Pre-Application Conference (PAC)
Request Form
The purpose of a pre-application conference is to meet the City staff that will be involved
with your development and identify general issues that need further analysis. Along with
the discussion of these major issues, staff will talk about the development process,
distribute necessary information and discuss what permits will be required for your
particular development. This meeting is in no way a complete review of your project.
Staff will perform a formal thorough review once the minimum requirements are
submitted for your particular development.
Submitted for the June 27th 1pm PAC.

This is a draft site plan. Brett and I gave comments back to the architect yesterday so he will be making
changes. I only send this so that you will have a reference for the following questions tomorrow. The floor plan is
there to show the bedroom count and for Chris to answer a fire door question.
QUESTIONS:
O'roviding room for 3 dumpsters that can be easily accessed at the rear is becoming a problem. Check
o see if we can use two and have pick-up more often—treat it like commercial. Compactor is too noisy
and not desired by owner. Since Northgate requires dumpster to be at rear, can trucks front end load and

2. Check fire doors and see if they are required at hallway ends. This is Type 2B non-combustible
construction so do doors have to be wired into alarm system? Please have Chris take a look at the floor

3. Can green screen fence be used as parking screen. See web site greenscreen.com. Parking is not
adjacent to ROW but farther into the site. Green screen allows planting to cover the fence. —Cyt s S
Check queuing space. There are two entrances and each can queue one vehicle. Unit count is down to

Thanks Lindsay. I'll see ya manana at 2. The plat was called W.C. Boyett. The original PAC was June
27th P&Z meeting was Aug. 16 where variance was granted and plat approved.
Also attached are my notes from the PAC meeting. I will also forward an email from JP
responding to some questions we had.

Jane,
Let me know if you would like the notes from the PAC meeting and I can fax them over.
Below are answers to the planning questions that came up during the PAC meeting. Give me a call if you want
to discuss any of them. I believe that Josh has already discussed the engineering related questions with Brett.
1 -Will the study count toward parking requirements? There is nothing in the UDO or in the IBC that clearly
differentiates between a bedroom and study. Generally, we will look at the size of the room, how it is enclosed
and whether it has a closet in it.
2 - Is right-of-way dedication required on Second Street? Dedication is required.
1 3 - Compactor information: The minimum inside dimension of the enclosure needs to be 29'x16' to
\NIGLm accommodate a roll off compactor/dumpster. Wally is still looking at proposed location and potential service
issues.
4 -Are spaces still available for lease in the City's parking garage? Please contact Accounting at 764-3574
and ask to speak with Patricia Rosier. My understanding is that we are currently reviewing applications for
renewal and should know how many spaces are available for lease very soon.
5 -What is the minimum queuing required for a gated multi-family development in this area? Ken is
0n evaluating it at this location, but it is unlikely that it will be able to be gated with your current configuration (ie: 1
car length before gate).
6 - If the developer chooses to use landscaping to screen the parking rather than a wall, can he place a
40, fence behind the landscaping? A fence that is located between the sidewalk and the structure/parking can
C� be no more than 3' in height if masonry. If you wish for the fence to be higher, it must be decorative wrought iron
- Section 5.6.B.9.b.
7 -Where is the sitting wall thing? I found where the parking has to be screened but it says a minimum
3 feet in height. Can someone build a 6 foot wall? 5.6.B.6.e -last sentence.

PAC Notes—June 27, 2007—Northgate Project
Fire:
Add I FH on Second Street for the Fire Department Connection.
Will need a sprinkler system and elevated pump. No stand pipe required.
New fire hydrant and sprinkler FDC must be within 100 feet of each other.
Sprinkler service line must be public (maybe 4"but probably 6")to isolation valve at
property line. Size will depend on sprinkler system design. Sprinklers not required over
parking under building. Fire access (knox box) at main entrance and parking gates.
Stairs must go all the way to the roof deck along with the elevator.
Water:
Brett will do fire flow report. Water line is on opposite side of Second Street. Can bore
under Second Street and place FH on opposite side of street and then use 4"line to
property. If FH is placed on property side then bore will be a 6" line. Individual water
meters are required by TCEQ. All public meters must be located in ROW or utility
easements. The City's preference is that a master public meter would be located along
the property line, and then private individual meters may be installed inside the building
in a mechanical room or space. If the individual meters are desired be the owner to be
public, we will have to coordinate the placement of 51 (units plus irrigation)meters in the
finished surfaces along the front of the site.
Platting:
Will require 5 foot ROW dedication. Platting is not required. Easements would be
dedicated by separate instrument if there is no plat prepared. Plat submission is first step
in vesting process to be tied to current standards and not subject to any amendments that
may occur afterwards.
Note -Platting normally requires easements along all sides of a property, not just the
rear,but we did not clarify this during our meeting.
Sewer:
Brett will do study to see if existing line has capacity. Easement will need to be
dedicated if none exists.
Setbacks:
Front of Bldg. has to be between 15' and 20' from BOC—this takes care of fire dept. and
UDO setback requirements. Fire dept. measures to the bldg. itself, not the front façade.
UOD setback measures to the front façade.
Electrical:
Need 10' easement along rear of property for primary power. City will remove overhead
line and replace underground. Developer will place conduit(two 2" conduits) and 3-4
concrete transformer pads 6 to 8 feet square.
Detention:
Detention is required, and will be allowed in the parking area. The project will get credit
for the current level of impervious cover(which Brett will determine as part of the
drainage report), and will only have to mitigate the additional surfacing.
Parking Number:
City will consider these one-bedroom units if study has no doorway or perhaps even the
short wall and no closet access. JP will call or email Jane. Jane left a floor plan with JP.
While internal parking islands are optional, end islands are required.
Dumpster:
Requirement is 1 container for every 16 units. This project may require a compactor(12
X 30 pad). JP will contact Wally to find out.
The following are items JP pointed out but your architect must read the UDO section
relating to the façade and use the design standards where necessary. Design standards
may be found on the City's web site at cstx.gov. The Planning&Development Services
homepage will have a link to documents and publications.
Two elements of articulation have to be on the first 2 floors of the front façade every 25
feet. Remaining facades require two elements every 40 feet.
Bike rack required. 1 space per unit but no more required than 20 bike spaces.
An 8' sidewalk is required—may be in ROW and on private property(with access
easement dedication). Required to have pavers in the sidewalk—see design standards.
Min. 3" caliper trees in tree wells required in sidewalk(see design standards for planting
detail). Irrigation for all landscape areas including trees required. One bench is required
along the sidewalk for every 50 feet of façade.
Parking along Second St. must be screened. If using a wall it shall be a minimum 3' in
height. If wall is 6 foot high, secondary `sitting wall' may be required.
Construction shall be Type 2B non-combustible plus a sprinkler system.
Queuing at access gate is required. JP will let Jane know how much space is needed.
