The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Cover memo providing written responses to all of staff's comments (identify the specific page that each comment was addressed on or the reason for not addressing the comment); One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached; One (1) revised site and landscaping plan; Other documents as described in the attached comments. The drive aisle width requirement is contained in the Unified Development Ordinance,Article 7,Section 2.5 Dimensions and Access and the adjustment granted represents a 4.3%adjustment This adjustment is limited only to the portion of the existing rear drive aisle from the center interior island through the area of the existing dumpster enclosure located at the southeast corner of the property. While this adjustment is granted,the Administrator reserves the right to require additional provisions such as bollards or other measures to help ensure safe vehicular maneuvering. According to the Unified Development Ordinance Section 3.15, the Administrator has the authority to authorize adjustment of up to 10 % from any numerical zoning standard set forth in Artides 5, 6, or 7 of the Unified Development Ordinance. To approve the application for an administrative adjustment, the Administrator shall make an affirmative finding that specific criteria, as outlined in Section 3.15.E of the Unified Development Ordinance,have been met. The Administrator has found that: Granting the adjustment will ensure the same general level of land use compatibility as the otherwise applicable standards because the reduction in aisle width of this scale can be mitigated through other measures; Granting the adjustment will not materially or adversely affect adjacent land uses or the physical character of uses in the immediate vicinity because the reduction is confined to a portion of the rear drive aisle;and Granting the adjustment will be generally consistent with the purposes and intent of this UDO owing to the fact that the reduction in drive aisle width is relatively negligible. It is a large file so hopefully it comes through. The site plan is in the lower right, the landscape plan which is a less busy is in the upper left. I looked at the site yesterday and it appears that the parking and front sidewalk is pretty much flush with the front of the building. I believe the front access should be fine, though I'm not exactly sure of the requirements of the potential tenant. As for getting a 5x5 landing and ramp in the rear, some measurements will need to be done on-site to see if it can be squeezed in. Let me know if you have any questions. Where there is head-in parking, there needs to be a 23-foot drive aisle to accommodate backing maneuvers. From the site plan it appears that there is not enough room to have the entry across from the parking spaces. There is an end island and dumpster enclosure though on that end of the building which only a 20-foot drive aisle is necessary in that area as long as there's still room for the sanitation truck coming around the corner. On this site, the extra 3 feet may make the difference. I should be able to measure today as I need to visit another site too. The location would be limited to be between the rear corner of the building by Shipley's and the center of the end island that has the transformer in it (there's a expansion joint in the concrete from the center of this end island across the drive aisle to the building that would be the boundary). In this area the drive aisle can be reduced to 20 feet in width as it does not have head-in parking off of it (there's currently a total of 26 feet when measuring flush with the building). Putting a door into the rear exterior wall with the associated ramp will require a building permit. Depending on the slope, there will likely need to be hand rail and bollards will be needed at the corner of the landing and at the end of the ramp to protect it from vehicles. For more details on the ramp and doorway, I would refer you to Ben McCarty our Commercial Plans Examiner. I hope I have been clear in my response, let me know if you have any more questions. I also got your message that the bike rack can be moved, but must be with the same building. I still have a question on the parking for this center. I was told by a planner at the city that we need 66 spaces. I am confused. I thought that we had more than enough in the center to accommodate the parking required by our tenants. I was told by the city that the formula is as follows: Current building is 9900 sf, thus a 1/250 ratio is = 40 spaces required. Then 9900 x 25% = 2475 will have to have additional parking. So, the tenant(medical use as a dialysis) requires 1/200 ratio. So, Tenant 7500 sf— 2475 (25%) = 5025 sf of intense use.Then 5025 / 200 ratio = 26 spaces required. Now it appears that we need 40+26=66 spaces. Can you tell me what the total parking space count will be if we have 7500 sf of this medical use tenant in a 9900 sf building, one dry cleaners 1880 sf with a drive thru? Thank you, Robert J. They also would like to have 3 ramps at the rear of the building. Because of the ramps I revised the Parking at the ramps to be 60 degree parking so we can get the 24' access between the ramp and parking. The attached drawing has the revised parking analysis and parking lot layout. Could you please review and comment on this. Thanks. According to the presub- mission conference report, a note is to be added to the plat prior to filing that would prohibit detached signs on these tracts. We will not file the plat without that note if the Council approves it that way. At the plan review before the Project Review Committee, all parties present agreed to no signage, and an appropriate note is part of the approved plan. Our City Attorney is preparing a legal instrument for this agreement. If the developer does not wish to sign this, we will require a revised site plan with the P.R.C. Zoning Official Rick Ploeger, City Forester Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Southwest Place - 84-405 The P.R.C. met on this date to review the above mentioned project, and recommends approval with the following conditions :- (1) The power pole and the fire hydrant (both currently located in driveways which have been approved by City Engineer) must be relocated. (2) The PRC recommends that islands , 10 feet in length, be added to each end of the "flat" island which separates the driveways. (3) Locate the existing transformer on the site plan. Electric service to all buildings on Lots 2A-2 & 2A-3 to be coordinated through the Electric Department.
