PLANNING
1. (Repeat Comment) Provide detail for brick pavers. Stamped concrete does not meet the
requirements of UDO Section 5.6.6.8, Sidewalk standards (page 29 of the Site Design
Standards). It is a requirement of City Code that the sidewalk be brick pavers. The two
adjacent sites developed prior to this requirement and upon and work on those
sidewalks they will be required to meet the new standard. There is no variance process
for the provision of stamped, dyed concrete.
2. Please note that any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review.

ENGINEERING COMMENTS NO. 2
1. Since public infrastructure is being constructed with this project, it will require engineering
review and inspection. As this is the case, a Development Permit application and fee along
with a Public Infrastructure Inspection fee are required.
2. Please submit a fire flow letter verifying that the fire hydrant at the corner of College Main
and Church Ave. will provide adequate fire flow. This letter should specify the building
square footage and material type and state the required fire flow in accordance with
Appendix C of the 2006 International Fire Code.
3. Please clearly identify the limits of the right-of-way on the civil drawings in order to verify that
the isolation valve is within the ROW.
4. The ductile iron pipe is required to be pressure class 350 per ANSI/AWWA C151/A21.5.
Please revise.
5. Please specify on construction plans that structural backfill is required in areas subject to
vehicular loadings.
6. Please clearly identify the dimensions of the proposed sidewalk.
7. It is unclear what Lines "A" and ""B" are. Please clarify.
8. Please include applicable City standard details for water, streets, and sidewalks with the
construction plans.
9. Please show where Fire Department Connection (FDC) will be. As a reminder, the FDC
must be within 150 feet of a fire hydrant and adjacent to a public street or fire lane.
10. If the proposed fire suppression line will be serving two properties, the pipe is required to be
sized with the assumption that both buildings will be sprinkled at the same time. Please
provide sizing calculations as applicable.
11. If the proposed fire suppression line will be serving two properties, a private fire line should
not cross one property to serve another. A tee connection with individual service lines and
isolation valves may be added on the west side of College Main within the right-of-way.
Otherwise, one isolation valve and a wye should be placed at the property line within the
right-of-way to serve both sites.
12. Due to safety concerns, the construction work will need to be performed on a weeknight
when traffic in the area is lighter (between Sunday and Wednesday evening). The traffic
control plan should be revised to show a temporary street closure.
13. Please add a note detailing the temporary construction timeline and special conditions (i.e.
plating the disturbed area) which will be required.
14. FYI ... Please let me know when construction is going to commence so we can coordinate
with emergency services.

PLANNING
1. Building Permit issues — It is unclear which façade a building permit is being sought for.
Please choose a façade and submit the required documents. I have commented on all of the
façade proposals to give you the outstanding issues with each.
• Please provide a 24x 36 to scale copy of sheet A1.10 and A1.20 that were provided to
the City
• Proposed Front elevation D
o Please show the side elevation of the entry tower and how it meets the
architectural requirements for a visible façade in compliance with Section
5.6.6.4.c, Northgate Architectural Relief.
o Provide vertical square footage of the new front entry wall between 0 and 8 feet
above grade and the square footage of the opening to verify that 50% of the area
is transparent in compliance with Section 5.6.B.4.b, Northgate Building
Transparency.
o Provide a table showing all the visible material broken down by square footage of
the wall by type of material for both facades of the wall. A maximum of 75%
stucco/CMU, etc is allowed (See UDO Section 5.6.b.4.e, Northgate Exterior
Building Materials
o Provide the length of the new wall. It appears that it is less than 25 feet, and will
only need 2 architectural elements. I am counting the canopy and a recessed
entry towards the element requirement.
o Provide a color sample of the building in compliance with the approved Color
Palette.
o Provide overall height of the new structure.
• Proposed Front elevation A and B
o Provide additional information required for elevation D
o The proposed roof extensions of these proposals do not meet the requirements
of UDO Section 5.6.B.4.d, Northgate Roof Type.
o Please show how the wood/cedar is less than 20% of the facade

o Provide additional information required for elevation D
o Please show how the wood/cedar is less than 20% of the façade
o On all of these façade it is unclear what is happening to the brick on the façade
of the original structure. 25% brick is required, and there does not appear to be
any shown, but there is no note saying it will be removed. Please clarify.
Site Plan Issues
1. Clearly show existing lot line and setback lines.
2. Please identify area for bicycle parking and provide Bike Rack detail in compliance with
Northgate Standards (page 29 of the site design standards):

31 of the Site Design Standards)
5. Provide area for required bench (UDO, Section 5.6.B.9.c, Benches) and a detail/model
number in compliance with the Northgate Standards (page 32 of the Site Design Standards)
6. Clearly show the arbor that has been proposed.
7. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture and scale to maintain a
unified appearance.
8. Please note that any changes made to the plans, that have not been requested by the City

plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights-of-way, and adjacent property disturbed during
construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. Please submit a development permit application and associated fee.
2. Please submit a $600 Public Infrastructure Inspection fee.
3. Please submit a fire flow letter verifying that the fire hydrant at the corner of College Main
and Church Ave. will provide adequate fire flow as required to service your development per
the 2006 International Fire Code.
4. Please clearly identify the limits of the right-of-way and existing pavement.
5. Please show the existing sanitary sewer line that serves this property.
6. Please submit construction plans for the proposed sidewalk signed and sealed by an
engineer. City standard details should be included.
7. If a public water main is proposed to be extended across College Main, signed and sealed
construction plans from the design engineer will be required. City standard details should
be included.
8. Please submit a cost estimate signed and sealed by an engineer for the proposed public
infrastructure (i.e. sidewalk, waterline).
9. On the fire suppression line, an isolation valve is required just inside the PUE. Also note on
the plans that fire suppression lines shall have a lockable lid on the isolation valve. The
lockable lid shall, at a minimum supply protection as the AMP or USA, LL562 Locking Lid.
Alternate lockable lids shall be approved by College Station Utilities Director or his
designee.
