Please note that the entire site must be platted (filed for record) before the site plan can be approved. 2. Please submit an individual site plan (which may consist of multiple sheets) separate from the construction document packet. 3. Please revise site plan to show entire site. 4. Please provide a key (vicinity) map on the site plan. 5. Phase the site plan according to intended development. The "reserved for future development" should be Phase 2, 3, etc. Phase lines should extend 20 feet beyond the developed area. All proposed and future phases must be able to stand alone to meet ordinance requirements. 6. Please provide the legal description on the site plan. Since the site plan can not be approved until platted, the legal description is to be the new one created through the plat. 7. Provide the ownership of all abutting parcels on the site plan. 8. On the Master Plan (sheet Al-1), please correct the reference for the City of Houston to the City of College Station in Architectural Site Plan Note 1. 9. The depth of parking spaces may be reduced from 20 feet to 18 feet if they are adjacent to a landscape area with a minimum depth of 4 feet or adjacent to a sidewalk with a minimum width of 6 feet. It appears that the parking spaces in front of the buildings and some along the creek do not meet this requirement. The buildings may have a sidewalk area in front of them but the columns of the arcade prevent the 6 foot width from being realized. Please revise. 10. Parking spaces and drive aisles must be setback a minimum of 10 feet from a public right- of-way. Please revise the spaces along Texas Avenue. 11. If parking spaces are located within 15 feet of a public right-of-way, they shall have a maximum of 7 contiguous spaces separated by an 18 foot 'x20 foot landscape island. 12. All end islands must be a minimum of 180 square feet. It appears that the end islands at the rear of Buildings A & G are deficient. Please revise. 13. For every 15 interior parking spaces in the site, there is to be a 180 square foot interior landscape island provided. End islands that exceed the minimum may be counted toward the interior parking island requirement. Please provide the required amount of interior island space and calculate the area of islands to show this requirement is being met. 14. It does not appear that all parking areas are curbed. Please revise. 15. Parking for more intense C-1 permitted uses (retail) cannot be placed on property zoned for less intense A-P uses. Please revise the site plan to remove parking from A-P zoned area or provide uses on the property that would be allowed in an A-P zoning district and therefore allow the parking in that portion of the site. 16. Please revise the number of required parking spaces. For a site with 88,195 gross square feet of retail floor area, 353 parking spaces are required (at the 1 space:250 sq. ft ratio). 17. There appears to be more handicap accessible spaces provided on the site plan than stated in the parking summary table. Please revise. 18. The driveway spacing along Texas Avenue does not appear to meet the City's minimum spacing requirements of 350 feet for adjacent driveways. Also, a median opening at the Valley View Drive intersection is under construction and includes a south-bound left turn lane off Texas Avenue into this property. Please align the driveway at the Valley View Drive intersection. Page 2 of 7 19. A right-turn deceleration lane will be required for the driveways. Please revise and include as part of the TxDOT permit. 20. A minimum throat depth of 130' to the first point of conflict is required for retail shopping centers parking lots. Please revise. 21. Please provide cross access to the adjacent commercial property where Midas is located. 22. Right-of-way dedication along Harvey Mitchell Parkway is required for the platting of the property. Please revise the site plan to show the dedication. 23. The driveway spacing on Harvey Mitchell Parkway does not meet the City's minimum spacing requirements of 350 feet for the adjacent drive to the existing bank. This site will be required to provide a joint private access easement with the adjacent property for driveway access. 24. The interior clearance dimensions for a double dumpster enclosure shall be 12' x 24'. Please revise the enclosures, addressing Sanitation's comments regarding the angles in which the enclosures are set, and providing a detail of the typical enclosure area including screening details. 25. Please provide the details of the retaining walls. If they are composed of untreated concrete, they will need to be adequately screened from view. 26. Please provide the details for the guardrails along the creek. 27. Please provide a note on the site plan that it is considered a building plot for signage, access, parking, and the Non-Residential Architecture Standards. 28. Please submit building elevations that meet the Non-Residential Architecture (NRA) Standards found in UDO 7.9, including the additional requirements for sites with greater than 50,000 square feet (UDO 7.9.E). This is accomplished through a separate application for the building elevations. The elevations must be approved before a building permit can be issued. 