Explanation of appeal request: We are seeking a variance to allow two driveways into this site that will each function as 2-way in and out. The two driveways were indicated in the Pre-development meeting as an improved situation over what presently exists. Presently there are 3 duplex lots with head-in parking that creates an almost continuous driveway opening. Staff approved the throat depth of each driveway on 11-28-07. The then Transportation Planner approved the depth based on the fact that there are two drive entrances that function as both ingress and egress drives for a development with a relatively small unit count. We were under the impression that because the two driveways justified the approved throat depth that the two driveways were also approved. 2. Applicable Ordinance Section: UDO—7.3.C.3 vENERAL APPEALS/WAIVER REQUL_ i The following specific variation from the ordinance is requested: Southern driveway is less than the distance specified in Section 7.3.C.3 from Cherry Street. Center line to center line measures approximately 70 feet. The unnecessary hardship (s) involved by meeting the provisions of the ordinance other than financial hardship is/are: 1. This project has been discussed with the City for a year. At the very initial pre-development meeting the applicant showed two driveways. There were several items that we sought clarification on prior to submitting a full site plan. This is because in order to submit a site plan, one has to design, not only the site and civil plans, but the building plans as well. These are all required to be submitted for review of a Northqate prolect. We sought approval of the throat depth discussed during the pre-development meeting. Staff gave approval because there were two driveways shown and because of the relatively small unit count (40 one-bedroom units). 2. This is a huge amount of time and effort wasted if drastic changes like this occur late in the process. This defeats the whole purpose of making redevelopment attractive in the Northgate area. 3. The City wants to see Northgate redevelop into a high density urban area. In order to do so, there will be situations that require standards that are different from the ordinary suburban standards. Because of the density being placed on the site, there is a loss of internal circulation, thus requiring 2 access points. 4. To redevelop small individual lots originally designed for duplexes into the higher density the City desires requires building up with multiple stories with parking underneath. In this case the redevelopment of 3 small lots into an apartment complex requires placing the building in the center with parking underneath and on both sides. The two driveways allow vehicles to more easily circulate internally on site, rather than having to go out onto the street for circulation. The following alternatives to the requested variance are possible: Complete redesign of the site.
