Remarks: Attached are 1 full sized copy and 19 11x17 copies of the revised Preliminary
Plat for the above-reference project.
Also attached is our Response to Staff Review Comments No. 1, which include
attachments of the Parkland Dedication information, existing right-of-way
easement information, and an exhibit showing existing easements proposed to
be abandoned.

STAFF REVIEW COMMENTS NO. 1
Project: THE BARRACKS (PP) - 08-00500133
PLANNING
1. Provide proof that the Parkland Dedication requirement has been approved by the Parks &
Recreation Advisory Board or administratively as applicable. If not yet obtained, this proof
must be provided before the plat can proceed to the Planning & Zoning Commission.
Parkland Dedication proof is attached to this resubmittal.
2. Please add "NOT FOR RECORD" to the title block following preliminary plat.
Per phone conversation, "not for record"noted to left of title block is adequate.
3. Please revise the vicinity map so that a larger area is included for a better perspective.
Vicinity map has been revised.
4. Provide a note on the plat that states that lots with frontage on General Parkway, a minor
collector, will not have driveway access to it.
Note 9 has been added to the plat.
5. There appears to be a narrow strip of land outside of the alley along the eastern property
line. Please resolve that remainder or provide it as common area.
Common Area strip has been labeled. Due to proximity of each common area with
respect to the subdivision phasing, all other common areas have been
renumbered.
6. Please label the alleys as public alleys.
"Public"has been added to all alley labels.
7. There appears to be some proposed PUEs that are not labeled. Please label.
Additional PUE labels have been added for clarification.
8. Please revise the Legend to state the proposed sidewalks are 5 feet in width.
Legend has been corrected.
9. Please note that since a portion of the plat is already platted, a replat will be necessary to
final plat the property.
Noted.
10. Please note that based on the existing configuration, if both phases are not final platted
together Phase 1 will need to be approved and filed for record before the final plat for Phase
2 can proceed to the Planning & Zoning Commission.

11. Please note that the subdivision lies within sewer impact fee area 03-02. Impact fees are
based upon a living unit equivalent and will be due with the building permit.
Noted. Note 10 has been added for clarification.
12. Please note that the lots with a side yard adjacent to a right-of-way will have a 15 foot side
street setback.

ENGINEERING COMMENTS NO. 1
1. Please identify which easements plan to be abandoned, as it appears some of the existing
easements will interfere with building lay out. These easements must be abandoned thru
Council before the final plat can go forward to P&Z.
An easement abandonment application will be submitted. A copy of the Exhibit
that will accompany the application is attached. In addition, all easements for
proposed abandonment have been labeled as such.
2. The blanket easements must be abandoned before the final plat goes forward to P&Z.
Noted. Notes 3 & 4 have been revised to address the specifics of the easements.
Copies of these easements are attached.
3. In locations where the City will be receiving easement or ROW it is important that there are
no existing easements, as the City requires first right.
Noted.
4. Please identify the sanitary sewer main and easement that runs the length of the western
property line.
Additional existing sanitary sewer lines have been shown and labeled. In doing
this, the proposed 8"line along Lieutenant Avenue was shortened and easements
pertaining to this proposed sewer line were adjusted.
5. The proposed 10-ft PUE along a portion of the western property line is to extend the entire
length of the property line including the common areas and along the northern property line.
Easements have been extended as requested.
6. Please label the PUE for the storm sewer near the north western corner of the property.
Easement has been labeled as requested.
7. FYI — Please be prepared with the submittal of your construction documents to demonstrate
and provide details for the appropriate positive drainage for the knuckle street design.
There have been issues in the past with these designs, as water has a tendency to pond in
these areas.
Noted.
8. FYI — It is my understanding that you have spoken with Alan Gibbs regarding the on-site and
off-site drainage design for this project. Please verify that these issues have been
addressed, specifically the proposal for the open ditch near the eastern property line, verify
that an area has been designated for this purpose.
Noted.
SANITATION
1. Lots are less than 50 feet, need to show dumpster pad locations according to UDO.
Each lot will be serviced with individual trash containers in accordance with the
email correspondence with the solid waste department.

SUBJECT: THE BARRACKS (PP) - Preliminary Plat
Staff reviewed the above-mentioned Preliminary Plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, June 30, 2008, 10:00 a.m., your
project will be placed on the next available Planning and Zoning Commission meeting
scheduled for Thursday, July 17, 2008, 7:00 p.m. in the City Hall Council Chambers, 1101
Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plat; and
Nineteen (19) 11" x 17" copies of the revised Preliminary Plat.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed, your project will be pulled from the scheduled Planning & Zoning
Commission agenda. Your project may be placed on a future agenda once all the revisions
have been made and the appropriate fees paid. Once your item has been scheduled for the
P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday
the week of the P&Z meeting.

Please note that a Mylar original of the revised preliminary plat will be required after P&Z
approval and prior to processing subsequent final plats. If you have any questions or need

Subject: Conceptual Plan—The Barracks Subdivision
2950 & 3072 Rock Prairie Road West
College Station, Texas
Remarks: Attached are 3 full size copies of a conceptual plan for the Townhouse
development on Rock Prairie Road West.
I will email a pdf file of the drawing.
The following is a list of questions I have concerning the development of this
tract.
1. Do we need a street connection to the Osage, Ltd. property the east?
2. Will we need an emergency access road or is the Collector Street adequate
until future developments allow connection to other streets?
3. The existing Rock Prairie Road right-of-way is 100'. I assume additional
right-of-way is not needed.
4. A portion of the project is platted. Can we proceed with a Preliminary Plat
1of the project and do the Re-Platting with the Final Plat?
1 5. Can the existing easements on the platted property, which were dedicated
by the Final Plat, be removed by Re-Plat or will we need an easement
1 abandonment process?
6. Sanitation service—All lots in Blocks 1 and 3 have alleys and will have
individual trash receptacles. The 32 lots in Block 2,which will have
parking in the front, will use the 2 — 8 CY dumpsters shown.