29. Please provide the bike and pedestrian facilities as required in Unified Development Ordinance (UDO) Section 7.9.E.4. 30. Please be aware that according to the UDO Section 7.1.H Height, Building F shown approximately 70 feet from the property line adjacent to single family home can only build to a height of 35 feet. Please note that the 1:2 height/distance ratio will also be required for when the future development area adjacent to the single family is developed. 31. Please ensure that the Outdoor Lighting Standards found in UDO Section 7.10 are complied with. This will be one of the components required to obtain a Certificate of Occupancy. 32. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 33. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Jason Schubert Date: March 28, 2008 LANDSCAPING/STREETSCAPING/BUFFER 1. Irrigation plans were submitted and the site plan references landscape drawings but a landscape plan appears to not be provided. Please submit a landscape plan that meets UDO Section 7.5 Landscaping and Tree Protection and the additional requirements of UDO Section 7.9.E.3 Landscaping for sites that have 50,000 square feet or greater. NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next transmittal letter and"bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 3 of 7 2. A 15' buffer yard with masonry wall will be required along the property line adjacent the R-1 zoned property to the east. These requirements are found in UDO Section 7.6 Buffer Requirements. Please note that when the future development area is developed, the buffer yard will also be required. 3. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. 4. Please provide a note on the landscape plans that the irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394 and that all BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Reviewed by: Jason Schubert Date: March 28, 2008 ENGINEERING COMMENTS NO. 1 1. Please submit development permit— public infrastructure fees ($600). 2. Please provide existing and proposed contours on the same sheet. 3. Please submit drainage report, in accordance with the BCS Unified Storm Water Design Guidelines. Please include the technical design summary, as well as all appropriate certifications. 4. Please provide the no adverse impact certification found on page 11 of Section 2 of the BCS Unified Storm Water Design Guidelines. 5. This reach of Bee Creek has been designated as a no detention required area per our local drainage guidelines, to encourage rapid conveyance. As this project is proposing detention, please verify that the sites discharge hydrograph and peak is ahead of the main channels hydrograph is such a manor that it does not create a new resulting peak greater than the main channels existing peak, so that there are no negative impacts. 6. Your design has proposed a mitigation pond / detention pond, please demonstrate how the combination of the mitigation pond and fringe fill will coincide with the main channels, as to avoid adding to the main channel peaks. 7. Please verify that your proposed mitigation / detention pond is in compliance with TCEQ Dam Safety Rules and that TCEQ has been notified. The TCEQ Dam Safety Rules apply to all berms including detention ponds which are taller than 6-ft. 8. FYI — There is a LOMR that is currently underway for this reach of Bee Creek, which may effect the floodplain /floodway locations. 9. Per FEMA FIRM Panel 144c, it appears that a portion of the proposed development (ie. fill, parking lot, retaining wall, structure) is located and encroaches the floodway, which is not allowed without further variances. Please contact us for further discussion. 10. Due to the amount of earthwork proposed with this project and it's proximity to the floodway, several concerns have arisen regarding the impact this proposed project may have on the adjacent properties. The City's Police Station has experienced flooding in the past. As a part your drainage evaluation, please verify that the proposed fill and retaining wall will not adversely impact the adjacent properties. 11. It appears that the proposed design of leveling the site with use of extensive retaining walls, puts the site approximately 9 feet above the BFE. Would a less aggressive fringe fill or tier design be more cost effective? 12. Please verify that all cut/fill areas have been illustrated on the Cut/Fill Plan. Please verify that the fill areas will not be located above any existing public utilities. 14. Please verify that all retaining walls will be located outside of all public utility easements. 15. Please provide detailed engineered plans for the proposed retaining walls. 16. The City adopted the 2006 Building Codes which require a standalone Building Permit and inspection for all retaining walls greater than 2 feet above grade - and need to be sealed by an engineer. This application is the standard Building Permit application which is reviewed and inspected by Building. 17. Please submit fire flow report. 18. Please submit water report. 19. Please submit sanitary sewer report. 20. Please provide plan and profile detail for all proposed public infrastructure extensions - water and sanitary sewer. These mains should be designed in accordance with the BCS Design Guidelines. 