Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
Cover memo providing written responses to all of staff's comments (identify the
specific page that each comment was addressed on or the reason for not
addressing the comment);
One (1) complete set of construction documents for the proposed development

SUBJECT: 2818 PLACE PH 2 (SP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $200 processing fee will need to be submitted for the subsequent set of
three (3) reviews. Please address the comments and submit the following information for
further staff review:
Seven (7) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached (one set will
be returned to you, please submit additional copies if you want more than one
approved set)
Three (3) revised site plans
One (1) landscaping plan
One (1) 11x17 grading and erosion control plan
Please wait to resubmit the plans until after the meeting is held with the City to make sure all
comments that may arise from that discussion are incorporated.

This memorandum is to address the City of College Station staff's comments on the above mentioned project as
received by Kimley-Horn and Associates, Inc. on August 1, 2008. The following information has been included
in this submittal for your review.
• Eight sets of revised construction documents with site plan and landscape plans
• Three revised site plan
• One set of landscape plans
• One set of 11"x17"grading and erosion control plans

PLANNING
1. It appears that the site will not be able to be phased by individual building as proposed. For example, the
first dumpsters constructed are within Phase 2C, necessitating it be within a first phase. Phases also are
not to be divided in the middle of parking rows or drive aisles and are to incorporate turn around areas for
fire and sanitation departments, etc. Please incorporate the creek crossings into phases that are part of the
Building 9 through 15 side of the development. In making all of these considerations Staff suggests
consolidating phases, perhaps into 2 or 3 on each side of the creek.
Comment addressed. A separate phasing plan sheet has been provided with the site plan. The
owner continues to wish to permit each building separately. Therefore, we have broken down the
phasing to be more specific and provided a table on the phasing plan which lists proceeding phases
which must be complete before a building phase is considered fully complete. We feel that this
method will allow us to individually permit the buildings like is currently done on phase I while
meeting your concerns.
2. Please place a note on the site plan that phases are to be constructed sequentially from already developed
phases such that for safety purposes residents would not be passing through an active construction site.

3. Please place a note on the site plan that states the area of the property zoned A-0 Agricultural Open is to
remain in a natural state and vegetation preserved except for the approved creek crossings and minor
drainage maintenance activities approved by the City's Public Works Department.

4. It appears that the match lines for the site plan exclude the property directly underneath them. For example,
Sheets C-06 and C-07 are missing parking spaces, landscape islands, etc that should be on one sheet or
the other. Please revise.

5. There now appears to be 13 spaces in front of Building#7 instead of 12. Please revise.

6. Including the additional spot above, there appears to be only 522 parking spaces. Please verify the total
and revise on Sheet C-07.

7. On Sheet C-07, the Parking Required calculations should state that 128 spaces (not 124) are required for
the Building Type 5 subtotal.

8. The total required landscaping points for this project is 22,540 (16,990+5,550). Please revise the figure on

10. Please note that any changes made to the plans, that have not been requested by the City of College
Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional
changes on these plans that the City has not been made aware of will constitute a completely new review.
An additional ADA space has been striped south of the pool area based on TAS review. This did not
result in a change to the overall parking count or layout. See sheet C-07.
ENGINEERING COMMENTS NO. 2
1. Please adjust the water meter sizing. Per our sizing chart:
.75" meter= max. 25 GMP
1"meter= max. 50 GPM
1.5" meter= max. 100 GPM
2"meter= max. 160 GPM
3"compound meter= max 320 GPM
Per our utility department and manufacturer the 1.25" and 2.5" meters are not standard sizes and are not
currently manufactured.

2. Please address the comments that were e-mailed to you on July 30th, regarding the steep drop off in relation
to the sanitary sewer main. These issues will need to be resolved with the construction of this development.

adjacent to the sanitary sewer main. See sheet C-17.
FIRE COMMENTS NO. 2
1. Please strip the drive isle between Bldg No. 6 and 7 as fire lane, in order to provide proper access to the
FDC on Bldg#7.

2. Please revise the location of the FDC connections on Bldg# 11, 12 & 14. The FDC connection should be
located adjacent to a fire lane with no obstruction and a clear walking path between the two. These
obstructions include retaining walls.

I did have one additional comment for you.
These comments are related to the "Crossing" section of the Domestic Water Design Guidelines, which is
on page 11 of that section, as well as the "Crossing" section of the Sanitary Sewer Design Guidelines,
which is on page 8 of that section. The proposed below grade crossing of creeks does require a
minimum cover, steel encasement, capped and sealed, etc. Please revise these proposed crossing.
As mentioned on the original comments one alternative may be to move the mains inside of and above
the proposed box culvert to avoid the encasement requirement and provide additional protection during
large storm events.

