Following each comment is our response in italics. PLANNING 1. Please state and/or reconcile the square feet of the proposed building. The application states 11,850 while the site plan states 11,822. The square footage of the building is 11,822. There will also be a 96 square foot storage building built on site bringing the total square footage to 11,918. 2. State the proposed use of the building on the site plan. The building use is Commercial/Office Building. This has been added to the Site Synopsis. 3. Please provide a note on the site plan that signs are permitted separately. This note has been added. 4. Please make sure that the proposed building does not encroach into the rear setback. Noted. This has been checked. 5. For safety purposes, the parking spaces adjacent to the retaining wall will require wheelstops. Wheelstops, however, cannot be placed within 18' deep spaces but requires that the parkings spaces be at least 20' in depth. Please revise these parking spaces. These parking spaces have been lengthened and wheelstops added. 6. There appears to be off-site improvements with the grading at rear of property. This needs to be accounted for in the construction documents and potentially an associated easement. We have removed any grading on the Veteran's Park site. 7. Please note that the dumpster location will work for a side-load 300-gallon container. If the applicant desires to use a front-loaded metal container, the location and/or angle will need to be revised. Noted. The Owner desires the smaller 90 gallon containers. Their pick up location will be in front of the proposed storage building. This area has changed from the last review cycle and is now clouded on the site plan. LANDSCAPING/STREETSCAPING/BUFFER 1. A Landscape Plan was not submitted. Please provide in accordance with UDO Section 7.5. Noted. This plan was submitted today. 2. Provide a general note on the Landscape Plan that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes. Easement will be submitted under separate cover. 2. Developer provides easements for electric infrastructure as installed for electric lines. These easements will be executed after infrastructure is complete. 3. Developer must provide a 10' PUE along property line adjacent to Veteran's Park. Noted. In subsequent talks with Mr. Weido, this can be reduced to 7.5 feet on the ReMax site. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. Noted. 2. City will provide drawings for conduit installation. Noted. 3. 2-4" PVC conduits from rear property line to front property line adjacent to Veterans Park. CSU will intercept conduit and extend as required, Primary wiring by CSU. Noted. 4. Following each comment is our response in italics. PLANNING 1. Please be aware the site plan will not be able to be approved until the TxDOT permit, easements and other engineering documents have been reviewed and approved. Noted. 2. A ZBA variance request has been submitted for the property. It appears that the variance is not necessary to develop the property as proposed. Please advise Staff if you would like to continue with the variance request or not. Tim Ware, the owner, still wants to pursue this request. 3. Please revise plantings to be selected from the College Station Plant List or as appropriate from the USDA for Hardiness Zone 8. Our Landscape Designer, Casey Krueger has met with Staff on this issue and has told me that these plants will be acceptable. 4. There appears to be only 15 Southern Wax Myrtle's, please revise the quantity and point amount. A 16th Southern Wax Myrtle has been added. 5. Please revise the total points claimed. A le Southern Wax Myrtle has been added. 6. Under Street Scape calculations"campy" is misspelled. 7. Under Points Per Project Area, please revise the calculation "61.25 x 30 = 18375.5". This has been revised to 1837.5. ENGINEERING COMMENTS NO.2 1. Please re-submit TxDOT permit. TxDOT permit application was resubmitted on March 4, we are awaiting their comments. 2. Please submit a depiction of the off-site sanitary sewer service connection. On March 6th, we met with David Coleman, PARD, and others from Utility Services to discuss the possibility of another Developer interested in the tract of land north of University Drive building the lift station on Mr. Ware's property. Mr. Ware is going to allow this lift station to be built, and give an access easement to PARD for a future trail system. In return, sanitary sewer service to his building will be connected to this lift station. The forcemain will be the responsibility of this second Developer. At this time, details are being worked out that will actually size the amount of property needed to accomplish this. 3. Please submit additional detail of the proposed retaining wall. Please submit easement dedication application as all public mains, hydrants and meters must be located within an easement. This document is enclosed. 5. The existing hydrant along SH 60 is not accessible for the fire department therefore cannot be counted toward your fire flow report calculations, please revise. A second fire hydrant has been added. I have talked with Jerry Duffy and coordinated a location with him. 6. As this project is not proposing detention, please verify that the development is utilizing rapid conveyance to the primary channel, verifying that the sites discharge hydrograph and peak is ahead of the main channels hydrograph is such a manner that it does not create a new resulting peak greater than the main channels existing peak, so that there are no negative impacts. As we discussed by email and phone, According to the drainage manual (Table B-1), detention is not required on Hudson Creek from Carter's Creek to Boonville Road. By the USGS map and visual inspection of the site, it appears that the confluence of Hudson and Carter's Creek are downstream of our site. Since manual states detention is not required at this point, I am submitting a revised drainage report that includes my findings and the certification requested by the next comment. 