21. Due to the amount of earthwork proposed on this project, please verify that all existing public utilities are properly adjusted. 22. Please specify waterline material on plans. 23. Engineers cost estimate for all proposed public infrastructure. 24. Please submit letter of acknowledgement for all public improvements, which can be found on www.bcsunited.net 25. Please clearly label all proposed public sanitary sewer main extensions. 26. All proposed sanitary sewer main extensions must be located within an easement. 27. The proposed manhole / service extension to the "future development" are not allowed at this time or until these sites are developed. 28. All main and service connections at manholes can not exceed 30-in in elevation difference or a drop manhole must be utilized. 29. All 6-in service line must have a 1% slope; all 8-in service lines must have a .5% slope....per the building code. 30. The proposed sanitary sewer main extensions (8-in with manholes) may be able to be designed as private sanitary sewer service lines per the building code (ie. 6-in with cleanouts). 31. Please remove all private site storm infrastructure from proposed or existing PUEs. 32. Please submit TxDOT permits (5 copies) with all appropriate supporting documentation. The permit should be submitted to the City of College Station for initial review prior to forward to TxDOT. 33. Please identify all utility work required with project in TxDOT ROW. This work will require a TxDOT utility permit. 34. Please label all proposed Public Utility Easements (PUEs). 35. Please provide a water demand for each structure. Each structure should more appropriately have it's own meter. 36. The proposed "long" 4-in service line which parallels the water main will not be allowed. 37. Please verify that all service lines are outside of public easements. 38. The proposed 8-in main should be tapped near each structure for water meters, irrigation meters, isolation valves for fire suppression systems, etc. 39. Fire hydrants, isolation valves, and meters need to be in PUEs. 40. On the fire suppression line, an isolation valve is required just inside the PUE. Also note on the plans that fire suppression lines shall have a lockable lid on the isolation valve. The lockable lid shall, at a minimum supply protection as the AMP or USA, LL562 Locking Lid. Alternate lockable lids shall be approved by College Station Utilities Director or his designee. 41. Please show proposed PUE for 8-inch public waterline looping through property. 42. A sanitary sewer service cleanout is required every 100 feet. NOTE: Any changes made to the plans, that have not been requested by the City of College Station,must be explained m your next transmittal letter and"bubbled" on your plans. Site plan indicates 50-ft gas pipeline easement crossing the entire property, whereas the Utility plan shows the 50-ft easement tapering down to a 10-ft easement. Please indicate correct gas easement on all construction documents and plat. 44. Please submit the most recent (1/1/08) set of BCS construction details with next submittal. These can be found at www.bcsunited.net 45. FYI - In addition to the following standard comments, if more than 5 acres will be disturbed during construction of this project a NOI must be filed with the state and a copy provided to the CoCS. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit(TXR150000)to make sure it applies to your situation. 2. Adhere to the requirements of the general permit(TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit(TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent(NOI), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for each riser pole. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per City specs and design. 7. Developer installs pull boxes as per City specs and design (pull boxes provided by the City). 8. Multiple meters fed from a common transformer will be grouped together. 9. Fire lanes are also required in front of the business spaces. 2. Fire Department Connections for sprinkler systems require fire hydrants to be located within 150 feet of the connections as the truck lays the hose off. 3. Where buildings or portions of buildings exceeding 30 feet in height above lowest level of fire department vehicle access shall be provided with a minimum unobstructed width of 26 feet. At least one of the required access routes meeting this condition shall be located within a minimum of 15 feet and a maximum of 30 feet from the building, and shall be positioned parallel to one entire side of the building. 4. Reviewed by: Wally Urrutia Date: March 17, 2008 TEXAS DEPARTMENT OF TRANSPORTATION 1. Access driveways to Texas Avenue must meet TxDOT's current "Regulations for Access Driveways to State Highways." Regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. Where the posted speed limit is 40 MPH or more the required spacing between access points is 305'. Where the posted speed limit is 45 MPH or more the required spacing between access points is 360'. Appropriate data, including drainage will be required for any future work/permits in the ROW @ this development site.
