code,2006 edition.

As it relates to building materials,why dont you tell us what it has to be
and I will incorporate it into a letter and we will design to it when the
time comes. We cannot increase the fire flow without running a new line
from Jones Road which at todays rates would probably cost$50,000 and entail
right of way acquisition etc. Unless it cost more than that,building to
your standards would be easier.
The two letters are written by the same engineer about the same test,I
hardly see why one would be irrelevant. As to the"water system flow test"
are you talking about something related to the test on our fire hydrant or
related to the whole Brushy System?

Please understand that we are aware of your circumstances but are
responsible for applying the same rules to all new development within the
City's ETJ. As you have been reminded throughout your meetings and
correspondence with the City,you are required to meet the minimum
requirements of the Subdivision Regulations,including fire flow,before
platting. Additionally,platting is required before any further development
can occur on the property. In order to verify that you are meeting minimum
requirements,we still need two items:
1)The building construction materials need to be further defined. Based on
Alan's e-mail, 1500 gpm is sufficient based on the assumptions that the
building is 4000 sf Type IIB construction. However,we have not received

enough information to verify that you are planning to use Type IIB
construction. In addition to it being a"free span metal structure,"please
verify what materials are proposed for the walls and roof of the building.
Those materials will make the difference between a minimum fire flow of 1500
gpm or 1750 gpm being required.
2)The first fire flow letter dated April 15,2008 is irrelevant as it does
not certify adequate fire flow based on the NFPA 291 testing method. While
the second letter dated August 26,2008 certifies that the NFPA 291 testing
methods were utilized,it does not certify that there is adequate fire flow
(less than 1500 gpm). We need a letter certifying that you meet the fire
flow requirements of 1500 gpm with a residual pressure of at least 20 psi in
accordance with NFPA 291 testing methods. This needs to be accompanied by
the certified water system flow test report completed by Brushy Water
District.

Molly:
The adjoining property in question is currently owned by Garry L. Berry, 111 Hazeltine Dr.,
Lakeway, TX 78734. Based upon the tax record, I believe he purchased the property from Resa
Family Trust in 2004. The church purchased the parcel for which platting is requested from the
CarII family in 1978.
Shortly after our April 29th meeting with Lance and Alan, I contact Mr. Berry by telephone. I
explained to him that we had positive results from water flow testing and that the church wished
to move forward with platting. In that conversation I invited him to join us in that process. At that
time he expressed reservations and fears that the city might make requirements that he was
unwilling to undertake at this time. He did say that he planned to come into town the following
week to discuss requirements and options with your offices. He did not call me if he made that
trip as promised. I have not heard from him in the interim.
I tried to contact him by phone last week with no response.

SUBJECT: HOPE SUBDIVISION (FP) - Final Plat
I reviewed the above-mentioned final plat application and determined it to be incomplete. The
following is a preliminary list of items needed to complete the submittal so that staff may
conduct a thorough review. Please submit the following information to be scheduled for a future
Planning & Zoning Commission meeting:
A complete Preliminary Plat application. The final plat may not move forward
until the City has a complete preliminary plat application. The preliminary plat may not
be shown on the final plat.
Proof of authority for Frank Fields to sign the final plat on behalf of the Hope
Evangelical Free Church of Bryan and College Station.

SUBJECT: HOPE SUBDIVISION (FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of
staff review comments detailing items that need to be addressed. If all comments have
been addressed and the following information submitted by Monday, September 19,
2008, 10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for Thursday, October 16, 2008 , 7:00 p.m. in the City
Hall Council Chambers, 1101 Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Nineteen (19) 11"x17" copies of the revised final plat;
The amount of $ must be paid and new certified tax certificates submitted
prior to the filing of the final plat;
One (1) copy of the digital file of the final plat on diskette or e-mail to
mtrevino@cstx.gov; and
The Mylar original of the final plat with the owner and County Judge's
signatures (will be required after the County's approval).
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will not be scheduled for the Planning
& Zoning Commission meeting. Your project may be placed on a future agenda once all
the revisions have been made and the appropriate fees paid. Once your item has been
scheduled for the P&Z meeting, the agenda and staff report can be accessed at the
following web site on Monday the week of the P&Z meeting.
