SUBJECT: Copperfield Parkway Streetscape Improvements
As you are aware early this week, we realized there are some construction and
scheduling conflicts regarding the improvements along Copperfield Parkway. The City
has recently given a Notice to Proceed for the installation of irrigation and landscaping
along the street corridor, which includes a 25 foot landscape easement along the front of
the proposed Crescent Pointe Apartments. Within this same easement Crescent
Pointe's Landscape Plan shows an independent landscape design including the
installation of a six foot high transparent wrought iron fence. Also, Crescent Pointe
Apartment's main entryway is to be built through the area with necessary grade
changes, re -construction of the existing sidewalk, etc.
The following was determined regarding this issue:
1. The only plantings allowed within the landscape easement will be those
shown on the Crescent Pointe-Copperfield Planting Plan.
2. Streetscaping-landscaping requirements along Copperfield Street are still
required by Crescent Pointe Apartments, but must be installed on their
property behind the easement.
3. It is suggested that the proposed fence be located outside of the landscape
easement. However, it may be located within the easement. If the fence is
located inside the easement, please locate the fence closer to the back
easement line (it is presently shown ten feet within the easement). Also, mark
the fence location in the field so the plant materials and irrigation lines to be

installed soon can be shifted slightly away from the fence line to minimize
disturbance.
4. The installation of irrigation and landscaping by the City will proceed as
scheduled along the ROW and landscape easement (total of 50 foot wide
strip), except in the areas requiring significant modifications of grade,
construction, or utilities including the area for the new entrance to Crescent
Pointe Apartments. Any damages to the plants, sod, irrigation system,
sidewalk, underground structures, etc. from adjacent development must be
restored by the property owners.
5. A fence barricade is required along the rear of the landscape easement line
during the construction of the Crescent Pointe Apartments for the protection of
the new installation.

This letter is in regards to the property located at the northeast corner of
Copperfield Parkway and Crescent Pointe Parkway in College Station.
The subject property is located adjacent to a 12 -in public water main along
Copperfield Parkway and an 8 -in public water main along Crescent Pointe
Parkway. The subject property is located adjacent to a 12 -in public sanitary
sewer main along Crescent Pointe Parkway.

Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review
comments detailing items that need to be addressed. The next submittal will be the third and final review by
staff for this round of reviews. If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the
comments and submit the following information for further staff review:
Seven (7) complete sets of construction documents for the proposed development with the
revised site and landscaping plans attached (one set will be returned to you, please submit
additional copies if you want more than one approved set)
Two (2) revised site plans
One (1) landscaping plan
One (1) 11x17 grading and erosion control plan

PLANNING
1. All sign permits are made by separate sign applications.
2. Placement of No Parking Signs are recommended at buildings 8, 9, 10, and 11 to keep cars from parking
behind garage units with inadequate parking and circulation space.
3. A temporary blanket easement is required.
4. Engineering and Construction Document comments will be sent when completed.
5. As per phone conversation with Dale Browne: Planning comments do not affect any layout, however,
we recommend waiting until the Construction Document reviews are complete before submitting any
plans for stamping.
6. FYI: Building Permits will not be released until the parkland has been bonded by Crescent Pointe
Holdings. I am not aware that this process has been completed, but I will continue to check on it. Also,
we must have the documents for the Temporary Blanket Easement prior to releasing the Building
Permits. It is not required to be executed, however they need to be in the process of getting executed.

Easement Dedication Sheet and required documents (please allow 4 weeks to process).

PLANNING
1. This application and site plan were incomplete. A cursory review was completed, however
additional comments may be made after a complete review is done once the application and
complete documents have been submitted. Please complete the application, specifically the
portion regarding multi -family apartments.
2. Correct the density in Note 1. It appears that this density is based on the number of bedrooms, rather
than the number of units. If there are to be 404 one -bedroom apartments, then this exceeds the
maximum allowable density for an R-4 zoning district (20 DU/acre).
3. Enlarge site plan, it is fine to turn it in on multiple sheets with an index sheet — preferable to a scale of 1
inch = 30 feet or larger.
4. Show zoning of parkland (R-4, Multi -Family).
5. Verify if Section lines are phasing lines for construction.
6. Show all building setback lines.
-'7,, Please check all of your end islands. It appears that not all of them meet the 180 square foot requirement.
-4 There should be curbing along all pavement edge. There appears to be places where this is not the case.
Additionally, are the sidewalks connecting to the park to be ramped? There is no arrow, but they are not
curbed. Please verify.
v9. Show all easements. There is a 25 foot landscape easement and a 10 foot PUE along Copperfield
Parkway.
10. Provide fencing details.

,/12. Please calculate the number of interior spaces (spaces that are not along a property edge) for interior
parking island requirements (180 sf per 15 interior spaces).

building architecture and scale to maintain a unified appearance.

LANDSCAPING/STREETSCAPING/BUFFER
1. Landscape plan was not submitted.
2. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a
perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-
of-way, and adjacent property disturbed during construction.
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle
Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394.
3. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394.

1. Please submit development permit, application, fees, and associated construction documents and reports.
2. Please submit drainage report.
3. Please provide detail of the storm sewer connection to the detention pond.
4. Please submit construction documents for proposed on-site and off-site public water, sanitary sewer, and
storm sewer main extensions.
5. Please submit engineers cost estimate.
6. Public infrastructure must be located within an easement.
7. Please provide or make reference to the BCS Unified Construction Details.
8. Please illustrate the proposed public sanitary sewer main and the proposed private sanitary sewer mains.
9. Please depict slope of private sanitary sewer lines.
10. Please illustrate FDC connections.
11. Please verify that each FDC connection is within 150 -ft of a fire hydrant.
12. FYI — The leasing building does not appear to have a water service or fire line feed.
13. Please illustrate domestic and irrigation water meter locations and sizes. Meters must be located within
an easement.
14. Is the intent of the project still to complete all site civil, infrastructure, paving etc. construction upfront
and then CO building as they are completed?