Chris,
Here are the comments from Alan regarding the ZBA Variance Request. Some comments may be more
of a formality, in order to gather all the information for the ZBA process. Please address the comments
and re-submit with your next site plan / development permit submittal.
*Please verify that the floodplain/floodway elevations illustrated on the plans match those of the most
recent LOMR.
*Did the most recent LOMR take into account the full build out of both Phases 1 and 2? Do the
assumptions made with the LOMR regarding full build out of Phase 1 and 2 match those that are now
being proposed? Did the LOMR take into account any or all fill that has been done or will be done with
this project?
*Aside from the proposed box culverts, does the Zero Rise Study take into account all fill, retaining walls
etc. associated with the site plan
*Please delineate the floodplain/floodway pre and post throughout Phase 2.
*Please demonstrate that all criteria required for granting a variance has been addressed. This criteria
can be found in the City's Flood Hazard Protection Ordinance, Section 6: Variances. The City's Flood
Hazard Protection Ordinance can be found in Chapter 13 of the City's Code of Ordinances.
*Why was the interpolated cross sections removed?
*Why was the geometry/topo data updated?
*It appears that there are several large high bank section throughout this project. Please verify that
these locations have been analyzed regarding needed erosion control and bank stabilization.
*Please verify that all proposed retaining walls are outside of public utility easements. Please identify any
and all locations where public utilities penetrate retaining walls. If so, please identify the encasement or
appropriate utility protection.
*Have the velocities at each cross section been reviewed to verify that the appropriate erosion control is
being proposed. For example, Cross Section 4207 with a velocity of 8.26 fps. (Drainage Guidelines -
Section 9, Appendix C, Table C-11)

It looks like we are going to have a fairly significant grading revision that will also include some minor
shifting of drive aisles/curbs to accommodate the gas line along the back property line. Mike Davis and I
would like to meet with you to discuss what we are proposing based on Place's recent meetings with
Explorer.

6. Presentation, possible acUori, an4_dzWuasI� regarding pI ygr+ournl cndiktor and
replacement schedule — Curtis Bingham. The purpose of this item, brought back from a
request made at the July meeting, was to give the board an update regarding current playground
conditions and the replacement schedules for seven parks. Discussion followed. Kathleen
Ireland made a motion that, due to liability issues, City Council should be made aware that some
playgrounds would need replacing before they were scheduled. Joan Perry seconded the motion
and the vote was called. All were in favor and the motion carried unanimously.
7. Report, possible action, and discussion regarding agency accreditation — Steve Beachy.
An update was given regarding the CAPRA team's site visit and their recommendation to accredit
the department. There were a few standards that the department did not meet however, none
were fundamental standards. This was an informational item only and no action was required.
Gary Thomas wanted to vote a resolution of thanks to the department for their effort in this
endeavor. Gary Erwin seconded and the vote was called. All were in favor and the motion
passed unanimously.
8. Presentation, possible action, and discussion regarding Senior Advisory Committee
member appointments — Marci Rodgers. Four applications were presented far approval and
appointment to serve three years on the Senior Advisory Committee. Kathleen Ireland moved to
approve appointments as recommended by the Senior Services Coordinator and Jody Ford
seconded the motion. All were in favor and the motion passed unanimously. Kathleen Ireland
move to accept the recommendation for Robert Meyer to serve as Chair and for Raymond Reed
to serve as Vice Chair of the committee. Gary Thomas seconded the motion. The vote was
called. All were in favor and the motion passed unanimously. Hearing no further discussion,this
item was closed.
9. Presentation, possible action, and discussion regarding potential park land dedications.
• Ramada Inn Conceptual Plan for Tract Redevelopment — Park Zone 6. The required
dedication for this was less than three acres, but since it was a planned development, it
needed board approval. Staff was recommending the cash dedication of $123,848. Gary
Erwin moved to accept staffs recommendation and Shawn Rhodes seconded. The vote was
r called. All were in favor and the cash dedication was=toed. -_. _
Aggie Place Apartments — Park Zone 15. Staff was recommending acceptance of the cash `%
IIN donation of$177,184 in lieu of the 3.136 acres. Discussion followed regarding taking the cash l
versus the land. Gary Erwin moved to accept the staff recommendation and Kathleen Ireland
seconded. Hearing no further discussion the vote was called. All were in favor and the cash
dedication was accepted.
-'e• Summit Crossing — Park Zone 4. The board had previously takena tour of this properly. iii.
to the new alignment of the borders of the park being proposed by the developer, staff was
recommending that the board take another look at this property. Visibility and accessibility
could affect the usability of the site as a park. A motion to table this item pending a site visit
was made by Jody Ford and seconded by Gary Erwin. Discussion followed. The vote was
called. The motion to table the item carried unanimously with a site visit to be scheduled.
10. Presentation, possible action and discussion regarding the proposed fiscal year 200712008
through 201212013 Capital Improvement Plan; and report. possible action, and discussion
concerning the current Capital Improvement Program. A report had been distributed in the
board members' packets. The projects were brielly reviewed and many had been discussed
previously, however, none had been prioritized. The Board would see the list in the future in order
to identify and prioritize potential projects in preparation for the upcoming bond election.
