The following page is a list of staff review comments detailing items that need to be addressed. Since the proposed easement abandonment effects the plat and is currently scheduled for the August 28th Council meeting, this plat will not be able to proceed to the August 21st Planning & Zoning Commission meeting. If all comments have been addressed and the following information submitted by Monday, August 18, 2008, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for, Thursday, September 4, 2008, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24"x36" copy of the revised final plat; Nineteen (19) 11"x17" copies of the revised final plat; Parkland Dedication in the amount of $52,200 (based on 58 townhouse lots) must be submitted prior to the filing of the final plat; One (1) Mylar original of the revised final plat (required after P&Z approval); and One (1) copy of the digital file of the final plat on diskette or e-mail to mtrevino@cstx.gov. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed your project will not be scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a future agenda once all the revisions have been made. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. http://www.cstx.gov/home/index.asp?page=2481 Please note that a Mylar original of the revised final plat will be required after P&Z approval and prior to the filing of the plat. Let me know if you have any questions 0 2- 114 x'. 18'-Ug q �o CG 0 Response to STAFF REVIEW COMMENTS NO. 1 Project: THE BARRACKS PH1 FP — 08-00500164 PLANNING 1. The metes and bounds of the plat do not close. Please revise. Per email from Jason Schubert on 8/14/2008, it has been confirmed that the metes & bounds shown on the plat are correct. 2. The bearing and/or distance to GPS Monument#117 is not correct. Please revise. Kerr Surveying has verified the monument shown is correct per the basis of bearings referenced in Note #1 on the plat. 3. Remove zoning labels from all properties. The labels have been removed. 4. Please be aware that on future applications the Minimum Submittal Requirements are to be accounted for in full without notes stating were submitted under a different/prior applications. Each application is to stand alone and continuing this practice will result in future applications being considered incomplete. Noted. 5. As requested, Staff has reviewed which parkland dedication requirements (fees) apply to this project. Though a Comprehensive Plan Amendment application for this property was submitted prior to the January 1, 2008 effective date of the current parkland dedication ordinance, our Legal Department has provided an opinion based on a review of state law and applicable case law that Comprehensive Plan Amendment applications (and Rezonings) do not "vest" a project. Therefore, the fees supplied from the Parks Departments, based on the current ordinance, are correct. Noted. 6. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Noted. ENGINEERING COMMENTS NO. 1 Final Plat Comments 1. The final plat will need to go to P&Z after the abandonment's have gone to and been approved by Council. Noted. 2. Assuming the abandonments are approved by Council, the subject easements labeled "to be abandoned" should be removed from the final plat prior to going to P&Z. The abandoned easements have been removed. 3. What is the intent of Common Area No. 1 (2.5' Strip of Land)? The strip of land represents the area between the alley pavement and the property line. A small retaining wall is planned for this area to divert water around the site as discussed in the drainage report. The common area and retaining wall will allow for easier maintenance. The design of this wall is included in the revised construction drawings. 4. The construction documents are still under review, these comments will be sent to you as soon as possible. Noted. ELECTRICAL COMMENTS 1. This plat is outside the College Station Utility electric service area. Customer will have to get with their electric supplier for this area to determine electric service specifications and requirements. Noted. FIRE 1. No combustible will be allowed on the site until all-weather roads and fire hydrants have been accepted by the City. Noted. 2. A site plan shall not show any part of a structure over one hundred and fifty feet (150') from an approved access road. Noted. 3. If a fire lane extends more than one hundred feet (100'), an approved turn-a-round or "T" will be required. Noted. 4. No more than a six percent (6%) grade is allowed on any length of fire lanes. Noted. 5. Fire lanes and alleys used for Fire egress will be constructed using the "Fire Apparatus Turning Radius Template" and have a fire lane sign at the entrance. Curbs and road surface to be marked "Fire Lane, No Parking, Tow Away Zone" with a minimum of four (4") letters. Noted. 6. Approach to approved access easements will be paved to meet road surface. Noted. SANITATION 1. Need to give details on what type of garbage service will be requested for this location. Each unit will have an individual container as per previous discussions. OTHER CHANGES The 10'PUE along the southwestern edge of Common Area No. 4 has been removed, per discussions with Josh Norton.
