Please revise the labels for the abutting parcels to be legible and provide their zoning. 3. Please state the proposed use on the site plan. 4. There appears to be duplicate property lines along most of the boundary. This can also be observed for the curbs of the parking space on the lot to the west. Please resolve. 5. If an area of the property is not being developed, it may be placed in a separate phase. This may be advantageous if in the future that portion of the property was subdivided and sold off or if there was a desire to reduce the required landscaping points on the current landscape plan. A phase boundary is to be placed 20 feet beyond the area of development. 6. For pedestrian safety, provide a sidewalk the length of the property along George Bush East. The sidewalk is to be a minimum of 5 feet in width and located 3 feet from the back of curb with a Staff preference to locate it further from the curb. 7. Provide a handicap accessible route from the building to the sidewalk along George Bush E. 8. Parking lots within 15 feet of the ROW are to only have a maximum of 7 contiguous spaces separated by an 18 foot by 20 foot landscaped island. The two interior islands along George Bush East need to be revised to meet this requirement. 9. All end islands must be at least 180 square feet in area. Please revise the islands to meet this requirement. 10. If the required number of parking spaces is not provided, an Administrative Adjustment application may be submitted to attempt to seek relief from such. If that request is not granted by the Administrator then a variance request would need to be pursued with the Zoning Board of Adjustment. 11. Parking space and drive aisle dimensions are measured "wall-to-wall" or to the face of the curb. Please revise. 12. Please include fire lanes and other dimensions on the site plan or provide them as a second sheet of the site plan. 13. Please provide curb details on the site plan. 14. Please submit the building elevations for review through a Non-Residential Architecture Standards application. The elevations must be approved by staff before a building permit can be issued. Please note that this property must meet the Additional Standards for 20,000 S.F. or greater founding Unified Development Ordinance (UDO) Section 7.9.B.D. 15. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Chinese Elm is not a tree species that may be used for streetscape. 5. The parking spaces to the south of the driveway must be screened in similar fashion as those to the north of the driveway. Please revise. 6. Non-canopy trees have not been proposed with this landscape plan. Please remove them from the Landscaping Legend. Please revise the Proposed Use of Property. The submitted applications indicate that the proposed land use is now an office building rather than a hotel as previously discussed. 7. Please verify with the fire department that the proposed fire lane layout is adequate for fire truck maneuverability. 8. Note 2 on the "City Site & Utility Plan" should be revised to reflect the current zoning: C-! General Commercial. 9. Please include water and sewer demands on site plan. 10. Please provide detail for the proposed sanitary sewer service connection to the main. 11. Please provide sanitary sewer cleanout every 100-ft. 12. Please verify that the floodway/floodplain depicted on your site plan was determined per the most recent LOMR effective date April 25, 2008. 13. In this area it appears that the floodway width is the same as the floodplain width. Therefore, there may be no floodplain/floodway encroachments (i.e. fill or structural) in this area. 14. The silt fence needs to be removed from the floodway as no encroachments are permitted. 15. It appears that your depiction of the floodway does not align with the appropriate contours. Please revise. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. Does the calculated fire flow show that they only need two fire hydrants to support the hotel? 2. Fire lanes as shown will be acceptable. 3. The building requires a Knox box for the front entrance (order form available thru Fire Marshal). 4. Fire Department Connection for the required fire sprinkler system needs to be within 150 feet of the designated fire hydrant as the fire truck lays the hose off. 5. Page 4 of 4 STAFF REVIEW COMMENTS NO. 2 Project: CS HOSPITALITY CANDLEWOOD STE (SP) - 08-00500077 PLANNING 1. It appears that within the hotel floor plan, a meeting room is designated. The required number of parking spaces for a hotel is one space per room but also additional spaces based on 1 space per 200 square feet of meeting room(s). Please include the meeting room space in the Parking Analysis and revise the calculations. 2. Please submit a revised Administrative Adjustment application to include the additional spaces required by the above comment. Staff will re-issue the Administrative Adjustment letter with the increased reduction in parking. Also, state the number of parking spaces provided (69) on the site plan and reference that Administrative Adjustment (08-90) was granted for the difference from the required. 