Please indicate the 100 yr. floodplain and floodway on or adjacent to the site. Please note if there is none on the site with confirming FEMA/FIRM map number. Sidewalks are required on both sides of all streets having a right-of-way width equal to or greater than sixty feet(60'). Per our discussions at the pre-development meeting and subsequent meetings with Matt Robinson, we understand that the sidewalk is intended to be constructed as part of the Rock Prairie Road widening project currently under design. Therefore, we have not included any sidewalk within the right-of-way with this submittal. +'� The pedestrian walkway will need to connect to the public street sidewalk. Comment Addressed v1'0. Provide a general note that all signs are permitted separately. Comment Addressed. See note#15. 11. A 15' buffer yard with a minimum 6' wall will be required along the East/Southeast side of the project. In addition a buffer will be required along the northern portion of the property when that phase develops. Please provide a wall and buffer along the eastern portion of the property. The site plan has been modified to include a 15'buffer yard along the northeast and southeast property lines. We have applied the standard listed in UDO section 7.6,F,4,a "Minimum Buffer Standards — Substitutions" and intend to preserve the existing natural vegetation along these property lines. We have provided a 6'chain link fence inside the property for security purposes. We have also added a note to the landscape plans which states, "Prior to obtaining a certificate of occupancy, the City may at their discretion conduct a visual inspection of the preserved vegetation within the buffer yards. In the event that the existing vegetation is not of sufficient density to provide 100 percent opacity to a height of 6'above the property line, the contractor shall install evergreen shrubs of a 15 gallon minimum size in the identified locations within the buffer yard so as to achieve the previously stated standard." 11'2. As per the phone conversation with Mark Delgado, a Zoning Board of Adjustment application will be submitted for a variance request to section 7.9.E.4.d, requiring that a 10' sidewalk be placed along the full frontage of any facade facing a public right of way. Site plan approval will not be able to be granted unless the request is approved. The client has decided not to pursue the zoning variance. We have added the required 10' sidewalk and tree wells to the plans. The opposite left calculation for driveway spacing looks to be off. By my calculation there is a driveway approximately 600' from the proposed entrance of the storage property. Comment Addressed 4. Please dimension the dumpster pad and provide a note/detail stating the dumpster will be screened. A 6' high opaque device on a minimum of three sides is required. A gate may be required if the container is visible from the right-of-way. Comment Addressed. See note#14. X15. Please make sure that there is a 3-ft clear space on all sides of each fire hydrant. Comment Addressed ✓(6. Please be aware that according to the UDO Section 7.1.H Height, the structure shown 46 feet from the property line adjacent to single family or townhouses can only build to a height of 23 feet. The current maximum proposed building height is 16'-8" —1.7. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. Comment Addressed. See note#8. 18. Please note that any changes made the plans, that have not been required by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on the plans that the City has not been made aware of will constitute a completely new review. LANDSCAPING/STREETSCAPING/BUFFER 1. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, right-of-way, and adjacent property disturbed during construction. Comment Addressed. See note#10. 2. Please show an irrigation plan or provide a not on how the irrigation system requirement will be met prior to issuance of a C.O. Comment Addressed. 3. Please provide the caliper size of the Crepe Myrtles and revise the point value and point total. It is listed as anon-canopy tree and as suck the points accrued for each tree is only 40 points, not 150 as shown on the plan. Comment Addressed 4. The detention pond needs to be screened to achieve a 3-foot high screen above the visible perimeter of the pond's finished grade. The shrub planting will need to be increased to 3' in height or utilized a berm of approximately 6" in combination with the planting to achieve the required screening. We have increased the height of the berm on the right of way portion of the detention pond. Please refer to the grading plan sheet C-06 5. Shrubs that are used to screen the detention pond cannot be used to fulfill landscaping point requirements. Please revise the point table. Comment Addressed 6. If making improvements to the northern side of the property, the buffer yard and wall will be required. This buffer yard and wall as mentioned previously will be required on the west, north and eastern side of the property. Refer to Planning comment 11. 