As discussed previously in the March 19, 2008 Pre-Application Conference with staff, site improvements on this property will require the affected elements to come into compliance with the current ordinance. The driveways, as shown, will not be permitted to remain if any improvements are made to the existing parking areas or driveways. A 48' Private Access Easement exists on the western property that will provide access to this property. This easement is being extended through the subject property to the eastern property with the replat that is currently in process. This comment will affect the entire layout that is currently proposed. The following comments are based on the site layout proposed. 2. The title block needs to also contain the following information: legal description (based on new replat), property owners name, address and telephone number, size of the property. 3. Please provide more detail on the vicinity map, including all adjacent properties, adjacent roadways and a north arrow. 4. Please provide the ownership and zoning of this and all abutting properties. 5. Please provide a note indicating whether or not the subject property lies within a FEMA designated 100-year floodplain. Please provide the FIRM panel number. 6. Please provide both existing topography (2' max) and proposed grading (1' max) and drainage information. 7. Does a sidewalk exist on University Drive or Poplar in this location? If so, please depict on the site plan. 8. Again, the driveway widths, locations, and throat depths do not meet minimum requirements. 9. Please show 48' Private Access Easement on this plan. Site improvements may not block access across the Private Access Easement. 10. A 6" raised curb is required around all edges of all parts of all paved areas, without exception. This includes islands, planting areas, dumpster locations, utility pads, etc. 11. A bicycle rack for 4 bikes is required. The Site Design Standards can provide you with the required specifications. Detail should be provided on the site plan. 12. Please label "10' Utl. ESMT" as 10' P.U.E. Please provide the volume and page number (will be from the plat when it is filed). 13. Please provide information required for vehicle queuing for drive-thru restaurants. The requirements can be found in Section 7.2.J of the Unified Development Ordinance. 14. 18-foot parking spaces are only permitted for 90-degree parking spaces. 15. 18' spaces may only be used where they abut a 4-foot landscaped island and over-hang should be on the subject property, not adjacent property. 16. Please dimension the entire parking space length (not just to the wheel stop). 17. Parking and drive aisles must be a minimum of 10 feet from the property line. 18. Please include a curb and pavement detail. Standard details can be found in the Site Design Standards publication. 19. Is seating proposed on the area surrounded by the wrought iron fence? If so, this area needs to be included in the gross area that is used in the parking calculation. 20. End islands are required at the end of every parking row. For example an end island is required at the end of the parking row adjacent to the dumpster enclosure. 21. Please show utility locations on the site plan. NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next transmittal letter and"bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 2 of 4 22. Please provide a water and sanitary sewer legend to include minimum water demands, maximum water demands, average water demands in gallons per minute, and maximum sewer loadings in gallons per day. 23. A TxDOT permit will be required for any work in TxDOT's right-of-way, including the driveway closing. 24. Please provide fire hydrant location and information. 25. Please show proposed fire lanes. 26. Please provide the dumpster enclosure inside clear dimensions. What type of service is being proposed? 27. Please indicate the overall height of the existing structure on the site plan. 28. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 29. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. The number of trees shown in your landscape legend are not shown on the plan. 3. Please provide the minimum height for screening shrubs (3' minimum). 4. Please specify that the size of the crepe myrtle is for a single cane. 5. Please indicate the type of ground cover to be used. 6. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Page 3 of 4 1. Please provide written response to all comments. 2. Please submit Development Permit application and fee. 3. Provide water, sanitary sewer, and fire flow reports. 4. Please submit a grading plan. 5. Please provide erosion control plan. 6. Please submit a Letter of Acknowledgment. 7. A drainage report needs to be submitted if any drainage pattern is changing. 8. A TxDOT Permit is required for any work being done in the TxDOT ROW. 9. Existing water and sanitary sewer service line locations, sizes, and materials need to be denoted on the site plan. 10. Please label the water meter size. 11. Please show the irrigation service line and meter. 12. Please label the building type. 13. Please show the extents of 10-foot PUE along Poplar St. 14. Please show cross-access easement along front of property. 15. The vicinity map needs to have a north arrow and additional detail to show the site's location. Based on drawing submitted, all electrical is existing. 2. Available power at the site is 120/208 single phase. 3. Unless changes are made in the electrical infrastructure, there are no other construction comments necessary at this time with the exception of the following. 4.