3. The dumpster enclosure needs to measure at least 12 feet wide, including the distance between the gate posts. Please revise. 4. Please label the 30 foot easement along the front of the property as a "Drainage & Utility Easement" (as per plat). 5. On the Landscape Plan (Sheet 3 of 4), a tree and shrubs are planted in the sidewalk along the front property line. Please revise. 6. There are to be a minimum of 7 trees to meet streetscape requirement. To qualify, a tree must be within 50' of property line along the right-of-way. Please revise. 7. There appears to be 5 2" caliper trees planted and 4 in the Landscape Analysis. Please reconcile. 8. Chinese Elm is still listed as a potential species that could be planted for the 3.5" caliper (streetscape) trees. Please remove that species from the Landscaping Legend and/or replace with a different species on the streetscape planting list. 9. Please note that Electric will still needs to be provided electrical load data for the project to avoid delays in construction, since the transformer lead time is approximately 40 weeks to receive. Our records indicate that the 30-foot easement along the front of the property is actually a "Drainage & Utility Easement." Since this is the case, private utilities must be removed from the easement. Service lines are permitted to cross utility easements, but not run inside them. 6. Please provide detailed drawing of subsurface detention pond and outfall structure. 7. In order to clearly define areas where encroachment is not permitted, grading or otherwise, please show limits of floodway and actual center line of creek. 8. What type of safety feature are you proposing for the area with the 5-ft curb cut and retaining wall? 9. Please verify that the dumpster pad design is structurally sound or whether a retaining wall is needed due to the proximity to the creek. 10. Since there is more than a 30-in differential between existing and proposed sanitary sewer flowlines, a drop needs to be installed inside the manhole. 11. Please revise the detail for the proposed sanitary sewer service connection to the main to reflect the added drop. 12. Please provide calculations for water and sewer demands shown on the site plan. 13. Please clearly indicate on the plans that the street crossing by the sanitary sewer is by bore. 14. The bore and the connection to the existing sanitary sewer manhole are obviously under pavement and represent a unique situation. We would suggest that you add a note to the plans detailing the boring procedure similar to the following: "Dry Mechanical Bore per BCS Spec 110 - Cut manhole (1ft diam. typ.) via 1" pilot bores and punch out, bore pilot line and back ream it, jack the casing through, confirm the grade, pump hydraulic grout in the void between the encasement and the bore, push the carrier pipe through the encasement and utilize casing spacers per the standard detail, affix a rubber boot and grout at the encasement and manhole connection, install the drop per standard details." 15. FYI ... We require the 2006 International Fire Code be used to calculate fire flow. Please use the 2006 IFC for future submittals. 16. FYI ... The landscaping analysis has been revised to reflect five (5) 3.5" caliper trees, six (6) 2" caliper trees and 77 shrubs. The landscaping calculations have been revised accordingly. 8. Chinese Elm has been removed from the Landscaping Legend and replaced with Live Oak. 9. The Electrical loads are enclosed with this submission. ENGINEERING 1. A copy of the receipt for the Public Infrastructure Inspection fee is enclosed. 2. Details Sheets 1 and 2 are enclosed. Each sheet provides applicable details for the project. 3. An additional fire hydrant has been added to the Site Plan. 4. A gate valve has been added to the existing water main on the northeast side of George Bush Drive East. 5. The Site Plan has been revised to show a water main bore for a 2nd hydrant. The private utilities are now shown on this 6" water main and no longer run inside the drainage and utility easement. 6. The Grading Plan now shows a detailed drawing of the subsurface detention pond and outfall structure. 7. The Site Plan and Landscaping Details now show the actual centerline of the Creek. 8. The area of the 5' curb cut does not have any safety features because the grade at the curb cut will not be elevated above natural grade. Handrails will be placed on top of the retaining walls. The retaining wall and handrail details will be submitted separately. 9. The dumpster location is part of the subsurface detention pond. The structural design of the detention pond will be submitted separately. 10. The manhole detail located on the Site Plan now shows a drop pipe. 11. Sheet 5 has been added to the review set. Sheet 5 is a plan and profile for the new 6" water main required for new Hydrant#4. 2. The construction phase line has been relocated to the actual center of creek. This changed the area of construction and is reflected in the landscaping calculations as shown on the Landscaping Details sheet. 