7. A minimum of one 1.25-inch caliper non-canopy tree is required per 15 linear feet of landscaping buffer. In addition a minimum of one 2-inch caliper canopy tree per 25 linear feet of landscape buffer is required. This buffer requirement will need to be met on the eastern portion of the property as well as the northern portion, when that phase develops. Please refer to planning comment 11. We are preserving the existing vegetation along the property lines. The existing vegetation will meet the intent of this ordinance. 8. Please revise the point table and planting to adjust for comments 3 through 7. Comment Addressed ENGINEERING COMMENTS NO. 1 1. Please provide written response to all comments. 2. The 30' fire lane with between buildings allows for adequate truck turning movements. 8. Please replace proposed 90 degree bends with double 45s. Comment addressed. 9. Please specify the encasement pipe diameter and thickness(ie. 16"diameter and 3/8"thickness). Comment addressed. 10. Please adjust the proposed water main, as to get the proposed meters and 22.5 degree bend as close to the proposed ROW line as possible. Comment addressed. 11. Along the eastern property line, would it be possible to adjust the water main and easement alignment toward the property line. This is not possible due to an existing Exxon easement along this property line. In addition, we are intending to preserve the existing trees along that property line. The water line has been located west of the existing easement to provide a 15'easement with no overlap. 12. Please provide water demands on the site plan. Comment addressed. 13. Is any further waterline extension anticipated with Phase 2 of the project? If so, the water design report should account for the additional load on the system. No future expansion of the project is anticipated at this time. Please indicate the location and elevation of your emergency spillway on the grading plan. Comment addressed. 15. The hydraulic conduit analyzed in the drainage report must be shown on the plans. Please provide a detail for the proposed trapezoidal channel. The drainage report has been revised, see comment 24 below. 16. Sheet C-09-Sta. 1+86.86 should have an 8"x6"tee. Comment addressed. 17. Sheet C-09-Sta. 2+03.46 should have an Isolated Valve rather than a 6" Gate Valve. Comment addressed. 18. Sheet C-10-The B/CS Unified Design Guideline Manual requires that pan and profile drawings be submitted for the public waterline. Please revise drawing to include plan view with stationing corresponding to the profile. Comment addressed stationing has been added to the plan view. 19. Sheet C-10-In profile please specify the use of a bore for both crossings. Comment addressed. 20. Fire Flow Report- Please provide building type and square footage per Table B105.1 and C105.1 of the International Fire Code. Comment addressed. 21. Sheet C-11- Hay bales are required than stone overflow. Comment addressed. 22. Drainage Report- Please includes a drainage area map in the report. The proposed drainage areas listed in the report do not match those shown on Sheet C-07. Additionally, based on the given information it is unclear whether post-development flows are less than pre-development flows. The site is located within an "evaluation" area for the Lick Creek watershed. We have performed our detention evaluation based on the existing flow at the existing culvert crossing for Rock Prairie in order to not increase flows at the culvert crossing. The drainage basins in the HMS modeling reflect the site as a whole for the purpose of the detention pond sizing and outfall design. We have utilized rational method to size on site storm systems. An additional drainage area map has been added to the drainage report to clarify the drainage basins utilized in the HMS model. 23. Drainage Report- Please clarify why the existing and proposed total sub-basin acreage does not match in the"Drainage Information"table. The table has been updated to correct this. 24. Drainage Report-Please provide a drawing showing the location, length, and flow lines of conduits R-1 and R-2. Conduit R-1 has been removed from the model. Conduit R-2 represents the existing borrow ditch and has been renamed to "Exist Borrow Ditch". 25. Drainage Report-Please provide sizing information for the proposed discharge pipe from the detention pond and the two conduits beneath the driveway. The surface treatment should be based on the design velocity on the downstream side of the conduit. Comment addressed. Sizing information has been added to the plan set. Culvert calculator output has been added to "Appendix C"as well as the plans. 26. Drainage Report-Please clarify why a roughness coefficient of 0.15 was used in the"Hydraulic Conduit Information"table. The coefficient of 0.15 was taken from Appendix C of the drainage ordinance to represent the existing grass lined borrow ditch along the road. 27. Drainage Report-A minimum side slope of 4:1 is required for trapezoidal channels. The following information has been included in this submittal for your review. • Eight set of construction documents with revised site plans and landscape plans • One set of landscape plans Please find the written responses to staffs comments on the following pages. The original city comment is listed followed by our response in bold print. 