7. Please provide certification found on page 11 of Section 2 of the BCS Unified Storm Water Design Guidelines. I am submitting a revised drainage report that includes this certification. 8. Please illustrate the existing floodplain and floodway per the current FIRM Panel, as well as the proposed floodplain and floodway as determined by your drainage report and/or pending LOMR. As we discussed by phone on March 4th, I have revised the note describing the floodway line shown as being based on the current FIS cross-section. I have bubbled all information that has been changed without comment from the City. These items include: 1. Sanitary sewer service from building. As explained in Item 6 of the Engineering Comment section, this has changed due to pending agreements with PARD, and Utility Services. 2. Rock flumes. Since our last submittal, it was discovered that our survey information was vertically off by three feet. Kerr Surveying adjusted their previous topo and benchmark information. We have re-graded the site in light of this information. Two rock lined flumes have been added to prevent erosion and direct runoff into existing ditches. Because of the additional fill required, the retaining walls have been lengthened. Finally, a portion of the fill on the northeast corner will extend into the Veteran's Park property. This will be addressed in the agreement executed with PARD allowing an access easement to accommodate their proposed trail. This is done in lieu of"bubbling"the affected areas. 1. The parking area has been moved east 3.5 feet. This still leaves a 4' strip for landscaping along the east line of the property. One parking space was removed from each tier of parking. These changes were made to increase the distance between the west property line and the western edge of the parking lot. It was more cost effective to use two levels of landscaping walls rather than a single structural retaining wall. 2. The dumpster pad along the front has been deleted. 3. The parking lot was moved north by 3' to increase the green space along the immediate front of the building, and accommodate the porches of proposed building. 4. Instead of creating new easement for the fire hydrant, water meter, etc. We have moved the fire hydrant and meter back into the 20 foot easement already owned by the City. 5. The most easterly fire hydrant has been moved to the east side of the new driveway to better align the domestic water service that will serve this building. 6. There were subtle changes made to the access road to account for the 3.5' shift of the parking lot. This change did not occur outside of the property and do not affect any work currently permitted within the TxDOT right of way. 7. At the behest of our client, grading along the north half of the parking lot has changed to again try and minimize the amount of fill material to the site. The northwest corner has been lowered by 3'. 8. The building footprint has changed and the west end of the building is now about 5' east of the west line. This was done to move the retaining wall off of the property line. 9. Grading along the back of the building has changed. We had previously shown or slopes beginning at 262. Now that the slab design has been completed, there will be a 3' deep D b.„I(`�� grade beam around the perimeter. This allows our slope to begin at an elevation of 260. 10. Landscaping items have been adjusted to reflect these changes. The quantities and types of planting materials have remained the same. — I have also listed the comments from the last submittal dated March 24th and either addressed them or have given a status of the item in italics. The Unified Development Ordinance requires that untreated concrete retaining walls in excess of 6-inches in height be adequately screened (Section 7.5.D.6). The previous engineering comment requesting retaining wall details is therefore necessary to determine whether screening will be required or not. Please provide those details and note that if screening is required, it is to be provided on the subject property. These walls have been reduced in height and will be constructed as a Keystone-type landscaping wall. 2. Please note that the items described in the Engineering Comments below that are required in order to receive a full development permit are also necessary for site plan approval. Noted. ENGINEERING COMMENTS NO. 3 1. Please revise construction cost estimate. A revised cost estimate is included. 2. The easement dedication application that was submitted was not complete, as none of the required supporting documentation was included. This documentation will need to be submitted prior to issuance of a full development permit. The easements will be dedicated through the platting process. The preliminary plat was resubmitted today. 3. Prior to any off-site grading, we will need documentation from the Parks Department verifying their approval of the proposed grading. PARD has been contacted and we expect to receive this letter this week. 4. The Full Development Permit for this project will not be issued until the proposed lift station proposal has been approved. Noted. Meetings have been held with the CoCS, the City of Bryan, PARD, and the developers engineer to finalize this lift station. 5. The Full Development Permit for this project will not be issued until the TxDOT Permit has been approved. TxDOT has issued a permit for the driveway. Following each comment is our response in italics. PLANNING 1. Please revise the gross building area to match the new building dimensions and articulation. Also revise the parking calculations if that is necessary. The square footage is12,007 sf. The parking has been recalculated, but did not change. 2. Show and label all PUEs including those being dedicated with the plat. Noted. 3. Show easements above all other layers. Noted. 4. As stated in the first round of comments, the parking spaces with wheelstops are required to be at least 20 feet in depth. Please revise the parking spaces adjacent to the retaining wall. The wheelstops along the western edge of the parking lot have been removed. 