PLANNING
1. The proposed bike rack pad is not of adequate size, which is 55 square feet or
approximately 9'x6' according to Section 7.9.B.5.a of the UDO. The bike rack pad as
shown on page 21 of the Site Design Standards references a bike rack capable of
storing 4 bicycles as described in the above mentioned section of the UDO with an
18"access space. Please revise.
2. Please note that any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review.

1. FYI, there are 31 asian jasmine plants shown, not 30 as listed in the planting legend.

ENGINEERING COMMENTS NO. 2
1. Judging by the proposed water demands, a .75-in or 1-in meter would be more appropriate,
please revise. A 1-in meter requires a peak water demand between 25 and 50 GPM.
2. Please dedicate all easements. This process takes several weeks and is a prerequisite to
receiving an approved site plan and development permit.
3. I have forwarded the SH 6 Frontage driveway application to TXDOT. Also, please find
below comments received from TxDOT related to their review of your plat submittal.
Copper Falls Commons (Final Plat) (SH 6) - See Previous Comments. (June 30, 2008)
Recommend a temporary construction access driveway to be located approximately 400'
north of proposed access driveway or an approved alternative due to the location of
existing exit ramp. Existing ramp is to be removed in approximately 12 months. Contact
Mr. Carlos Rodriguez @ TxDOT (778-6233) to coordinate construction activities @ this
site. Location of proposed access driveway will meet TxDOT requirements after existing
exit ramp is removed.

FIRE COMMENTS NO. 2
1. A "Turn-a-round" at the end of the Fire Lane will be required on this site. The proposed fire
lane does not allow for a 150-ft arc to cover the entire structure.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. The following easements will be required:
20' PUE to cover the proposed route for 2-4" PVC electrical conduits and electrical
transformer pad site as shown on Site Plan. Note; 20" PUE will need to be cleared of
trees and underbrush to allow for access by CSU.

PLANNING
1. Please be aware that the property is currently not platted. Site plan approval cannot be
granted until an approved plat is on file with the city. Please submit a Development Plat
application with appropriate documents.
2. A cross-access easement will be required to the adjoining property to the South. There is a
30' Public Access Easement that runs through the adjacent storage site that will need to be
connected to.
3. Please show the 30' Pubic Access Easement on the storage property to the south.
4. Please provide curb & paving details on the site plan. If they cannot fit please add a Site
Plan Page 2.
5. Please provide a note about building height.
6. Please provide parking lot island dimensions with square footage calculated.
7. Please remove sign location information.
8. Is this site being phased? On the landscape plan it calls for a phase line, which does not
appear on the site plan.
9. Please provide Right-of Way width for the Frontage Road.
10. The proposed bike rack pad does not appear to be of adequate size, which is 55 square feet
or approximately 9'x6'.
11. Please be aware that according to the UDO Section 7.1.H Height, the structure shown 93
feet from the property line adjacent to single family or townhouses can only build to a height
of 46.5 feet.

plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Please indicate phase line on the site plan if phasing the project.
2. The phase line as shown on the landscape plan will need to be adjusted as phase lines
must be drawn 20 feet beyond any new site amenity. This may alter the
landscaping/streetscaping requirements.
3. In order to substitute existing vegetation for buffer requirement, the vegetation must be
protected in accordance with Section 7.5.C.2.c, Landscaping and Tree Protection of the
UDO. Please provide a note/detail on how this will be protected.
4. Please include the location of existing and proposed utilities and easements on or adjacent
to the lot, Per Section 7.5.E.6 of the UDO.
5. Please include an indication of adjacent land uses, existing development and roadways, Per
Section 7.5.E.7 of the UDO.
6. Please include the location and dimensions of existing and proposed structures, parking lots
and drives, sidewalks, refuse disposal areas, fences and other features.
7. FYI, I was only able to count 39 Asian Jasmine shrubs.
8. A three-foot (3') clear space is required on all sides of the fire hydrant. Please revise.
9. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights-of-way, and adjacent property disturbed during
construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. The proposed water meters must be within an easement. It is preferred that the easement
and meters are not located any closer than 15-ft within a building, please revise.
2. Judging by the proposed water demands, a .75-in or 1-in meter would be more appropriate,
please revise.
3. Please verify that the proposed portion of public water main which is located under the
parking lot meets the City's structural backfill standard.
4. Please submit letter of acknowledgement.
5. Please revise fire lane layout to meet fire department concerns regarding the emergency
vehicle turn around.
6. Please dedicate all easements required by electrical. This process takes several weeks and
is a prerequisite to receiving an approved site plan and development permit.
7. Please submit engineer's cost estimate.
8. Please provide technical design summary along with the Drainage Report.
9. Please provide all appropriate certifications and signatures, which can be found on page 4
and pagel4 of section 3 of the Drainage Design Guidelines.
10. Please submit 5 sets of TxDOT driveway permit as well as 5 sets of 11x17 sheets of all
related details. Please verify with TxDOT that you have their most up to date application
form.

Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of
a common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm
water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this option—as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2008.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides descriptive easements for electric infrastructure as designed by CSU for
electric lines (where applicable, including street lights).
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
3. The following easements will be required:
20' PUE to cover the proposed route for 2-4" PVC electrical conduits and electrical
transformer pad site as shown on Site Plan. Note; 20" PUE will need to be cleared of
trees and underbrush to allow for access by CSU.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to:
gmartinez(a�cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

FIRE
1) No combustibles will be allowed on site until all-weather roads and fire hydrants
have been accepted by the City. .
3) A "Turn-a-round" at the end of the Fire Lane will be required on this site.
4) No more than a six percent (6%) grade is allowed on any length of fire lane.
6) A "Knox Box" security key system is required on the front of the building.