1. Site Plan—Please include the turning radii exhibit as a sheet with the construction documents. Alternatively,the radii can be shown on the site plan without the outside radii and path being shown. The fire truck turning radii have been added to the plan set as a separate sheet. 2. The landscape plan is showing trees located in the drive aisle/15' P.U.E. on the eastern side of the property. Please revise. The trees that were shown in the drive aisle were existing trees from the tree survey. They have been erased from the plan. 3. Please revise the acreage description as shown on the landscape plan to match the site plan. Acreage descriptions have been updated to match the site plan. 4. From speaking with the development engineer, a concrete swale will be built going throught the detention pond. Please verify that the tree plantings will not interfere. The proposed swale has been added to the landscape plan. It will not interfere with the proposed plantings. 5. Staff was only able to count 100 Skyrocket Juniper's. Please revise. As an FYI, not including at least one additional Juniper will put the proposed landscape plan under the required point requirement. The additional 11 Junipers are located on the eastern end of the detention pond. 6. FYI, at the northwest corner of the tract two non-canopy trees may be required to be planted to meet minimum spacing requirements as mentioned in 7.6.F.2.b A note has been added to the landscape plan to address the possibility that additional plantings may be required in the buffer area. All existing trees were not surveyed in the buffer yards, therefore we prefer to address this issue on a case by case basis during construction. ADT Self —Storage College Station, Texas 9 SITE PLAN 1. Please correct note#5. Note 5 has been revised to state "...0-3 and A-0" 2. The dumpster pad will need to be revised. A single 300-gallon container can use a 10'x10' enclosure, but will need to be operated from the side. Another option would be to increase the dumpster enclosure to 12'x12' to allow for a single(one eight-yard) dumpster to be used which would allow for the existing driveway approach. Please contact Wally Urruita at 979.764.3841 if you have any questions. Dumpster enclosure has been revised to a 12'x12'enclosure. LANDSCAPING 3. All easements are not being shown on the landscape plan. In addition the proposed 20' PUE as shown measures 25'. Easements have been updated to match the site plan. 4. Please show the tree survey/existing vegetation for the buffer areas as shown in the previous submittal. Tree Survey has been added. 5. As per the Development Engineer, all trees located within a PUE will need to be moved. Shrubs are allowed to stay within the PUE's. The trees located along Rock Prairie Road will need to be moved to the detention pond to be able to meet streetscape requirements. In addition there are approximately 4 trees at the rear of the property that are within a PUE. Note#16 actually states that the trees shall be planted at least 4 feet outside any utility easement. Trees have been removed from PUE's. 6. Please proved a general note station that any portion of the existing vegetation buffer not meeting sufficient density to provide 100 percent opacity to a height of six feel will be require the installation of a solid pant or hedge wall that is greater than six feet in height with approximately 100 percent opacity. As an FYI, all shrubs planted for a hedge wall must be a minimum of 15 gallons each and the solid plant or hedge wall must be evergreen. General note has been added. 7. The crepe myrtles are listed as a non-canopy tree which earn 40 points per tree. Please revise the point value,total points for crepe myrtles and total points claimed. Point totals have been revised. 8. The tree wells along the front of Building A are required to have one canopy tree for every 6' in length. Non- canopy trees can be substituted provided that the number is doubled. Currently as shown there are 8 non- canopy trees. 7 canopy trees are required, please add an additional 6 non-canopy trees in tree wells or show 7 canopy trees in the tree wells on the landscape plans. Plan revised to show 7 canopy trees in tree wells. 4. FYI, the calculation for the streetscape requirements is (393.25 L.F./50) X 300. So the required number of streetscape points is 2,360. The streetscape points do not need to be doubled. Please revise the number of required streetscape points and the required total points. The total required points are 12,895. Point totals have been revised per comment. 