5. The parking spaces in front of the building are 18 feet deep and do not have the associated 4- foot landscape strip or 6-foot sidewalk required to have that reduced depth (the canopy/column area in front of the building creates the obstruction). All spaces along the front of the building now abut either a 4 foot wide landscape strip or a 6'wide sidewalk. 6. Please place some type of curbing (perhaps lay-down curb)at the top of the parking space that provides access to the lift station area. Also, paving from the parking space to the property line is not necessary in this area. 9 LF of laydown curbing has been added. 7. Please place intermittent curbing at the drainage discharge area at the northwest corner of parking lot. As proposed the gap in the curb between the parking spaces is too wide. This gap cas been reduced to 2'in width. r . tate law for handicap accessibility will require a handicap accessible route from the building to the right-of-way. Please revise. It appears that utilizing the already proposed sidewalk through the interior island will help achieve this requirement. Added ramps to make this a compliant route. 9. Please confirm that with the removal of the dumpster pad that roll-out container service will be provided with this site. This has been confirmed with Wally Urrutia. 10. It appears that the future property line when TxDOT acquires the right-of-way will be right along the front parking row. Please be aware that once that occurs, the parking lot and landscaping which would then be in the ROW will make the site non-conforming. Noted. ENGINEERING COMMENTS NO.4 1. Per our conversation, please revise the fire hydrant placement of the second hydrant so it is accessible from the internal fire lane. The fire hydrant has been moved. The direction I have been given by our client is to keep the new hydrant within this easement while satisfying the City's access requirements. 2. Prior to any off-site grading, we will need documentation from the Parks Department verifying their approval of the proposed grading. We have received the letter from Parks regarding the Lift Station and will follow up with Parks regarding the proposed grading. Thank you. 3. The Full Development Permit for this project will not be issued until the proposed lift station proposal has been approved. Noted. There have been changes made to the grading along the western side of the property that were not requested by the City. Again these were made to minimize the amount landscaping walls required. The owner is also proposing to use 6" h x 6" w landscaping timbers along this side. Details of this will be submitted under the Architectural plans. I feel confident that all of the items raised by Staff have been now been addressed with the exception of the agreement concerning the proposed lift station. At this time, I am asking that a Conditional Development Permit be issued contingent upon the resolution of this lift station. Repeat Comment: There are additional PUEs being dedicated with the final plat that are not illustrated on the site plan. A 20' PUE along the possible location of the TxDOT right of way, a 15'PUE for the proposed fire hydrants, and a 10' PUE along the rear have been added as shown to coincide with the Final Plat. 3. Repeat Comment: Please show easements (including those to be added) above all other layers. It appears the 7.5-foot easement along the eastern property line is shown below the parking layer. A line has been added. 4. It appears that the revisions for a handicap accessible route from the building to the right-of- way are insufficient. Staff originated this comment so that the site could accommodate it, knowing State regulations will require it when building plans are submitted to them and that it is best to address this now than in the middle of construction. Staffs understanding of the requirements includes ramps, striping across drive aisles and a sidewalk stub to the right- of-way, all of which are to meet ADA requirements. It appears that these revisions will also cause changes to the proposed grading and landscaping. As established at our meeting on May 12, this was coordinated between the Owner and Mr. Hare. We have added a 3'wide striped walkway outside of the curb and first parking space of the middle island. All striping and construction shall be in conformance with TDLR requirements. 5. I'm not the biggest fan of bubbling because it clutters up the site plan sometimes. A letter explaining the changes will suffice. If there are a lot of change still, it probably is best to only submit one set of documents. I have not heard of the progress on the lift station but those plans and easements will need to be worked out before the site plan can be approved and a full development permit issued. Josh also wanted to pass on some other things that he has identified: 1. Please revise construction cost estimate. 2. The easement dedication application that was submitted was not complete, as none of the required supporting documentation was included. This documentation will need to be submitted prior to issuance of a full development permit. 3. Prior to any off-site grading, we will need documentation from the Parks Department verifying their approval of the proposed grading. 4. The Full Development Permit for this project will not be issued until the proposed lift station proposal has been approved. 5. The Full Development Permit for this project will not be issued until the TxDOT Permit has been approved. As you may know, Tim has submitted a preliminary plat for this property since it actually appears that the property was not included with Veterans Park final plat when it was filed. Adding that to the list, the final plat will need to be filed before the site plan could be approved. If the lift station details are still being worked out, this may actually be advantageous since you could dedicate easements through the plat and wouldn't have to dedicated them by separate instrument (which frequently takes a while to work through).