3. The sewer service line has been reduced to a 6" service as shown on the Site Plan. The encasement for the sewer service line has also been reduced to a 14" steel encasement. 4. The sidewalk along the property frontage has been extended across the creek. The property line is located along the centerline of the creek. For pedestrian safety, it is necessary to complete the side to the other side of the creek. 5. A sidewalk has been added to the boiler room doorway at the southwest side of the building. A new gas main will be installed from Dominik Drive to the project site. This service will be provided by Atmos Energy. A new gas service will be installed as shown on the Site Plan. 7. The Grading plan has been revised. Additional grading shots have been added and contours have been revised accordingly. 8. An 8" HDPE storm pipe has been added to the Grading Plan. This pipe will collect runoff from the downspouts around the building. The storm pipe will discharge to the subsurface drainage pond. For downspouts located in the back of the building, riprap will be placed at the downspout discharge points. 9. The area of the subsurface detention pond has changed. The footprint for the pond is now larger to account for structural columns to be placed inside the structure. The volume of detention has remained the same. The attached Proposed Drainage Area Map should be replaced in the Drainage Report. 10. The retaining walls have been changed. Handrails will be the safety feature for the retaining walls. A Replat was submitted on June 23rd to subdivide off a portion of the property on the other side of the tributary from the proposed hotel. The right-of-way (ROW) of George Bush Drive East is currently 70 feet wide, though the ROW standard for a minor arterial is a 100 feet wide. The City's Subdivision Regulations require half the difference (15 feet) to be dedicated when a plat is submitted. That dedication will put the new ROW line into the front parking row of the proposed site plan. As a result, the owner will need to notify the City in writing that the plat (Culpepper Plaza Addition, file #08-142) is withdrawn OR the plat will proceed to the Planning & Zoning Commission as currently scheduled on August 7th and this site plan will then need to conform to the new setbacks associated with the new property line resulting from the ROW dedication. 2. Please note that the site plan will not be approved until revised building elevations meeting the City's Non-Residential Architecture Standards are submitted by the architect. Staff responded to the first submission of elevations on June 16th. The revisions are necessary prior to site plan approval due to the possibility that in order to meet the standards, the building footprint may change and therefore alter the site plan. 3. Please submit a revised cost estimate for proposed public infrastructure. 2. We recently received a plat for this particular site which is proposing dedicating an additional 15-ft ROW. We will need a revised site plan showing that all private infrastructure has been removed from the proposed ROW. 3. Construction Plans, Sheet 1 —The inside drop manhole detail provided on the City Standard Sewer Detail sheet is sufficient. Otherwise, we require a letter stating how the proposed detail supersedes the City standard detail. Please retain the boring note. 4. Construction Plans, Sheet 5 — The stationing and scale do not match in plan and profile. Please revise. 5. Please show the actual limits of the floodway as determined from your topographic data. 6. It appears that some of the roof drains are discharging directly to the creek. Please revise the drainage areas and subsequently affected calculations. 7. As part of the drainage report, you are required to submit a completed copy of"Appendix D" of the Unified Stormwater Design Guidelines. 8. Please submit the signed and sealed plans for the structural design of the detention pond. You will need to certify the structural integrity of the pavement for minimum loadings of 80,000 lbs. 9. Please refer to Appendix C, Table C-11 of the Unified Stormwater Design Guidelines as surface treatment will be required to prevent erosion at the detention outfall location and the direct discharge point from the parking lot. 10. Please identify the emergency overflow spillway and its flow path. The issues relating to the plat to subdivide the property will need to be resolved before the site plan can be approved. Please note that if the plat proceeds, the site plan will need to be revised to reflect the property as then filed for record. Also, the building elevations will need to be approved before the site plan can be approved. 2. At this point the plat for this site is still under review and pending approval. We will need a revised site plan showing that all private infrastructure has been removed from the proposed right-of-way prior to development permit issuance and site plan approval. 2.