5. For the buffer requirement on the southeastern edge of the site, a minimum of one 2-inch caliper canopy tree per 25 linear feet of landscape buffer is required. By my calculation, 6 trees are needed. Additional 6 canopy trees have been added to buffer area per comment. V" 6. The 44 "Indian Hawthorne" shrubs along the southeastern buffer will not count towards meeting the landscape point requirements as per section 7.6.0 of the Unified Development Ordinance. The shrub points previously calculated for the 44 Indian Hawthorne shrubs have been removed. 7. Which shrubs are being utilized to meet the buffer requirement of the detention pond? All shrubs are being counted towards the landscape point requirement. The shrub points previously calculated for the 44 Indian Hawthorne shrubs have been removed from the point total. An additional 155 Indian Hawthorne shrubs have been proposed in an effort to provide an evergreen screen surrounding the detention pond. Of the total 220 Indian Hawthorne shrubs, only 21 are calculated towards the total site point requirements. 8. As shown, the berm does not appear to rise above the visible perimeter of the detention pond's finished grade. It would need to rise to an elevation of 273.5 and then slope back down if using the Skyrocket Juniper as the buffer shrubs. If not using shrubs toward buffer requirement, the height of the berm would need to rise to an elevation of 276. The maximum slope is 3:1. The comment has been addressed. The berm rises to a minimum elevation of 273.50. 9. With right-of-way dedication, the property line will shift back to the edge of the new right-of-way boundary. As such the streetscape plantings can be moved back, but the plantings will still need to be placed within 50' of the new property line. As an FYI, plantings can occur within the detention pond itself. Since there is a 20' P.U.E. along the front of the property, the canopy trees might be better served in the detention pond. 10. FYI, note#16 may need to be changed if planning to put non-canopy trees in the 20' P.U.E. The 100-year plugged orifice water surface elevation is 272.71', therefore, the grades surrounding the pond are set at a minimum elevation equal to or greater than the 100-year water surface elevation assuming a plugged orifice plus 6" of freeboard (27321 minimum). 10. Sheet C-08 — We typically do not permit restrictor plates on outfall pipes for maintenance and safety reasons. Please explain the purpose of the proposed restrictor plate and how you propose attaching it to the outfall pipe. Additionally, please verify that the"Storm Drainage Calculations" table takes the steel plate into account. Details for permanently attaching the restrictor plate are included on sheet C-08. The restrictor plate is utilized to limit the flow from the orifice in the lower year event storms. The plate is accounted for in the hydraulic calculations. The restrictor plate controls the maximum discharge into the pipe. The downstream pipe is in partial flow and does not create a tailwater effect on the orifice. 11. Sheet C-08 — Please include velocity and sizing calculations for the outfall from the western side of the property and the emergency spillway in the"Storm Drainage Calculations"table. Velocity and sizing calculations have been included on Sheet C-08. 12. Sheet C-08 — Junction boxes are required at points of pipe realignment rather than manholes. Please revise. All manholes have been replaced with junction boxes. See sheet C-08. 13. Sheet C-08 — Please show the proposed surface treatments on the storm sewer plan in addition to the erosion control plan. Proposed surface treatments have been shown. 14. Sheet C-09—Please adjust the meter boxes so they are within the revised PUE. Comment Addressed. See sheet C-09. 15. Sheet C-09 —The steel waterline encasement pipe is required to have a 16-in. minimum diameter for an 8- inch waterline. Please revise on profiles as well. Pipe diameter has been updated. See sheets C-09 and C-10. 16. Sheet C-10—Please verify that the minimum 4-ft cover is provided at approximate Sta. 0+79. Cover has been verified to be 4ft minimum. See sheet C-10. The detail sheet that was enclosed with the last submittal was for only one corner. All turning radii have been verified. Please see attached exhibit showing all radii in accordance to the minimum standard. 3. Please verify the width of the entry fire lane. Fire lane at entry is 24'wide. Minimum fire lane width on site is 20'. 4. There appears to be door openings at each end of Building B. Bollards will need to be placed so that these doors will not be blocked and to provided pedestrian safety. Bollards have been provided. 5. The landscape plan is calling for a 6' ornamental fence, whereas the site plan calls for a 6' CMU wall on the southeast edge of the property. Please revise the landscape plan to show the CMU wall. The landscape plan has been updated to a 6'CMU wall. See sheets C-04 and L-01. 6. Please contact Sam Weido at 979.764.6314 to discuss the electrical plans for the site. Sam Weido has been contacted concerning this site and we have provided him with the needed electrical information. 