The scope of work proposed on the original submittal to the City included enclosing an existing exterior waiting area of approximately 433 sf. A Non-Residential Architectural (NRA) Standards Building Review application was previously submitted to the City of College Station on 05/15/08. The proposed building elevations incorporate the use of materials(cedar siding/trim and metal roof)which are an integral part of the building theme for Texas Roadhouse locations. Texas Roadhouse has developed nearly three hundred restaurants in forty four states since 1993, all with similar design elements and materials, that reflect the vision of great steaks and ribs at a price that all families across America can afford in a casual and fun atmosphere- Texas Roadhouse's motto is"legendary food, legendary service". The design and material selection for Texas Roadhouse reflect this vision with warm colors and textures and architectural elements representative of traditional small-town Texas. Additional materials or elements were not considered in order to maintain the existing prototype theme, and due to the size limitation of the building expansion. Section 7.9 of the City's UDO requires two (2) different design elements are to be specified per building elevation facing a public right-of-way. The Front Elevation, facing University Drive East, is approximately 29'-8" long. The proposed design elements for the Front Elevation (South) are: Al Windows accompanied by overhang—see A3 (one window) 2) Wall plane projections or recessions with a minimum of four foot(4') depth—see A3, addition maintains the existing plan projection of 2'-8",and does not increase the building width enough to require additional design elements. The Side Elevation, facing east and a parking field, is approximately 15'-8"long. If that is the case,the required design elements for that side of the building are not applicable—however they are provided, and I would argue, offer an additional benefit to offset the limitations of the design elements on the front/University Drive East building elevation. In case we don't talk live, response follow in addition to a voice message I left you. It is not clear in my response, but what I am attempting to point out is for this design element(wall plane projection), on the University Drive East elevation, there is a plane projection of approx. 2'-8" that is existing and with the proposed addition this element is maintained. Also, the length of the proposed addition, when added to the existing building length, does not hit the 120' threshold to require two more additional design elements. As proposed, four design elements are provided for the addition at Texas Roadhouse, however the second design element for the University Drive East elevation does not meet the minimum 4' depth indicated in the listing of design elements in the UDO. The depth of the plane projection is what I am wanting the DRB to consider for a variance.
