Please call to discuss. Please address the drainage at the rear of all lots of Phase 2 of Horse Haven which back up to this proposed development. It appears there is proposed grading which will direct the flow of water toward these back yards. It is our understanding that there is an existing drainage issue with these lots. ❑ I spoke to the property owners along Horse Haven Lane and I was told that one of the property owners had brought in a large amount of fill blocking off the natural drainage. I went back and installed 18" storm drain lines along the back property line with grate inlets and re-graved the back lots to solve this problem, see Sheet 5 &the Grading Plan. Please verify the use of structural backfill where any utility is proposed in a structural area (Streets, etc). ❑ This is a requirement stated in the Cities standard trenching/backfill details for each utility. I have included an item for this in the engineers estimate that will also be in the Contract proposal given to the Contractor and all local Contractors should be aware of s this requirement. leo every attempt has been made to'i Weep all of the utilities out from under the sidewalks. See below: • In light of the recent discussions on HDPE pipe deflecting out of round, we should require RCP under public pavement. Where storm sewer is not under pavement, HDPE with cement stabilized sand as in the structural trench requirements per detail D3-02 is always utilized is the minimum acceptable. Note that design engineers are to specifically design and seal the HDPE detail specific to each set of plans and site. In general we require structural trenching within 5 ft of public back of curbs or under public sidewalks. HDPE is acceptable under sidewalks and if the pipe is completely behind the curb. Use this guidance on the interim. Please submit mylar copy of the Preliminary Plat. It should be as approved by the P&Z. Please remove trees from southern corner of property. o See Attached 2. This plat includes a Replat. Please amend application and pay appropriate filing fee. o See attached 3. The original plat should be shown for the already platted property. o See Revised Plat 4. The metes &bounds provided do not close. o The Surveyor Paul Williams, R.P.L.S. is reviewing the closure 5. Tax certificates should include entire property. o The certificate was turned in Friday, May 23, 2008. 6. Please remove the City Council certificate. o See Revised Plat 7. At the southern corner of lot 53, the dashed line (10' PUE) trails into lot 1 of the previous phase. o See Revised Plat 8. Since the easements will be abandoned prior to the final plat approval, the "abandoned easements" do not need to be shown on the plat. o See Revised Plat 9. The Preliminary Plat was approved with the condition that sight issues for lots 38 and 39 (now lots 34 & 39) be addressed and that there be backing maneuver areas on the lots. Note 12 should apply to these lots as well. If you are addressing the site issue with Note 11, then it should also apply to lot 35. o See Revised Plat 10. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. ENGINEERING COMMENTS NO. 2 1. All public utilities are required to be in a PUE. Construction plans show extension of sanitary sewer line into Lots 4 and 5, Block 2 not covered by a PUE. o See Revised Plat 2. Utilities shall be placed at least 5.5 feet from Easement or ROW boundary. Relocate utility or provide additional PUE width or dedication as required. o OK 3. Clearly designate the PUE area on Lot 53. o See Revised Plat 4. Please justify why you are proposing additional crossings/borings of Horsehaven Lane for water and sanitary sewer connections. There are existing lines on your side of the street. As proposed, it appears you will need off-site PUE for sanitary sewer. o The existing 18" sanitary sewer trunk line traversing this tract Is to shallow. o I am hesitant to connect this subdivisions water main to the Gander Mountain service line and there appears to be numberous conflicting utilites at this property corner. 5. The scale called out and the scale pictured are not the same.