7. Plan revised to show 7 canopy trees in tree wells. 4. FYI, the calculation for the streetscape requirements is (393.25 L.F./50) X 300. So the required number of streetscape points is 2,360. The streetscape points do not need to be doubled. Please revise the number of required streetscape points and the required total points. The total required points are 12,895. Point totals have been revised per comment. 5. For the buffer requirement on the southeastern edge of the site, a minimum of one 2-inch caliper canopy tree per 25 linear feet of landscape buffer is required. By my calculation, 6 trees are needed. Additional 6 canopy trees have been added to buffer area per comment. 6. The 44 "Indian Hawthorne" shrubs along the southeastern buffer will not count towards meeting the landscape point requirements as per section 7.6.0 of the Unified Development Ordinance. The shrub points previously calculated for the 44 Indian Hawthorne shrubs have been removed. 7. Which shrubs are being utilized to meet the buffer requirement of the detention pond? All shrubs are being counted towards the landscape point requirement. The shrub points previously calculated for the 44 Indian Hawthorne shrubs have been removed from the point total. An additional 155 Indian Hawthorne shrubs have been proposed in an effort to provide an evergreen screen surrounding the detention pond. Of the total 220 Indian Hawthorne shrubs, only 21 are calculated towards the total site point requirements. 8. As shown, the berm does not appear to rise above the visible perimeter of the detention pond's finished grade. It would need to rise to an elevation of 273.5 and then slope back down if using the Skyrocket Juniper as the buffer shrubs. If not using shrubs toward buffer requirement, the height of the berm would need to rise to an elevation of 276. The maximum slope is 3:1. The comment has been addressed. The berm rises to a minimum elevation of 273.50. 9. With right-of-way dedication, the property line will shift back to the edge of the new right-of-way boundary. As such the streetscape plantings can be moved back, but the plantings will still need to be placed within 50' of the new property line. As an FYI, plantings can occur within the detention pond itself. Since there is a 20' P.U.E. along the front of the property, the canopy trees might be better served in the detention pond. 10. The 100-year plugged orifice water surface elevation is 272.71', therefore, the grades surrounding the pond are set at a minimum elevation equal to or greater than the 100-year water surface elevation assuming a plugged orifice plus 6" of freeboard (27321 minimum). 10. Sheet C-08 — We typically do not permit restrictor plates on outfall pipes for maintenance and safety reasons. Please explain the purpose of the proposed restrictor plate and how you propose attaching it to the outfall pipe. Additionally, please verify that the"Storm Drainage Calculations" table takes the steel plate into account. Details for permanently attaching the restrictor plate are included on sheet C-08. The restrictor plate is utilized to limit the flow from the orifice in the lower year event storms. The plate is accounted for in the hydraulic calculations. The restrictor plate controls the maximum discharge into the pipe. The downstream pipe is in partial flow and does not create a tailwater effect on the orifice. 11. Sheet C-08 — Please include velocity and sizing calculations for the outfall from the western side of the property and the emergency spillway in the"Storm Drainage Calculations"table. Velocity and sizing calculations have been included on Sheet C-08. 12. Sheet C-08 — Junction boxes are required at points of pipe realignment rather than manholes. Please revise. All manholes have been replaced with junction boxes. See sheet C-08. 13. Sheet C-08 — Please show the proposed surface treatments on the storm sewer plan in addition to the erosion control plan. Drainage Report— Is the detention pond area factored into the "DA-1" analysis in the "Drainage Information" table? The 0.41 acre detention pond is accounted for within the 4.28 acre area DA-1. See "HEC-HMS Models Drainage Area Maps"sheet in Appendix B of the Drainage Report. 19. Drainage Report — In the "Hydrology Results" tables, please clarify how the JA1 maximum flowrate is obtained. The flowrate is obtained by using the SCS Curve Number Method and the Muskingum-Cunge Routing Method run in HEC-HMS. The numbers in the tables do not directly add sue to the effects of timing as it relates to each watershed. 20. Drainage Report— Please use Appendix C — Table C-10 of the Unified Stormwater Design Guidelines to obtain the correct roughness coefficient for use in the "Existing Rock Prairie Road Borrow Ditch Information" table. The roughness coefficient has been updated from 0.15 to 0.045, which correlates to a grass- covered, small channel with shallow depth and no rank growth. Electrical Comments Requiring Immediate Attention 1. Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines.
